AN ORDINANCE OF THE CITY OF SANGER, TEXAS, THAT
AMENDS CHAPTER 11 OF THE CITY OF SANGER CODE OF
ORDINANCES SPECIFICALLY BY CREATING ARTICLE
11.1500 WHICH ADOPTS NEW REGULATIONS REGARDING
LOCATION OF ELECTRIC UTILITIES METERS; PROVIDING
FOR THE REPEAL OF CONFLICTING ORDINANCES;
ESTABLISHING A GENERAL PENALTY FOR VIOLATIONS;
PROVIDING FOR SEVERABILITY OF THIS ORDINANCE; AND
PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SANGER,
TEXAS:
SECTION I
ARTICLE 11,1500 OF THE CODE OF ORDINANCES IS CREATED
AND SHALL READ AS FOLLOWS:
ARTICLE 11.1500: LOCATION OF ELECTRIC UTILITY METERS
Meters and service switches in conjunction with the meter shall be installed in accordance
with the latest revision of the American National Standards Institute (ANSI), Incorporated,
Standard C12 (American National Code for Electricity Metering), or other standards as may
be prescribed by the City of Sanger, and will be readily accessible for reading, testing and
inspection, and where such activities will cause minimum interference and inconvenience to
the customer. Customers shall provide, without cost to the utility: sufficient and proper
space for installation of meters and other apparatus of utility; meter board; meter loop;
safety service switches when required; and an adequate anchor for service drops. These
things shall be provided at a location which is easily accessible to duly authorized
employees of the City of Sanger bearing proper credentials and identification. Such
employees are authorized to enter any public or private prop;,rty at any reasonable time for
reading, testing, and inspecting all meter installations.
If locked gates, vicious animals, other impediments prevent the employees from gaining
access to the meter installation, the City of Sanger shall estimate the electric usage for a
mimum of two (2) months. After two (2) months, electric service shall be disconnected at
the service pole until the problem is resolved.
SECTION II
CONFLICTING PROVISIONS
Any and all Ordinances or parts of Ordinances of the City of Sanger heretofore adopted
which are in conflict with this Ordinance are, to the extent of such conflict, hereby
expressly repealed insofar as the same are in conflict therewith.

SECTION III
SEVERABILITY
It is declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this Ordinance are severable and, if any phrase, clause,
sentence, paragraph or section of this Ordinance shall be declared unconstitutional by the
valid judgment or decree of any court of competent jurisdiction, such unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections
of this Ordinance, since the same would have been enacted by the City Council without the
incorporation in this Ordinance of any such unconstitutional phrase, clause, sentence,
paragraph or section.
SECTION IV
PENALTY
Any person, firm, or corporation who shall violate any of the provisions of this Ordinance
shall be guilty of a misdemeanor and upon conviction shall be fined in an amount not
exceeding Five Hundred Dollars ($500.00), and each and every day's violation shall
constitute a separate offense.
SECTION V
EFFECTIVE DATE
This Ordinance shall take effect immediately, from and after its passage and publication of
the caption, as the law in such cases provides.
