05/11/2015-PZ-Minutes-Regular MINUTES: PLANNING AND ZONING COMMISSION May 11, 2015 MEMBERS PRESENT: Dennis Dillon, Sandra Hensley, Kelly Morgan, Eddie Piercy, Justin Allen MEMBERS ABSENT: Sherri McCandless, Lee Allison OTHERS PRESENT: Director of Development Services Joseph Iliff, Administrative Meghann Piercy, Ed McBirney, and Rick Horn 1. Meeting called to order at 7:00 pm. 2. Determination that a quorum was present and no seating of an alternate was necessary. 3. Approve minutes of the April 13, 2015 meeting.  Motion to approve minutes as presented was given by Sandra Hensley with a second by Kelly Morgan. Motion carried unanimously. 4. Consider, Discuss, and Possibly Take Action on the Minor Plat of the Livin’ Lucky Addition, 5.369 Acres Located at the Northwest Corner of Belz Road and Metz Road.  Motion to approve by Justin Allen with a second by Dennis Dillon. Motion carried unanimously. 5. Conduct a Public Hearing Regarding Amendments to the Zoning Ordinance on the Creation of a new Commercial District, Creation of a Townhome Residential District and Adding Unlisted Use to the Land Use Table.  Tabled until later in the meeting.  Public hearing was opened with no citizens in attendance.  Public hearing was closed at 7:54pm. 6. Consider, Discuss, and Possibly Take Action on Amendments to the Zoning Ordinance on the Creation of a new Commercial District, Creation of a Townhome Residential District and Adding Unlisted Uses to the Land Use Table.  Proposed Amendment #1 – Land Use Table. A motion to approve was made by Justin Allen with a second by Sandra Hensley. Motion carried unanimously.  Proposed Amendment #2 – Residential Districts. A motion to approve was made by Justin Allen with a second by Dennis Dillon. Motion carried unanimously.  Proposed Amendment #3 – Create RO District. A motion was made to approve by Dennis Dillon with a second by Kelly Morgan. Motion carried with a vote of four (4) to one (1) with a opposition vote by Justin Allen. 7. Consider, Discuss, and Possibly Take Action on the Final Plat of Sanger Circle Phase 3C, 2 Acres Located on the West Side of Marion Road South of Sanger Circle Drive.  Motion made to approve by Sandra Hensley with a second by Justin Allen. Motion carried unanimously. 8. Adjourned at 8:18pm.
