Plan is to increase fees annually for the next several years. Note 2 Should be in place fall of 2009 Bottom Line: The ability of the City to afford financing the WWTP is based on continued growth. Until growth rebounds the City does not have the ability to afford the debt service. Good News: • Some current debt will be retired over the next several years freeing up some property tax. However, it is certain that other infrastructure needs will have to be addressed during this time. • Wal Mart tax abatement ends in 2010 generating another $200,000 in property tax in 2011, • Other commercial and industrial customers continue to move forward with project in Sanger. • Comprehensive wastewater master plan is underway. Plan will help determine initial size of new plant, help identify areas with I&I problems and establish impact fees. • Sales tax seems to be holding its own. • Both 4A and 413 are in excellent shape financially and will continue to provide a means of addressing new infrastructure and quality of life issues. SIGN ORDINANCE HIGHLIGHTS Prohibited signs include: • Light emng signs other than message signs. Message signs up to 20 sf are allowed and count toward the signage allowance. • Signs on fences and railings except in AG with limitations. • Banners and Pennants except where specifically allowed. Existing must be removed within 30 days of passage of the ordinance. • Neon Signs • Off -premise signs other than billboards and directional signs. A business that shares a cross access can have one off -premise directional sign. • Portable Signs. Existing must be removed within six months of passage of the ordinance. Billboards only allowed on AG, 11 & 12 zoned property along 135. Pole signs only allowed along 135 (50 feet high), 5`h St. from Keaton to Cowling, 5`h St. from FM45S to 135 and FM 455 from 135 to fifth St. (25 feet high). (see map) Banners must be permanently mounted and may not exceed 25 sf. Banners count toward overall signage allowance. A grand opening banner is allowed for 30 days. No more than 25% of windows can be covered in signage. Non premises real estate directional signs are prohibited. Must be removed within 30 days. Meritorious exceptions.
