Russell Martin moved to aoorove the minutes as presented. Glenn Jensen seconded.
Motion carried unanimously.
3. Conduct Public Hearing to Consider a Zoning Change Request From Agricalture to
Planned Development (PD) on Property Legally Described as N.L Hobbs Block 1, Lot
SRI and 5R2. Property is Located on Marion Road.
Public Hearing Opened.

4. Consider and Possible Action Regarding a Zoning Change Request From Agriculture
to Planned Development (PD) on Property Legally Described as N.L. Hobbs Block 1,
Lot SRI and 5R2. Property is Located on Marion Road.
Shelley Ruland moved to approve the zoning change as presented. Russell Martin
seconded. Motion carried unanimously.
5. Conduct Public Hearing to Consider a Zoning Change Request from Agriculture (AG)
to Industrial 1 (1-1) on Property Legally Described as Abstract 725 S.F. Lynch Sunrey,
Tract 14A, Being 44.3076 Acres, and Abstract 725 S.F. Lynch Sunrey, Tract 13A, Being
15.6924 Acres, and Abstract 1066 Jose Ruiz Sunrey, Tract 12, Being 48.004 Acres, and
a Portion of Abstract 1066 Jose Ruiz Sunrey, Tract 12A, Being 146.999 Acres Save and
Except a 5 Acre Portion to be Zoned Residential. This Property is located South of
Chisam Road, East of Intentate 35 and West of the Railroad Tracks.
Public Hearing Opened.
Ross Calhoun, 3901 W. Airport Freeway, with Carter & Burgess Engineering,
addressed the commiuion. He showed a map of the location of the property, and
discussed the proposed zoning. He indicated they will put an additional road between
the proposed industrial area and proposed single family area.

6. Consider and Possible Action Regarding a Zoning Change Request from Agriculture
(AG) to Industrial 1 (1-1) on Property Legally Described as Abstnct 72S S.F. Lynch
Survey, Tnct 14A, Being 44.3076 Acres, and Abstnct 72S S.F. Lynch Survey, Tnct
13A, Being 1S.6924 Acres, and Abstnct 1066 Jose Ruiz Survey, Tnct 12, Being 48.004
Acres, and a Portion of Abstnct 1066 Jose Ruiz Survey, Tnct 12A, Being 146.999

Ross Calhoun spoke in favor of the request, and indicated he would addres sany
questions.
Skip Lindholm asked how many lots are proposed.
Mr. Calhoon indicated they are proposing about ten lots.

8. Consider and Possible Action Regarding a Zoning Change Request from Agriculture
(AG) to Single Family 7-E (SF-7E) on Property Legally Described as a Five Acre
Portion of Abstnct 1066 Jose Ruiz Sarvey, Tnct 12A, Being 146.999 Acres. Property
is Located Sooth of Chisam Road and West of the Railroad Tncts.
Brian Hatchenon moved to approve the zoning change as presented. Glenn Jensen
seconded. Motion carried unanimously.
9. Consider and Possible Action Regarding a Preliminary Plat for Chisam Road Estates,
Phase one-A Lot 33, Lot 34R-1, Lot 34R-2 & Lot 3SR, Block I.Property is Located on
the Corner of Chisam Road and Intentate 35.
Samantha Renz, Engineering Coordinator, eiplained the reason for the preliminary
plat, being that the final plat includes a portion that was not included in the original
plat proposed in the next item for a finaV replat.
Shelley Ruland moved to approve the preliminary plat for Chisam Road Estates, Phase
one-A Lot 33, Lot 34R-l, Lot 34R-2 & Lot 35R, Block 1. Russell Martin seconded.
Motion carried unanimously.
10. Conduct Public Hearing to Consider a Final Plat of Chisam Road Estates Phase One-A
Lot 34R-l, Lot 34R-2 and Lot 35R, Block 1. Being a Replat of Lots 34 and 35, Block 1,
Chisam Road Estates, Phase One-A. Property is Located on the Corner of Chisam

unanimously.
12. Conduct PubUc Hearing to Consider Amendments to the Comprehensive Zoning
Ordinance and the Subdivision Regulations.

