1. Jack Richardson Called Meeting to Order.
2. Approve Minutes: January 30, 2003
Polly Dwyer moved to approve the minutes as presented. Ralph Cain seconded. Motion
carried unanimously
3. Conduct Public Hearing on Proposed Moratorium on New Multi -Family Dwelling
Projects in the City of Sanger.
Public Hearing opened.
No Discussion.
Public Hearing closed.
4. Conduct Public Hearing to consider a Zoning Change from I-1 (Industrial -1) to B2
(Business -2) on property legally described as Sanger I-35 Industrial Park, Lots 1 r-2, 2r-
1, 4 & 5. Property is Located on F.M. 455, Acker St, and Pecan St.
Public Hearing opened.
Dr. Pat Moynagh indicated his family owned lot 4, they are now developing the
property. They have began the development under the Industrial zoning and they want
it to remain Industrial.
Dr. Lynn Stucky spoke in favor of the zoning change. He felt the B-2 was more in line
with the surrounding property. He wanted to make sure we had nice buildings on the
highway in Sanger.
Public Hearing closed.
5. Consider and Possible Action Regarding a Zoning Change from 1-1 (Industrial -1) to B2
(Business -2) on property legally described as Sanger I-35 Industrial Park, Lots 1 r-2, 2r-
1, 4 & 5. Property is Located on F.M. 455, Acker St, and Pecan St.
Polly Dwyer asked if it was a possibility to not zone the one lot, and to still zone the
other three.
Shelley Ruland indicated Mr. Moynagh had already invested his money in the property
as Industrial, and she felt they should not change his lot.
Polly Dwyer indicated her main concern was if they could leave the property Industrial
and zone the others Business. She felt it was logical to change the zoning to Industrial.
Discussion regarding the notification to the property owners.
Discussion regarding the properties and the zoning.
Polly Dwyer moved to approve the change with the exception of lot 4. Ralph Cain
seconded. Motion carried 3 to 2. Shelley Ruland and Jack Richardson voted no.
6. Consider and Possible Action on Short Form Final Plat for the Rodgers Addition, Block
A, Lots 1 & 2.
Shelley Ruland abstained from discussion on this item.
Discussed the location of the property. It is on 10te Street, North of Willow.
Frank Rodgers indicated the lot would be 66' x 120', they will build a three bedroom,
two bath, brick home.
City Secretary indicated the City Engineer has asked for a 15' easement instead of an
eight foot easement.
Polly Dwyer asked if they had provided the 15' easement.
Frank Rodgers indicated they had.
Polly Dwyer moved to approve the Final Plat for Rodgers Estates. Ralph Cain
seconded. Motion carried unanimously.

SFSE (Single Family 5E) on Property Legally Described as Abstract 71, Tract 22, Tract
21, Tract 20, Tract 15 and Tract 16. Property is Located on Stemmons Rd., Sanger,
Texas.
Public Hearing opened.
No Discussion.
Public Hearing closed.
3. Consider and Possible Action Regarding a Zoning Change Request from B2 (Business
2) to SFSE (Single Family 5E) on Property Legally Described as Abstract 71, Tract 22,
Tract 21, Tract 20, Tract 15 and Tract 16. Property is Located on Stemmons Rd.,
Sanger, Texas.
Shelley Ruland moved to approve the zoning change from B2 to SFSE, Polly Dwyer
seconded. Motion carried unanimously.
4. Conduct Public Hearing to Consider a Zoning Change Request from AG (Agriculture)
to MF2 (Multi -Family 2) on Properties Legally Described as ABSTRACT 29, TRACT
61, BEING 24.31 ACRES, AND ABSTRACT 29, TRACT 60, BEING 25.22 ACRES.
Properties are located on McReynolds Road, East of the Cemetery
Public Hearing opened.
Eddie Lane,1004 Avis, Denton TX, indicated this land was in the family, they have a
company wanting to build some apartments, it is the property East of Indian Rd. The
property East of this is planned for a housing development. They are requesting to
change the zoning to Multi -Family.
Public Hearing closed.
5. Consider and Possible Action Regarding a Zoning Change Request from AG
(Agriculture) to MF2 (Multi -Family 2) on Properties Legally Described as ABSTRACT
29, TRACT 619 BEING 24.31 ACRES, AND ABSTRACT 299 TRACT 60, BEING 25.22
ACRES. Properties are located on McReynolds Road, East of the Cemetery
Polly Dwyer indicated that she understood that the city did not have a master plan on
the area from the town out to the lake, she felt the lake was one of our most valuable
assets. She felt the property between town and the lake should be developed with a lot
of thought. She did not mind the annexation, she indicated that she wanted to see a
whole picture of what was planned for the City in that area. She expressed concerns
about putting multi family that close to the high school. She felt the development would
increase traffic.
Polly indicated that Joe Falls had expressed opposition to the request. She indicated she
would like to see development, but was not sure that she was ready to vote on this type
the of development in this particular area.
Ginger Burt asked what type of buildings would the development be.
Edie Lane indicated they would be one story.
Discussion regarding the proposed development.
Shelley Ruland expressed concerns regarding density due to the other properties in that
area being zoned as multi -family already. She indicated she did not mind multi -family
being used as a buffer, but was concerned about the possible density and the amount of
land they were requesting to be zoned.
Polly Dwyer indicated she would like to see a master plan.
Ken Perry asked if they would be low income apartments.
Mr. Lane indicated there may be tax credits.
Polly Dwyer moved to not approve the zoning change request from Agriculture to Multi
Family 2 on property legally described as Abstract 29, Tract 61 and Abstract 29, Tract
60. Ginger Burt seconded. Motion carried unanimously.
City Manager advised Mr. Lane that he could get the 20 acres platted and bring it back
to the board.
Shelley asked that they look at Multi -Family 1.
Polly indicated she thought the City should get together and look at what they want
between the city and the lake.
Discussion regarding the property and development in the area discussed.
6. Consider and Possible Action on Final Plat for Sanger Trails, Phase 2A.
Discussion regarding the engineers comments.
Discussion regarding the progress on Phase 1.
Polly Dwyer moved to not approve the Final plat on Phase 2A until changes are made,
Shelley Ruland seconded. Motion carried unanimously.
7. Consider and Possible Action on Final Plat for Sanger Trails, Phase 2B.
Polly moved to deny the Final Plat on Sanger Trails, Phase 2B, Ginger Burt seconded.
Motion carried unanimously.

