MINUTES: PLANNING AND ZONING WORKSHOP June 1l, 2007 PRESENT: Paul Edleman, Brian Hutcherson, Gary Bilyeu, Glen Jensen, Russell Martin OTHERS PRESENT: City Engineer Rob Woods, Engineering Coordinator Samantha Renz, Economic Development Director Cecile Carson 1. Gary Bilyeu Called Meeting to Order. 2. Discussion on Zoning Ordinances. Discussed the categories each member will review: Paul Edleman - Parks, AG and Flood Plain Brian Hutcherson - Bl, B2 and B3 Glen Jensen - Il and 12 Russell Martin - Mobile Home, Bed and Breakfast, and Planned Development Gary Bilyeu - Single Family, Multi -Family, and SUP Discussed the Historic area. Russell Martin and Gary Bilyeu will work together on Planned Developments. Gary Bilyeu indicated Russell Martin could work on the Planned Development Ordinance and he will take "Special Districts" Discussed Flood Plain Districts. Discussed Specific Use Permits, including requirements, time limits, and variances. Discussed intent, necessity and details for SUP's. Discussion continued regarding requirements for an SUP. Gary Bilyeu indicated he will work up a rough draft of an ordinance and bring it back to the Commission. Paul Edleman asked the Commission what they would like to see in regards to Parks. Cecile indicated one item that should be addressed is the time frame of when the land is dedicated to the City. Current Park and Open Space ordinance was discussed. Some Discussion followed regarding proposed "special districts". Palomino Bay will be on the Councd's agenda for June 13, 2007. Discussion continued regarding development agreements. Sadau Addition — Preliminary Plat of a 13.840 acres subject: tract located in the C. Manchaca Survey, Abstract No. 790, located within the ETJ limits of Sanger. STAFF REVIEW COMMENTS: Mr. Carl B. Sadau is the applicant for the Sadau Addition — Preliminary Plat of a 13.840 acres tract located in the C. Manchaca Survey, Abstract No. 790, located within the ETJ limits of Sanger. Zoning: This property has obtained R 2 zoning from the Lake Ray Roberts Zoning Commission which has jurisdiction in this case. This property lies within the ETJ of City of Sanger. Right-0f-Way Dedication: The applicant has obtained a variance from the standard City of Sanger street requirement. Therefore, the maintenance of this road shall be the responsibility of the homeowners and not of Denton County as noted in plat note number 4. SUMMARY: The proposed preliminary plat appears to satisfy the platting standards contained within the Code of Ordinances of the City of Sanger. TENTATIVE SCHEDULE: Planning & Zoning July 5, 2007 Commission: City Council: July 16, 2007 RECOMMENDATION: Staff recommends approval for the Sadau Addition — Preliminary Plat.
