MINUTES: PLANNING AND ZONING COMMISSION
September 8, 2014

1. Meeting called to order at 7:00 pm.
2. Determination that a quorum was present and no seating of an alternate was necessary.
3. Election of Chair and Vice Chair postponed until future meeting with a unanimous decision by all
commissioners.
Tabled until next meeting.
4. Approve minutes of the May 12, 2014 meeting.
Motion to approve minutes as presented was given by Sherri McCandless with a second by
Sandra Hensley. Motion carried unanimously.
5. Conduct a Public Hearing Concerning a Request for a Specific Use Permit to Allow a Quick Service
Food and Beverage Shop on Property Zoned B-2 Business District Located at 551 North Stemmons
Street.
Public Hearing Opened. No citizens in attendance regarding this item.
Public Hearing closed at 8:30pm.
6. Consider, Discuss, and Possibly Take Action on a Request for a Specific Use Permit to Allow a Quick
Service Food and Beverage Shop on Property Zoned B-2 Business District Located at 551 North
Stemmons Street.
Motion to deny SUP made by Dennis Dillon and seconded by Sherri McCandless. Motioned to
deny unanimous.
7. Conduct a Public Hearing Concerning a Request for a Specific Use Permit to Allow a Quick Service
Food and Beverage Shop on Property Zoned I-1 Industrial Located at 203 East Chapman Drive.
Public Hearing Opened.
Applicant spoke and went into detail regarding what is being requested which is a mobile food
trailer in which to sell BBQ.
He would like to open around 10:30am for lunch and close around 8:00pm after dinner.
Parking and traffic concerns addressed.
Public Hearing Closed at 7:38pm.
8. Consider, Discuss, and Possibly Take Action on a Request for a Specific Use Permit to Allow a Quick
Service Food and Beverage Shop on Property Zoned I-1 Industrial Located at 203 East Chapman Drive.
Lee Allison motions to approve SUP with the following stipulations:
1. SUP expires one year after issuance
2. No parking within 30 feet adjacent to the driveway and FM455
3. No nighttime operation without adequate lighting
4. Maintaining traffic and parking on site
5. SUP expires upon abandonment of business
6. 8x16 trailer only
7. Trailer set back 15’ from center drive to allow room for parking
8. Provide a type of sidewalk for patron safety
A second was made by Sherri McCandless. Motion carried unanimously.
9. Annual Commissioner Training With Director of Development Services.
Director Joseph Iliff described the roles and responsibilities of commissioners, including the
differences between the administrative and discretionary actions the Commission takes.
