04/21/2008-CC-Minutes-Work SessionMINUTES: City Council Meeting Workshop April 21, 2008 PRESENT: Mayor Joe Higgs, Councilman Glenn Ervin, Councilman Andy Garza, Councilman Robert Patton, Councilman Mike Walker, Councilman Thomas Muir OTHERS PRESENT: City Manager Mike Brice, City Secretary/Asst. City Manager Rose Chavez 1. Call Meeting to Order. 2. Discussion on Use of Consent Agenda. City Manager explained the purpose of the consent agenda. If Council wanted to discuss any item that is on the consent agenda it can be discussed without being pulled froin the agenda. The reason they are placed on the consent agenda is if he feels Council will unanimously vote to approve. It saves time by not voting on each item individually. If any Council member has an issue and he wants to vote "no" on any item then it needs to be pulled from the consent agenda to allow them the opportunity for discussion. Councilman Garza advised he has been approached by a couple of citizens who have expressed that the Council is not discussing items that are on the consent agenda. There was discussion on the importance of those items and the need to vote on them separately. Discussion followed concerning the consent agenda. The City Manager expressed that he can go through each item on the consent agenda and give an explanation. All items are important that are on the consent agenda, and during the workshop sessions he provides enough information for the Council to be able to vote unanimously on those issues. However, this does not keep the Council from discussing the item during the meeting. The Council expressed their opinions concerning this issue. It was determined Council should advise the public, prior to taking the vote, if they would like to speak on any item on the consent agenda. The workshop sessions are also open for the public to allow them the opportunity to address any issues prior to the regular meeting. The changes that are implemented are necessary for the city to proceed efficiently and effectively. 3. Sub -Division Regulations. City Manager gave a brief overview of the major changes. here were changes added for clarity. City Manager continued with discussion concerning changes in the platting requirements, the certificate of occupancy requirements, short -form plats, construction improvement wording was corrected, and amended plats have become an administrative function that can be signed by City Engineer or himself. The intent is to streamline the process for the citizens and make it easier on them. This item will be scheduled at another work session for discussion. The Planning and Zoning Commission have already reviewed the changes and approved them. 1$rief discussion continued. 4. Questions from the Council. There was some discussion concerning the zoning change City Manager asked Council to review the schedules dates on the budget work shop calendar. b. Adjournment. Mayor adjourned the meeting.
