Chairperson Fenoglio Called the Meeting to Order. 2. Approve Minutes. Motion was made by Mary Belle Sims to Approve Minutes. Seconded by Joe Falls. Motion Carried unanimously. 3. Conduct Public Hearing to Consider ETJ Preliminary Plat of N.L. Hobbs Addition, Lots 1 -S, Block A, being part of the R. Bebee Survey, Abstract No. 29, 20.006 acres located on FM4SS and Marion Rd. Chairperson Fenoglio Declared Public Hearing Opened. Mr. Keesler addressed the board regarding questions from the last P&Z meeting specifically concerning the utilities. Addressed was the fact that he had since been informed that this particular property is dual certified and can be served by either Bolivar Water or the City of Sanger. Since the customer elected to be served by Bolivar Water the water service is no longer an issue. Mr. Keesler then stated that the City can not annex this property until Sanger's population grows to 5,000 plus and are home ruled. Staff recommended approval. Prentice Preston, representing N.L. Hobbs, stated they would certainly like to use the City's services, however, it is just not feasible from a cost standpoint. He said it's a matter of a quarter million dollars vs. five thousand since our water is 4,400 feet away and Bolivar Water is only 700. No one spoke against this request. Motion was made by Mary Belle Sims to Approve ETJ Preliminary Plat of N.L. Hobbs Addition, Lots 1-5, Block A, being part of the r. Bebee Survey, Abstract No. 29, 20.006 acres located on FM 455 and Marion Rd. Seconded by Joe Falls. Motion Carried unanimously. 5. Review Planning and Zoning Ordinance. Mr. Keesler apologized that he bad not "done bis homework" and was not prepared to review the sections be bad indicated be would. He did, however, review Section 26 with the P&Z members indicating to them that this was on the Council agenda to be discussed on Monday, September 15. 6. Any Other Such Matters. None. 7. Adjournment. Motion was made by Joe Falls to Adjourn. Seconded by Richard Derryberry. Motion Carried unanimously. 3. Conduct Public Hearing to Consider ETJ Final Plat of N.L. Hobbs Addition, Lots 1 - S, Block A, being part of the R. Bebee Survey, Abstract No. 29, 20.006 acres located on FM4SS and Marion Rd. 4. Consider and Possible Action Regarding ETJ Final Plat of N.L. Hobbs Addition, Lots 1-S, Block A, being part of the R. Bebee Survey, Abstract No. 29, 20.006 acres located on FM4SS and Marion Rd. The preliminary plat was presented to and approved by the board on September 11, 1997. The fmal plat is to be considered and your recommendation will go to the City Council on Monday, October 20, 1997. S. Review Planning and Zoning Ordinance. We will be reviewing Sections 18 thru 25 (pages 23 thru 47).
