Conduct Public Hearing to Consider a Zoning Change Request From Agriculture to Planned Development (PD) on Property Legally Described as N.L Hobbs Block 1, Lot SRI and SR2. Property is Located on Marion Road. Public Hearing Opened. No Discussion. Public Hearing Cosed. 4. Public Hearing Opened. Ross Calhoun, 3901 W. Airport Freeway, with Carter & Burgess Engineering, addressed the commission. He showed a map of the location of the property, and discussed the proposed zoning. He indicated they will put an additional road between the proposed industrial area and proposed single family area. Property is Located South of Chisam Road and West of the Railroad Tnets. Public Hearing Opened. Ross Calhoun spoke in favor of the request, and indicated be would addres sany questions. Skip Lindholm asked how aany lots are proposed. Mr. Calhoon indicated they are proposing about ten lots. Public Hearing Closed. 8. Property is Located South of Chisam Road and West of the Railroad Tnets. Brian Hutehenon moved to approve the zoning change as presented. Glenn Jensen seconded. Motion carried unanimously. 9. Consider and Possible Action Regarding a PreU.inary Plat for Cbisaal Road Estates, Phase one-A Lot 33, Lot 34R-1, Lot 34R-2 & Lot 3SR, Block I.Property is Located on the Corner of Chisam Road and Intentate 3S. Samantha Renz, Engineering Coordinator, explained the reason for the preliminary plat, being that the final plat includes a portion that was not included in the original plat proposed in the next item for a f"maV replat. Shelley Ruland moved to approve the preliminary plat for Chisam Road Estates, Phase one-A Lot 33, Lot 34R-1, Lot 34R-2 & Lot JSR, Block 1. Russell Martin seconded. Motion carried unanimously. 10. Conduct Public Hearing to Consider a Final Plat of Chisam Road Estates Phase One-A Lot 34R-1, Lot 34R-2 and Lot JSR, Block 1. Being a Replat of Lots 34 and 35, Block 1, Chisam Road Estates, Phase One-A. Property is Located on the Corner of Chisam Road and Intentate 35. Public Hearing Opened. No Discussion. Conduct Public Hearing to Consider Amendments to the Comprehensive Zoning Ordinance and the Subdivision Regulations. Public Hearing Opened. No Discussion. Public Hearing Closed. 13. Consider and Possible Action Regarding Amendments to Chapter 14, Article 41, Section 41.1 of the Comprehensive Zoning Ordinance. (Zoning Board of Adjustment) Russell Martin moved to approve the Amendments to Chapter 14, Article 41, Section 41.1 of the Comprehensive Zoning Ordinance. Brian Hutcherson seconded. Motion carried unanimously. 14. Consider and Possible Action Regarding Amendments to Chapter 14, Section 34, of the Comprehensive Zoning Ordinance. (Accessory Building Regulations) Shelley Ruland indicated she still had concerns regarding not allowing accessory buildings to have plumbing. She felt it limited the uses that some home owners may want to put in a shop. Discussion regarding plumbing in accessory buildings. Discussion regarding "commercial purposes" in the accessory building ordinance. A definition was created as follows: "Commercial purposes, in this section, shall be defined as the use or occupation of people fora public purpose or economic pin, which includes, but is not limited to retail sales, manufacturing, or service indutry that otherwise impacts the normal volume of traffic in the residential area." Russell Martin moved to approve amendments tot eh accessory building ordinance with the definition for "commercial purposes" as stated. Brian Hutcherson seconded. Motion carried uaanimouly. 15. Consider and Possible Action on Review of Zoning, Subdivision and Building Ordinances. Discused the Bed and Breakfast regulations proposed by Kay Van Rauen, changes were made and the following was agreed upon: "A Bed and Breakfast may be allowed as a special use in residential uning districts where transient loading is not ordinarily allowed, subject to the following standards: 1. The operator of the Bed and Breakfast is a full-time resident of the dwelling in which the Bed and Breakfast establishment is housed. 2. No more than two (2) people who are not full-time residents of the dwelling shall be full-time employees of the Bed and Breakfast establishment. 3. A maximum of five guest rooms shall be provided in any one Bed and Breakfast establishment. 4. No exterior evidence of the Bed and Breakfast shall be allowed, except for one attached sign no larger than twelve (12) feet square. 5. No food preparation, except beverages, shall be allowed within individual guest rooms. Meal service shall be provided to overnight guests only. 6. Preparation and service of food for guests shall conform to all applicable regulations of the State of Texas and the City of Sanger. 7. The resident operator shall keep a current guest register including names, permanent addresses, dates of occupancy, and motor vehicle license numbers for all guests. 8. The conduct of the home occupation shall not violate any of the City's Ordinances concerning nuisance, fire, or health, or any other City, County, State, or other public laws or regulations applicable. A Bed and Breakfast may be allowed in any Bl, 82 or 83 District subject to the foUowing standards: 1. The operator of the Bed and Breakfast is a full-time resident of the dwelling in which the Bed and Breakfast establishment is housed. 2. All signs shall comply with the current Sign Regulations in Chapter 3. 3. No food preparation, except beverages, shall be allowed within individual guest rooms. 4. Preparation and service of food for guests shall conform to all applicable regulations of the State of Texas and the City of Sanger. 5. The resident operator shall keep a current guest register including names, permanent addresses, dates of occupancy, and motor vehicle license numbers for all guests. 6. The conduct of the home occupation shall not violate any of the City's Ordinances concerning nuisance, fire, or health, or any other City, County, State, or other public laws or regulations applicable."