13. Consider and Possible Action Regarding Amendments to Chapter 14, Article 41,
Section 41.1 of the Comprehensive Zoning Ordinance. (Zoning Board of Adjustment)
Russell Martin moved to approve the Amendments to Chapter 14, Article 41, Section
41.1 of the Comprehensive Zoning Ordinance. Brian Hutehenon seconded. Motion
carried unanimously.
14. Consider and Possible Action Regarding Amendments to Chapter 14, Section 34, of the
Comprehensive Zoning Ordinance. (Accessory Building Regulations)
Shelley Ruland indicated she still had concerns regarding not allowing accessory
buildings to have plumbing. She felt it limited the uses that some home owners may
want to put in a shop.
Discussion regarding plumbing in accessory buildings.
Discussion regarding "commercial purposes" in the accessory building ordinance. A
definition was created as follows:
"Commercial purposes, in this section, shall be defined as the use or occupation of
people fora public purpose or economic gain, which includes, but is not limited to retail
sales, manufacturing, or service industry that otherwise impacts the normal volume of
traffic in the residential area."
Russell Martin moved to approve amendments tot eh accessory building ordinance with
the defmition for "commercial purposes" as stated. Brian Hutcherson seconded.
Motion carried unanimously.
IS. Consider and Possible Action on Review of Zoning, Subdivision and Building
Ordinances.
Discussed the Bed and Breakfast regulations proposed by Kay Van Rauen, changes
were made and the following was agreed upon:
uA Bed and Breakfast may be allowed as a special use in residential mning
districts where transient loading is not ordinarily allowed, subject to the
following standards:
1. The operator of the Bed and Breakfast is a full-time resident of the dwelling
in which the Bed and Breakfast establishment is housed.
2. No more than two (2) people who are not full-time residents of the dwelling
shall be employed by the Bed and Breakfast establishment.
3. A maximum of five guest rooms shall be provided in any one Bed and
Breakfast establishment.
4. No exterior evidence of the Bed and Breakfast shall be allowed, except for
one attached sign no larger than twelve (12) feet square.
5. No food preparation, except beverages, shall be allowed within individual
guest rooms. Meal service shall be provided to overnight guests only.
6. Preparation and service of food for guests shall conform to all applicable
regulations of the State of Texas and the City of Sanger.
7. The resident operator shall keep a current guest register including names,
permanent addresses, dates of occupancy, and motor vehicle license numbers for all
guests.
8. The conduct of the home occupation shall not violate any of the City's
Ordinances concerning nuisance, fire, or health, or any other City, County, State, or
other public laws or regulations applicable.
A Bed and Breakfast may be allowed ia any Bl, 82 or 83 District subject to the
following standards:
1. The operator of the Bed and Breakfast is a full-time resident of the dwelling
in which the Bed and Breakfast establishment is housed.
2. All signs shall comply with the current Sign Regulations in Chapter 3.
3. No food preparation, except beverages, shall be allowed within individual
guest rooms.
4. Preparation and ·service of food for guests shall conform to all applicable
regulations of the State of Texas and the City of Sanger.
5. The resident operator shall keep a current guest register including names,
permanent addresses, dates of occupancy, and motor vehicle license numbers for all
guests.
6. The conduct of the home occupation shall not violate any of the City's
Ordinances concerning nuisance, fire, or health, or any other City, County, State, or
other public laws or regulations applicable."
Brief Discussion regarding proposed changes to the subdivision regulations.

AN ORDINANCE PROVIDING FOR THE AMENDMENT TO THE CENTRAL
ZONING MAP OF TUE CITY OF SANGER, TEXAS, AND PROVIDING FOR A
ZONING CHANGE AND A ZONING CLASSIFICATION FROM AGRICULTURE (AG)
TO · A PLANNED DEVELOPMENT OR "PD" ZONING CLASSIFICATION
SPECIFICALLY DESCRIBED HEREIN; AND PROVIDING FOR IMMEDIATE
EFFECT.
WHEREAS, a Request for Change in Zoning Classification was duly filed with the City of
Sanger, Texas, concerning the hereinafter described property;
WHEREAS, due notice of hearing was made in the time and manner prescribed by law and the
Planning and Zoning Commission of the City of Sanger, Texas, duly covered and conducted a
public hearing for the purpose of assessing a zoning classification change on the hereinafter
described property located in the City of Sanger, Texas; and ·
WHEREAS, an additional opportunity for all interested persons to be heard was provided by the
City Council of the City of Sanger, Texas, at an open meeting, with proper notice posted;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SANGER, TEXAS:
Section 1. That the legal description of the property zoned herein is generally described
as follows:
N.L. HOBBS BLOCK 1, LOT SRI AND 5R2
Section 2. The zoning classification on the hereinabove described property is hereby
changed to "PD", Planned Development Zoning and is restricted to the attached development
plan described as "Exhibit A"
Section 3. All ordinances or parts of ordinances in conflict herewith are, to the extent of
such conflict, hereby repealed.
Section 4. It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses, phrases and words of this Ordinance are severable and, if any
word, phrase, clause, sentence, paragraph, or section of this Ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such
unconstitutionality shall not affect any of the remaining _portions of this Ordinance, since the
same would have been enacted by the City Council without the incorporation in this Ordinance
of any such unconstitutional word, phrase, clause, sentence, paragraph, or section.
Section 5. Any person, firm, or corporation who shall violate any of the provisions of
