Jack Richardson called meeting to order. 2. Approve Minutes: February 13, 2003 February 27, 2003 Polly Dwyer moved to approve the minutes. Shelley Roland seconded. Motion carried unanimously. 3. Consider and Possible Action on the Final Plat for Sanger Trails, Phase 2A, Being 8 Residential lots and 2 Common Areas. Shelley Roland asked for explanation of the Engineer's request on off -site improvements. City Manager indicated Phase 1 has a concrete street. Mr. Hebard would like to get these streets poured along with the street in the first phase. The City Engineer is wanting the main entrance in before the streets are put in. Discussion. Ken Perry asked if the easement for the sewer had been approved. Mr. Hebard indicated he had an agreement with Mr. Stephens to purchase the easement. Shelley Roland moved to accept the Final Plat on Sanger Trails Phase 2A, Being 8 Residential lots and 2 Common Areas. Polly Dwyer seconded, Motion carried unanimously. 4. Consider and Possible Action on the Final Plat for Sanger Trails, Phase 2B, Being 50 Residential Lots and 2 Common Areas. Property is Located off of Marion Road. City Manager indicated they are revising the drainage as per the City Engineer's recommendations. The Engineer worked up a drawing for them and they will put it in place. He indicated the detention pond will be a 3:1 slope, but the city will not have to maintain it. Polly Dwyer indicated she did not like 3:1 slopes. She expressed concerns about dangers due to detention areas. Discussion regarding the detention area proposed and the detention area at Serendipity Place. Polly Dwyer expressed concerns regarding the safety of children around detention areas. Discussion regarding the R.O.W. Shelley Ruland moved to approve the Final Plat for Sanger Trails, Phase 2B, Being 50 Residential Lots and 2 Common Areas. Ken Perry seconded. Motion carried 4 to 1. Polly Dwyer voted no. 5. Ms. Samantha Renz Thank you for your attention to the above plans dated February 2003. What follows is my response to the review comments. COMMENT RESPONSE 1. The horizontal scale of 1 "=50' was chosen due to the length of the site and roadway. A scale of 1 "=40' would cause the unnecessary use of extra plan sheets. No revision made. 2. Site is within Sanger E.T.J. No revision made. 3. A note has been included In the General Notes addressing sewer system permitting. 4. Site -is within Sanger E.T.J. No revision made. 5. The pipe sizing and configuration of the water system as shown on the plans originated directly from -Bolivar WSC. No revision made. 6. No revision .made. 7. No revision .made. 8. Note #5 in the General Notes reads (THE HOMEB UILDER SHALL BE REQUIRED TO CONSTRUCT ALL FINISHED PADS AT ELEVATIONS 12" GREATER THAN SURROUNDING FINISHED GRADE.). The home builders also -required to construct finished floors V1 higher than pad elevation. It is my opinion that homes near drainage areas will be sufficiently protected from storm water. No revision made. 10. Culverts 2, 3 & 18 exceed maximum open channel velocities defined to be S f.p.s. in theDenton County Subdivision Rules and Regulations. The open channel flow velocities at the outlet of these culverts do not exceed 3.4 f.p.s. as shown in Deer Run cross -sections Sta. 2+00, 4+00 & 6+00 on Sheet 5.1. The tailwater effect and the expansion of storm water as it exits -the culvert to spread the width of the channel causes the flow velocity to slow to the free flow velocity of the channel. As the water begins laminar flow, its velocity increases to match the channels free flow velocity. It is my opinion that velocities are not sufficient to cause erosion at the outlet end of the culverts in question. 'No revision made. 11. Lengths shown along frontage of cul-de-sac are shown on the engineering plan. Any other information is solely for the Surveyor use during staking and for legal descriptions. Revised per comment. 12. Box 1729 Sanger, Texas 76266 RE: CREEKVIEW ADDITION, PHASE III INITIAL REVIEW Dear Ms. Renz: We have completed our initial review of the construction plans and the final plat provided by you for the referenced project. Our review is based on good engineering practice and the requirements established in the City of Sanger's Subdivision Ordinance (hereafter referred to as "ordinance".) Our review does not relieve the design engineer of his responsibilities as the engineer of record in accordance with the Texas Engineering Practices Act. Below, please find a list of our comments: 1. The ordinance calls for 1" a 40' scales for horizontal plan views. 2. The Subdivision Ordinance calls for sidewalks along Residential streets. No sidewalks are shown in the construction. plans. 3. There is not a Sewer Plan. It is assumed the individual lots will be serviced by an on -site system. There should be a note added to the General Notes concerning individual on -site system permitting. 4. No street lights are shown in the construction plans. The ordinance requires street lights with 400' being the maximum spacing between the lights. 5. The planned water supply system is not a looped system. In addition, the ordinance calls for 8" water lines for dead-end street sections. Plans presently show dead-end 6" trunk line with a 2" loop at the Cul-de-sac. 6. The development has only one point of access. Discussions with the Fire Department should be had to assure this will be acceptable. Discussions with the Fire Department should be had -to assure this will be acceptable. 8. No gas service is shown (existing or proposed) on the construction plans. Question: Will gas service be brought to site? If so, where will it be located? 9. Pad elevations -for-lots that are near drainage areas should be shown on the drainage plan. 10. Velocities from driveway culverts should be checked. Some culverts are cw=tly designed with velocities in excess of 9 fps. This could create erosion problems on downstream -end of culverts. 11. Curve data table for cul-de-sac is called out on plat but not shown on any construction plans. Curve data should be added to paving plans. 12. A note should be added to final plat which calls out monumentation for lot comers (i.e. 1 /2" iron set) 13. Cul-de-sac length of Deer Run Road is shown at approximately 1600'. By ordinance, a cul-de-sac cannot be longer�than 600'. 14. Developer should verify with Bolivar WSC that the existing 4" line is adequate to service this proposed development area. 15. Drainage easement should -be added by plat to accommodate the full length -of channel CH-1. 16. The OS-1 drainage area needs to be identified on the Drainage Plan. 17. Sheet 2.1 and .sheet 2.2 should reflect the culvert size for each driveway. 18. Sheet 2.2; In the calculation table, Total Area column title should be in square feet (st), not acres (ac) as presently shown. 19. Sheet 2.4; Table titles use the names of Creekview Addition — Phase II and Creek View Addition. Question: Should the titles reflect the name of -this project Creekview Addition - Phase III? 20. Sheet 2.4; Pond Computation Table; Are the computations for the proposed detention pond? If so, where are the computations for .the existing detention pond? 21. Sheet 4.1. Sheet 5.2; Is the flow coming into culvert 17 four (4) efs or fourteen (14) cfs? The plan and .profile views reflect different information. 24. Sheet 5.2; Culvert 15 appears to be sized smaller than culvert 16 upstream yet has a higher flow rate. Question: Are the culvert calculation correct? 25. Sheet 5.3; .Station 15+16.25 (right ditch) culvert 11 should be shown as single 18" on profile view instead of two 21 ". 26. Sheet 5.3; Paving width shown is 24 feet. The ordinance requires a minimum of 30 feet for residential streets. 27. Sheet 6.1. Channel .Plan & Profile; consider re -aligning from station 2+25 to station 6+00 continuing :the ditch south along the lot line to the south lot line and then east along lot line. 28. Sheet 6.2; CH-1 & CH-2 need .to be tied into existing channel at the south line of Lot .10. Existing ditch capacity should be verified to assure it can carry the additional flows. 29. Sheet 8.1; Driveway connection plan view should be revised to read"Deer Run Road' Instead of FM 2450. Also, identify section A -A on -this same drawing.
