Mayor Muir called the meeting to order at 7:00 p.m. Councilman Stephens led the Invocation followed by Councilman Ezell leading the Pledge of Allegiance. 2. Motion carried unanimously. 4. Consider any Items Removed From Consent Agenda. REGULAR AGENDA 5. Mayor to Present Certificates of Appreciation to the Sanger Leadership Academy. Joe Iliff advised that this program started in January 2015 for citizens to learn about government functions. Weekly sessions were held for six weeks. A total of eight citizens signed up. Mayor Muir presented the certificates. 6. Consider, Discuss and Possibly Act on Approving a Development Agreement to Defer the Construction of Public Improvements for the Final Plat of Sanger Circle Phases IA & 1B. Councilman Stephens made a motion to approve. Seconded by Councilman Martin. Motion carried unanimously. 7. Consider, Discuss and Possibly Act on Approving the Final Plat of Sanger Circle, Phase 1B, 5.11 Acres Located South and West of the Intersection of Sanger Circle Drive and Wagon Wheel Drive. Councilman Bilyeu made a motion to approve. Seconded by Councilman Martin. Motion carried unanimously. 8. Consider, Discuss and Possibly Act on Approving Awarding the Construction Contract to Gary Dill Backhoe Service for the Water and Wastewater Lines on the Sims Project in the Amount of $277,786.95. A total of five bids were received for this project. Councilman Martin made a motion to approve. Seconded by Councilman Ezell. Motion carried unanimously. 9. Consider, Discuss and Possibly Act on Approving Soliciting Requests for Qualifications for Easement Acquisition Services. City Manager stated that this would cover several projects. The City Council appointed Mr. Mike Brice to the Board of Directors of Upper Trinity to serve the current term that ends May 31, 2015. Mr. Brice is eligible for reappointment, or the City Council may make a new appointment for a four-year term. An appointee must be a qualified voter, must reside within the boundaries of Upper Trinity, may not be an elected official and may not be an employee of another member -entity of Upper Trinity. The Board of Directors of Upper Trinity has regional responsibilities for developing, funding and implementing regional water and wastewater systems - - services which are vital to the cities, towns and utilities of this region. A high priority mission of the Board is to plan ahead for a secure water supply, adequate for the next 50 years. The work of the Board is strategic and challenging. The Board oversees extensive regional programs as a utility enterprise, with some thirty cities, towns and utilities cooperating to achieve the mandate. Mayor Thomas Muir day of 2015 Proclamation 04-02-15 ATMOS ENERGY/Common Ground Alliance National Safe Digging Month April 2015 WHEREAS, each year, the nation's underground utility infrastructure is jeopardized by unintentional damage by those who fail to call 811 to have underground lines located prior to digging. Undesired consequences such as service interruption, damage to the enviromnent and personal injury and even death are the potential are the potential results; and WHEREAS, Atmos Energy, along with the 1500 Common Ground Alliance members, promote the National Call -Before -You -Dig number, 811, in an effort to reduce these damages. Designated by the FCC in 2005, 811 provides potential excavators and homeowners a simple number to reach their local One Call Center to request utility line locations at the intended dig site; and WHEREAS, through education of safe digging practices, excavators and homeowners can save time and money keeping our nation safe and connected by making a simple call to 811 in advance of any digging project; waiting the required amount of time; respecting the marked lines by maintaining visual definition throughout the course of the excavation; and finally, digging with care around the marks; and WHEREAS, all parties agree that safe digging is a shared responsibility.
