06/28/2018-4B-Minutes-Regular MINUTES: 4B Development Corporation June 28, 2018 PRESENT: Barbara Martin, Beverly Howard, John Payne and Jeff Springer ABSENT: Beverly Branch and Will Dutton OTHERS PRESENT: Parks Director James Berman and Recreation and Events Coordinator Jennifer Shumate 1. Meeting called to order at 6:05pm. 2. Approve Minutes: April 17, 2018. Motion to approve minutes made by Beverly Howard with a second by Barbara Martin. Minutes passed unanimously. 3. Consider, Discuss, and Possibly Act on Scope of Services for Dunkin, Sims, and Stoffels Regarding Preparation of a Master Plan for the Sanger Sports Park – Phase II, East of I35. A Scope of Services letter was presented to each board member in their packet that de tailed costs, services, and additional needs. Mr. Payne asked if the services could be adjusted as the project moved along as deemed necessary by all parties and was advised that yes, they could be adjusted. A motion was made by Barbara Martin to accept the scope of Services by Dunkin, Sims, and Stoffels Regarding Preparation of a Master Plan for the Saner Sports Park – Phase II, East of I35 as presented with a second by Jeff Springer. Motion passed unanimously. 4. Consider, Discuss, and Possibly Act on the 2018/2019 Annual Budget. The budget was presented with Mr. Berman explaining the following changes from the 2017/2018 budget: • The “Construction Hike & Bike Trail” line item in the amount of $350,000.00 was removed due to not trail being constructed in 2018/2019 per boards agreement to move forward with master plan for Phase II of Sanger Sports Park. • The $15,000.00 placed in Special Projects is to cover the Master Plan project discussed earlier in the meeting. • The $50,000.00 placed in Community Projects is to cover any grants the board decides to award in 2018/2019. The 2018/2019 Budget was approved unanimously with a motion from Jeff Springer and a second from Barbara Martin. 5. Review Financials. No comments regarding financials made. 6. Input From Citizens. No citizens in attendance. 7. Meeting Adjourned.
