Proposed Plan to finance WWTP Waste water fee increases) + Tap Fees + Savings from Decrease
in Debt + Impact Fees2
Note 1 Originally planned for Nov. 2008 but delayed due to economy. Plan is to increase fees annually for the next several years.
Note 2 Should be in place fall of 2009
Bottom Line: The ability of the City to afford financing the WWTP is based on continued growth. Until
growth rebounds the City does not have the ability to afford the debt service.
Good News:
• Some current debt will be retired over the next several years freeing up some property tax.
However, it is certain that other infrastructure needs will have to be addressed during this
time.
• Wal Mart tax abatement ends in 2010 generating another $200,000 in property tax in 2011,
• Other commercial and industrial customers continue to move forward with project in Sanger.
• Comprehensive wastewater master plan is underway. Plan will help determine initial size of
new plant, help identify areas with I&I problems and establish impact fees.
• Sales tax seems to be holding its own.
• Both 4A and 413 are in excellent shape financially and will continue to provide a means of
addressing new infrastructure and quality of life issues.
