1. Mayor Called Meeting to Order.
2. Discussion Regarding Downtown Sidewalks.
Discussed Downtown sidewalks and parking.
City Manager indicated he would like to take care of installation of handicap ramps
near the drugstore first, and raise the height of the sidewalks to be able to walk right
into businesses. He felt that should be the first priority.
John Henderson indicated they could cap the sidewalk but it would not look nice, he felt
it would be better to re -do the whole thing.
Discussion continued.
Mayor suggested they go look at the City of Keller's downtown area for possible ideas
on street corners. He indicated the corners should not go out in the street, he did not
want to bottleneck downtown.
John Springer indicated he felt it should be something attractive to bring people to the
downtown area.
Mark Owens discussed possibly changing some of the streets to one-way.
Discussion regarding one way streets and truck deliveries.
City Secretary discussed grant possibilities.
Discussed funding issues.
Discussed one-way versus two-way streets and the pros and cons regarding it.
Paul Vineyard, Owner of Babe's Chicken, indicated he plans to open for lunch in the
Spring. He felt this would bring more people to downtown.
Councilman James refered to the Historical Committee and indicated they were
working on an ordinance designating downtown as a Historical district.
Discussion regarding a concept plan for the sidewalks.
Mayor indicated they should discuss it with the City Engineer and have him put
something together.

(Rick Ezzell)
Kirk Wilson gave the Council information regarding ad -valorem taxes and how the City
of Sanger would benefit from the developments.
Proposal included the following:
• Annexation of Commercial Properties
• Annexation of ten (10) foot strip around residential properties
• Minimum house sizes
+ 15% of the homes will be 1100 sq. ft., and the remainder will be 1540 sq.
ft. minimum
• Lot sizes
► 70% of the lots will be 50 wide.
► 30% of the lots will be 60' wide.
• Negotiation with Bolivar Water Corp. For CCN Transfer
• Cities consent to the WCID and PH) limited to 25 year bond issues.
• Public Safety fee to the City
• The district will be abolished at the time of annexation
Discussion continued regarding the development proposal.

2. Discuss Metal Building Ordinance.
Councilman James indicated he would like to see the Council raise the bar on the
quality of buildings in Sanger. He continued to explain that he welcomed new
businesses and increased revenues, but felt they should raise the standards of the
buildings.
Discussion regarding the current ordinance.
Councilman James indicated he would like to see the requirement for masonry facade
on metal buildings be raised to 100%.
Discussion continued.
John Springer indicated he felt it could be done on a case by case basis. Individuals
could request a variance from masonry requirements.
Discussion regarding metal buildings in Industrial zoning versus Business zoning.
Councilman James indicated be felt the ordinance was too vague. He felt 100% of
the metal should be covered up, and that they should allow wood and glass.
Discussion.
Councilman Garza indicated he did not have a problem with the back of the building
being metal if it is not visible.
Councilman James indicated if the back of the building is not visible he would like
them to come get a variance.
City Manager indicated businesses come because it is profitable, and they will follow
any rules we set. The council needs to set its rules, and let it stand.
Councilman Evans indicated he agreed with the 100%.
Council agreed on 100% facade other than metal.

1. Mayor called meeting to order.
2. Conduct Public Hearing Regarding Systemwide Land Use Assumptions and Capital
Improvement Plan for the Designated Water/Wastewater Service Areas Under Which
and Impact Fee May be Imposed.
Public Hearing opened.
Tim Glenndenning, indicated this is the Public Hearing for the Council to consider the
capital improvements and land use assumptions. He indicated thirty days after the
public hearing the council will need to take action to adopt the plan or send it back to
the advisory committee. The process the City goes through is to look at anticipated land
use in the city. There are two areas that they examined in the land use study. The two
areas are the water service area and the sewer service area. They looked at both areas
and anticipated the future land use over the next ten years and the overall build out.
In developing the land use assumption the most important part is what is going to be
needed to meet population demand over the next ten years. He went through the land
use plan as follows:
• Existing land use in two service areas
• The water service area (over 5600 acres in the area; Identified present land
allocations)
• The sewer service area (26,000 acres)
• Examined past population changes based on census data
• Anticipated future population in each service area (projected population is
subject to drastic change)
• Population growth will mainly occur along I11-35
• Future land use assumptions for ultimate build out in both service areas
• Ten year build out (assignments for water and sewer service areas - pg 11)
• Expectations for land absorption
• Translating population numbers into actual housing development (2.85 persons
per home)
• Vacancy rates (ideally 5%)
That concludes land use assumptions.
Mark Owens addressed the Capital Improvements Plan:
He indicated that he took the an use and put some infrastructure to it, to meet future
needs. Trying to fine tune areas that are going to grow and plan how to get water and
sewer lines to those areas. He is trying to justify the project itself. This is a twenty
year plan. He broke the city up into the areas where he sees its going to grow. There
are a lot more projects that deal with sewer than with water. Future water is a lot less
than future sewer.
He then showed a ten year picture, and indicated every project shown is on the books.
It's been preliminary platted or is in discussion. He showed a map and indicted this is
where the growth will be in the next ten years, potentially there could be other growth.
He is trying to justify the population number in the land use plan, and to get a cost per
home to provide the infrastructure for this.
Discussed future water needs.
Discussed water from Upper Trinity.
Discussed details of capital improvements over twenty years.
Discussed details of capital improvements over next ten years.
Discussed sewer capital program -three drainage areas to provide service for on the
east, and one area near the highway.
Discussed 20 year plan for sewer.
Discussed location of main trunk line.
Discussed location of sewer plant.
Discussed ten year sewer capital improvements plan.
Total build out of sewer facilities is $76,000,000.00.
Discussed impact fee.
The fee would be in effect for 20 years, but reviewed every five years.
Discussed future operating and maintenance costs.
Discussed possible rate increases.
Changes made on page 20 as follows: water is M685, sewer is $1916 for impact fee.
The tap fee will be set by council.
Discussed tap fees.
Discussed impact fees would have to be paid up front.
Discussed land use map and future Zoning.
Discussed accounting of the impact fees.
Discussed how ordinance would be worded.
Councilman James asked what the up -side and down -side was of impact fees.
Mayor indicated accounting is a nightmare. This work will prove that our fees are
validated.
Discussion continued regarding the impact fee study.
Tim Glenndenning indicated if a developer comes in and pays his impact fees, then
within ten years the city has to use that money on a capital improvements project or it
has to be refunded with interest.
Discussed how fees would be charged.
Discussed developments and how they would be charged.
Discussed annexations.
Required to update every five years minimum. (should do annually)
Tim Glenndenning indicated since they have had the public hearing, that within thirty
days they need to adopt the land use assumption and capital improvement plan. If they
want to adopt the impact fees, they would then set a public hearing on the ordinance,
and adopt an ordinance imposing an impact fee.
City Manager indicated the plan is on the agenda for Tuesday.
Tim Glenndenning indicated if they adopt the land use and capital improvements they
would not want to wait two years to adopt the impact fee.

