Conduct Public Hearing to Consider a Replat on Property Legally Described as Lots 5OR-1 and 50R-2, Block 25 of the Hampton Addition. Property is located at 310-312 Marshall Street. Public Hearing Opened. No Discussion. Public Hearing closed. 4. Consider and Possible Action on Replat on Property Legally Described as Lots 50R 1 and 50R 2, Block 25 of the Hampton Addition. Property is located at 310-312 Marshall Street. Discussion regarding that there is two homes on one lot. Staff indicated the homes were fairly old and the only reason they were dividing the lots now is to sell one of the homes. Brief Discussion. Ken Perry moved to approve the Replat on Property Legally Described as Lots 50R 1 and 50R 2, Block 25 of the Hampton Addition, Mike Lawler seconded. Motion carried unanimously. S. Meeting Adjourned. Comments are referenced by the Subdivision Ordinance of the City of Sanger, Texas as adopted September 21, 1987, Zoning Ordinance adopted August 3, 1987, and Ordinance No. 05-06-01. My review comments are as follows: • Developer Provide structural drawings for the dam outlet structure. • Developer shall address any and all concerns from the downstream property owner, Mr. Joe Falls. • I recommend that a note be placed on the plat stating "The Developer will maintain the 24' all-weather fire lane easement as required by the City of Sanger's Subdivision Ordinance, Section 5.04(c)." • Permanent Survey Reference Monuments shall be placed in accordance with Section 5.07 of the Subdivision Ordinance upon completion of infrastructure improvements. Per our discussions this morning we have made the following revisions to the plans. • We have revised the top of the Lift Station to eliminate need for additional HGL computations along McReynolds Road. • The revised plans have the Channel `B-B' label from the earlier submission. • The TxDOT driveway connection detail was added to sheet 27, with appropriate notes and redrafting on sheet 9 to show the appropriate pavement connection to McReynolds Road. • We are processing the easements shown on the plans, and will have executed easements to the City of Sanger prior to beginning construction. • We have revised all streets to a minimum of 3 V wide as requested. • We have provided the ultrasonic detailing on sheet 17 as requested. From our discussion this morning you are now satisfied with all the necessary computations. I know we went through the comments quickly this morning and we concentrated on the comments I felt we were not 100% in agreement with. We felt we understood all of your other comments and were addressing them. Please verify that we have adequately addressed all of your other comments and let us know were we might have fallen short. The City Engineer has reviewed the preliminary plat and has found that it is acceptable to proceed with the development plan. A final plat, which you have submitted, may be substituted for the development plan as long as all requirements of the development plan are met. I have prepared a checklist of all of the requirements for a development plan referenced in the City of Sanger Code of Ordinances. This checklist is attached. Please review the checklist and submit the necessary drawings to complete this submittal. Enclosed is a drainage analysis and plans for your review. Drainage Lake Ridge Subdivision is a 67.3-acre tract affected by two main off -site drainage areas upstream (see overall drainage area map). The two drainage areas are Drainage Area A and Drainage Area B, run into a waterway south of McReynolds Road where Drainage Area C is located. A lake located on the southwest potion of Drainage Area A contains FEMA Flood Plain. The lake is dedicated as an easement. Drainage Area A flows directly to the lake. It is divided into two sub -drainage areas: A-1, 257.7 acres and A-2, 67.1 acres. An outlet structure and spillway is designed to control the 100-yr and the Probable Maximum Flood (PMF) (see plans for more detail and attachment for summary of calculations). Sub -Drainage Areas A-1 and A-2 have been designed to pass through 34 acres of the tract. Drainage Area B flows southwest of the tract before it joins Drainage Area A south of McReynolds Road. This drainage area passes partially through 42.1 acres of the tract. HEC-HMS models were prepared to analyze the hydrology and the hydraulic of the drainage areas including the lake and outlet structure down to the waterway. The tract consists of two areas: area A-1 and area Ba. Drainage Area A-1 flows directly to the lake while Drainage Area Ba flows to the southwest and joins Drainage Area A-1 south of McReynolds Road. The proposed outlet structure of the lake is designed so that the lake will detain for the impervious cover of Drainage Area A-1 and compensate for the impervious cover of Drainage Area Ba. The overall drainage areas consisting of Drainage Area A, Drainage Area B and Drainage Area C were analyzed. The outcome of HEC-HMS model and drainage analysis for the sub areas of the 69.3-acre tract are summarized in a tabular form on the drainage plan sheet, as well as in the attached model. The topography shown by Coleman and Associate Surveying on the previous submittal of the preliminary plat has been adjusted to the most current topography survey prepared by Ranney Surveying, Inc. Calculations of drainage have been adjusted to -fit the latest design information. Please note that we used City of Denton Details with the understadding that Sanger does not have detail drawings. The details, though, comply with the City of Sanger specifications. Enclosed are 20 copies of the Final Plat along with 2 sets of construction drawings for your review.
