DECEMBER 15, 2003

2. Approve Minutes - October 13, 2003
Polly Dwyer moved to approve the minutes as presented, Ken Perry seconded#Motion
carried unanimously.
3. Consider and Possible Action on a Preliminary Plat for Lakecrest Meadows, Phase II -
A, II-B, II-C, and III. Property is located within the E.T.J.
Polly Dwyer expressed concerns regarding the drainage.
Kevin Murphy indicated the drainage issue was addressed in the engineering plans.
The final plat will show the additional drainage easements on the rear of the lots. The
Engineer had asked for a letter from the property owner on the west or for drainage
swales, the adjacent property owner would not accept the sheet flows. The Engineer
then designed and submitted the drainage swales. He discussed the drainage plan and
design of drainage swales.
Ken Perry asked how deep the swales would be.
Mr. Murphy indicated they will be 5 to 10 feet. They will be seeded and maintained,
and will have flat bottoms.
Shelley Ruland asked if lot 15 would also be a building site.
Mr. Murphy indicated it probably would not be a building site.
Shelley Ruland asked who would be responsible for maintaining the detention pond.
Mr. Murphy indicated the individual lot owner would be responsible.
Discussed that the detention pond would come with one of the adjacent lots.
Discussed detention pond.
Polly asked if this would ensure that there is no drainage onto adjacent property
owners.
Mr. Murphy indicated it would. The engineer developed the plan to handle all of the
drainage.
Mr. Murphy indicated he has a letter from Burness Higgs indicating that he will
accept the additional flow. (property to the Southeast)
Discussed culverts on 455.
Polly asked about home style and size.
Mr. Murphy indicated 1800 square foot minimum homes with 50% brick, and 2000
square foot minimums for two story units.
Continued to discuss drainage.
Ralph Cain asked about the utilities.
Mr. Murphy indicated the sewer will be provided by septic tanks, the water will be
provided by Bolivar Water and the Electric will be provided by CoServ.
Polly Dwyer moved to accept the Preliminary Plat for Lakecrest Meadows, Phase II -A,
II-B, II-C, and III with the provision that lots 1-10 have a 16 foot drainage easement
and that lots 11 - 15 have at least a 20 foot drainage easement and that it meet all
engineering requirements. Ginger Burt seconded. Motion carried unanimously.
4. Consider and Possible Action on a Preliminary Plat for Ridgecrest North, Phase II-B,
and Phase III. Property is located within the E.T.J.
Polly expressed concerns regarding drainage.
Kevin indicated the flow should go to the North, there are a number of different ponds
in theat area. He indicated the flow will not exceed the undeveloped rate. If they
cannot get the adjacent property owner to accept the flows, he will do an additional
easement to his proposed detention pond.
Continued discussion regarding drainage.
Polly moved to approve the Preliminary Plat for Ridgecrest North, Phase 11 B, and
Phase III with the stipulation that the unclear area between drainage areas 1 and 4 be
addressed with the north neighbor or construction of drainage swales. Ginger Burt
seconded. Motion carried unanimously.

Dear City of Sanger/Ms. Samantha, I am the owner of the property
located at tract A 1241 A Tierwester, Tract 325 on Railroad. I am in
favor of a zoning change because I have a buyer who is also
interested in a zoning change. My property has been listed for sale
well over a year with Century/21 and I haven't had anyone who
was interested in building a home on the property. My property
was zoned down some years ago without my knowledge, my
address on file never changed. I am requesting that the City of
Sanger, Texas act in good faith and reverse this change. Thanks!
