PRESENT: Jack Richardson, Ginger Burt, Ralph Cain, Gail Goodner, Ken Perry

1. Jack Richardson called the meeting to order.
2. Approve Minutes: January 16, 2003
Shelley Roland moved to accept the minutes as presented, Ken Perry seconded. Motion
carried unanimously.
3. Conduct Public Hearing Regarding a Zoning Change Request from B2 (Business 2) to
SFSE (Single Family 5E) on Property Legally Described as Abstract 71, Tract 23.
Property is Located at 2004 Stemmons Rd., Sanger, Texas.
Public Hearing opened.
Tina Hoops, daughter of Faye and Jack Gheen, indicated her parents were senior
citizens, and have applied for a home improvement loan so they can have money to
survive on. They are requesting the property be taken back to Single Family so they
can get a loan. The Finance institution will not give them a home improvement loan
because it is zoned commercial.
Public Hearing closed.
4. Consider and Possible Action a Zoning Change Request from B2 (Business 2) to SFSE
(Single Family 5E) on Property Legally Described as Abstract 71, Tract 23. Property
is Located at 2004 Stemmons Rd., Sanger, Texas.
Shelley Roland asked if they had approached another lender.
Ms. Hoops indicated the lenders in Sanger have too high of interest rates.
Ms. Hoops indicated as long as there's a one way street no one will be interested in the
property zoned as B2.
Shelley Roland indicated until someone comes in and puts together a number of these
properties, business will not be feasible here, at that time they could request a change
back to business.
Discussion regarding the surrounding zoning.
Polly Dwyer expressed concerns regarding spot zoning.
Ginger Burt asked what would be considered spot zoning.
City Manager indicated the issue with spot zoning is possibly de -valuing the adjoining
property.
Discussion.
City Secretary indicated if they re -zoned the surrounding property it wouldn't be spot
zoning.
Discussion regarding the surrounding properties. Ms. Hoops indicated her parents
would be willing to request a change to Single Family on the surrounding properties
that they owned.
Polly moved to change the zoning from B2 to SF5 on property legally described as
Abstract 71, Tract 23, contingent upon them requesting a zoning change to Single
Family on tract 22, Shelley Roland seconded, Motion carried unanimously.

Re: Moratorium
The City Council is proposing a moratorium on multi -family projects in the City of Sanger. This
moratorium will be to evaluate all that is involved in implementing impact fees for multi -family
projects in lieu of the current tap fees in the City ordinances.
The local government code requires two public hearings to be held, one of which must be held
before the Planning and Zoning Commission.

Councilman Mike James has requested that this property be re -zoned as B2 (Business 2). Mr. Porter
has expressed, in the past, that he would like his property zoned B2 instead of Industrial. His
properties are Lots 1R-2 and 2R-1.
Dr. Moynaugh has indicated he does not want his property re -zoned and he has already started
building on his lot with the understanding that it was Industrial zoning. His lot is lot 4. He -indicated
he would be at the meeting to protest re -zoning of his property.
Lot 5 belongs to Sanger Bank, they have not commented either way on this zoning change.
As of today, we have not received any letters back from the surrounding property owners stating
whether or not they approve or disapprove.

Attached is the letter from the City Engineer, there was only one correction, which was that the
easement should be 15 ft. instead of 8 ft. The surveyor has indicated this item will be corrected.
Mr. Rodgers has indicated he will have the letters as required prior to any building permit
applications.