Dear Mr. Smith:
Per your request I have reviewed final plats and construction details submitted by Cargill-
Cheshier & Associates for the project referenced above. Comments are referenced by the
Subdivision Ordinance of the City of Sanger, Texas as adopted September 21,1987, Zoning
Ordinance adopted August 3,1987, and Ordinance No. 05-06-01. My review comments are as
follows:
General Comments for Both Phases
1. The property is generally located north of FM 455 west of Marion Road in the eastern
portion of the City.
2. Per my last review I requested 15-foot utility easement be placed along all street frontage
within the subdivision. A 15-foot easement was provided.
3. The revision date and number should be shown in the title block for each drawing sheet
that has been changed per review -comments. This is not required but it documents the
review process.
4. I would recommend that approval of these final plats be delayed until offsite
improvements have been completed as proposed in Phase 1 of this project.
Sanger Trails Phase 2A
1. The final plat and construction drawings are in general compliance with the subdivision
ordinance.
Sanger Trails Phase 2B
Sheet 5
1. A drainage grade is shown to take drainage from Wagon Wheel Road to Silver Spur
Drive. I am concerned that if a drainage feature is constructed to accomplish the drainage
as shown that both Wagon Wheel Road to Silver Spur Drive pavement structures could

be undermined by the drainage. I would recommend either stabilizing the drainage
feature to prevent erosion or an alternative design.
Sheet 7
1. As per my previous review the developer has agreed to hydromulch all disturbed areas
within the proposed detention basin to establish vegetation mainly for bank erosion
control. I am concerned that the proposed 3:1 slopes of the basin banks are to steep for
routine maintenance of the basin and, frankly, looks like a large hole in the ground which
from an aesthetic point of view is not very desirable. I would recommend a minimum of
4:1, preferably 6:1, slopes be utilized to facilitate maintenance and to maintain safety and
aesthetic value of the subdivision. I would also recommend to council that the
subdivision no be accepted until vegetation has been established over the entire area of
the basin.

Dear Mr. Smith:
We have reviewed the comments fromyour engineer dated February 20, 2003 and have the following comments:
Under "General Comments for Both Phases"
Item 1: I can not verify that I received the comments in March 2002. I apologize for any eo» fwioa
Item 2: At this- time, I have -no comments from Public Works, Fire Department or Code Enforcement. If
they have any comments, please forward them to me at your convenience.
Item 3: No Comment
Item 4: We will provide the 15 foot utility easement as requested.
Item S: We will provide a legend.
Item 6: We only put revisions in the title block for revisions that occur after city approval. We follow this
same practice in all the municipalities we work in.
Item 7: The developer has worked with the city on the offsite sewer issue. According to the developer, the
off -site water is already installed.
Under "Sanger Trails Phase 2B"
Sheet S—Item 1: We will revise per your request.
Sheet 7-.Item 1: As we discussed previously, to revise the side slopes would result in a. decreased volume of
detention. The only way to provide flatter side slope would be to loose another lot. This .
would be economically unfeasible. We have already lost-approx. 2 lots providing the
detention as -it is.
Sheet l l-Iteml: We will provide a detail.
Sheet 16—Item 1: TNRCC requires a drop mmnhole when the drop is greater than 2 feet. This is also the
requirement on most cities in the metroplex and The Ten State Standards. To lower the .
incoming line to match -to outgoing line —costs —money. Deeper lines cost more money and.
are harder to repair. A two foot -or -less drop will have a negligible impact on odor seeping
out of the manhole rim.

recommendation that a 15-foot utility easement be provided in accordance with our
ordinance.
5. A legend needs to be provided to identify all abbreviations used within the construction
drawings. This will clarify the design and help me in my review.
6. The revision date and number should be shown in the title block for each drawing sheet
that has been changed per review comments.
7. I would recommend that approval of these final plats be delayed until offsite
