Meeting Adjourned: November 11, 2004 To: Honorable Mayor and City Council Fr: Rose Chavez,. City Secretary/Assistant City Manager Re: Item 4 & 5 Public Hearing &Action Item on Part of Lot 1 and Lt.4 Blk 27 O.T The Planning and Zoning Commission at their regular scheduled meeting on November 1 i,_ 2004,. recommended approval of this replat unanimously. MEMO November 4, 2004 o: Planning and Zoning Commission Fr: Samantha Renz Re: OT Sanger LEE M lots 4A & 4B Attached is the information regarding this request. The last letter received from the engineer was the September 11, 2004 letter that is attached. He recommends denial in this letter due to the lot depth and the portion of lot 1 that remains unplatted. Lot 1 does not belong to Mr. Looper. I spoke with the City Attorney regarding this issue, and he indicated that Mr. Looper cannot replat the remaining portion of the lot because he does not own it. He recommended that the developer bring in a copy of the deed showing he owns the south portion of the lot and.that the city allow him to plat the portion that he owns:_ This will correct the illegal subdivision of this lot;: however, lot 1 will still be illegally. subdivided.,: This lot will have to be platted before any building permits can be issued. This land was illegally sold by metes and bounds in 1990. The only way to correct the problem is through platting. This plat will correct part of the problem. The City Engineer gave verbal approval of this replat since we have received the warranty deed and the tax certificate. The property owner is requesting a variance on the lot depth. The city engineer is out of town and could not write his approval letter. Duncan Bob Jones Victor E. Leal Mary Lou Necvman- Buckley Brenda Pejovich What is the Texas Building and Procurement Commission Cooperative Purchasing Program? Created by legislation in 1979, the Texas Building and Procurement Commission Cooperative Purchasing Program (TBPC Co -Op) offers members a unique opportunity to purchase goods and services from state contracts, TXMAS and the Catalog Purchasing Program. Who can join? Sections 271.081-271.083 Local Government Code, V. T. C. A., Section 2155.202 and 2175.001(1) of the Texas Government Code, Title 10, Subtitle D, provide the legal authority for the following entities to participate in TBPC Co -Op : ❖ Local governments ❖ MHMR community centers ❖ Assistance organizations Why should you use TBPC term contracts? All TBPC term contracts have been competitively bid, saving you valuable time. To use state term contracts all you need to do is send the TBPC Co -Op a requisition for the items you need. We will generate a state purchase order on your behalf, forwarding a copy to your entity and to the vendor. The vendor will then ship the merchandise and invoice your entity directly. A few of the items available on state term contract are: Police Equipment Tires Appliances Office machines including copiers Pharmaceuticals Road and highway equipment Procurement Card services Office supplies Vehicles Delivery services In addition to term contracts, membership in the TBPC Co -Op entitles you to use the following purchasing tools: Catalog Purchasing Program/CISV Texas Multiple Award Schedules (TXMAS) TBPC Co -Op Clearinghouse State Travel Management Program (only to specific entities, see reverse) For information about these and other services offered through your membership in the TBPC Co -Op, please see reverse. If you have any questions or need more information about our program please feel free to e-mail us at coop@tbpc.state.tx.us or call at 512/463-3368. Program team members are: Susan L. The page includes the Catalog Purchasing Procedures and CISV vendors by name in addition to other helpful catalog purchasing information. • TBPC Term Contracts: This is a complete numeric listing of all of the current TBPC term contracts. To access the contract, click on the contract number. The General Contract Information is listed first, followed by contract line items, prices and awarded vendors. • TBPC Co -Op Clearinghouse: The Clearinghouse contains Open Market purchase orders that have been competitively bid for state agencies and extended for Co -Op member use. In addition, the Clearinghouse is a resource for contracts and purchase orders awarded by other TBPC Co -Op members that have been extended for use by active TBPC Co -Op members. • TXMAS Information: This is a complete listing of the Texas Multiple Award Schedules (TXMAS). TXMAS can be used if you can not find the items you need on the TBPC term contracts. • State Travel Management Program: Texas Government Code, Title 10, Sections 2171.001-2171.055 extend the state travel management contracts to certain members of the TBPC Co -Op program. The connection will be free as long as it is used for public access to the Internet. If the library uses it in the future for library uses, such as putting our catalog on the web, then they will charge us. In the meantime, it will be used for wireless access to the Internet for the public ADMINISTRATION: Submitted the Plan of Action to the State Library for this year's Loan Star grant. It will be used to update computers and computer equipment and to provide the hardware for the wireless access. Consulted with Tina Hager from Little Elm and Kathy Gilson from Aubrey in applying for a cooperative public awareness grant on behalf of the Denton County Library Advisory Board. Kathy wrote most of the grant, although I wrote the demographics section. Meetings attended: Support Staff meeting, 10/7, Flower Mound (attended by Lynne Smiland) Friends of the Library, 10/12 NTRLS Technology Committee Meeting, 10/20, Grapevine Denton County Library Advisory Board, 10/21, Little Elm COLLECTION: Updated many reference materials and travel guides by replacing them with copies purchased at the Fort Worth Public Library booksale. Swapped some of the music CDs with other libraries. Originally about two-thirds of the 300 CDs donated were duplicate titles. Now the library has over 200 unique titles. We still hope to trade the remaining one-third. PUBLIC RELATIONS: Participated in "Safe Spook". During the first hour 451 people came into the library. At 5:00 the library closed, so then candy was distributed outside. SPECIAL PROJECTS: Inherited the city hail's old copier. PROGRAMS: "Safety" was the Storytime theme for October. Weekly themes were "Fire Safety", "Traffic Safety", "Be Safe at Home", and "Halloween Safety".