ORDINANCE #03-06-04
THAT CHAPTER 3, ARTICLE 3.1900 EXTERIOR CONSTRUCTION OF
RESIDENTIAL DWELLINGS OF THE CODE OF ORDINANCES OF THE CITY OF
SANGER, TEXAS, IS HEREBY AMENDED; PROVIDING FOR THE REPEAL OF
ALL ORDINANCES IN CONFLICT; PROVIDING A SEVERABIL,ITY CLAUSE;
PROVIDING FOR A PENALTY; AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL, OF THE CITY OF SANGER, TEXAS:
Section 1. That Chapter 3 article 3.1900 Exterior Construction of Residential
Dwellings of the Code of Ordinances of the City of Sanger, Texas, is hereby amended to
read as follows:
"ARTICLE 3.1900 EXTERIOR CONSTRUCTION OF RESIDENTIAL DWELLINGS
A. This article establishes the brick requirement for Newly Constructed Single
Family Residences, Duplexes, and Multi Family Units in the City of Sanger.
B. A11 exterior facades for the first story of a main building or structure in any
"SF" zoning district, "2F" zoning district, and the "PD" zoning district shall
be constructed of a minimum of one hundred percent (100%) masonry
construction, including brick, stone, granite, marble, concrete block or
stucco.
C. All exterior facades for the first and second floors of a main building or
structure in any "MF" zoning district shall be constructed of a minimum of
one hundred percent (1000%) masonry construction, including brick, stone,
granite, marble, concrete block or stucco. All other floors shall be
constructed of a minimum of 50% masonry.
D. The City Council may issue a waiver of these requirements on any grant
funded properties or reconstruction of a substandard dwelling."
Section 2. All ordinances or parts of ordinances in conflict herewith are, to the
extent of such conflict, hereby repealed.
Section 3. It is hereby declared to be the intention of the City Council that the
sections, paragraphs, sentences, clauses, phrases and words of this Ordinance are severable
and, if any word, phrase, clause, sentence, paragraph, or section of this Ordinance shall be
declared unconstitutional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the remaining portions of this
Ordinance, since the same would have been enacted by the City Council without the
incorporation in this Ordinance of any such unconstitutional word, phrase, clause, sentence,
paragraph, or section.
Section 4. Any person, firm, or corporation who shall violate any of the provisions
of this article shall be guilty of a misdemeanor and upon conviction shall be fined in
accordance with the general penalty provision found in Section 1.109 of this Code.
Section 5. This ordinance will take effect immediately from and after its passage
and the publication of the caption, as the law and Charter in such cases provide.

Drainage Study as prepared and submitted by January Consultants, Inc. for the project referenced
above. Comments are referenced by the Subdivision Ordinance of the City of Sanger, Texas as
adopted September 21,1987, Zoning Ordinance adopted August 3.1987, and Ordinance No. 05-
06-01. My review comments are as follows.
General
1. All comments received from Public Works, Fire Department, Electric Department and
Code Enforcement should also be addressed prior to preliminary plat approval.
2. The property is generally located south of FM 455 immediately east of the Burlington
Northern/Santa Fe railroad track.
3. According to the City's current zoning the property is zoned as SF-7. According to
ordinance for a SF-7 zoning classification the minimum lot width of 65 feet. None of the
lots within the proposed subdivision. meets this requirement. A variance from the zoning
requirement will need to be granted by the City.
4. The City's Park Ordinance requires that one (1) acre of land be dedicated to the City for
public park space for every SO lots within a new subdivision. Accordingly, this plat
should dedicate to the City a total of 7.84 acres for a new park. Only 3.29 acres is
provided per the plat. As allowed in the ordinance the developer may choose to pay the
City $500 per lot in lieu of dedication.

4.02 - Application Procedure
A. All property not subdivided into lots, blocks and streets, or property to be
resubdivided within the city or within its jurisdiction, shall hereafter be laid out. under the
direction of the planning and zoning commission, or in the absence of such a
commission, by the city council, or subject to its approval, and no other subdivision will
be recognized by the city. Prior to the consideration of the plat by the planning and
zoning commission, the city manager and his duly authorized representatives shall check
the plat and make recommendations.
B. When a preliminary plat is filed with the city for review and approval, it shall be
immediately forwarded to the city engineer, who will make a preliminary study of the
plat. If it appears substantially complete, an on -site review of the tract to be subdivided
will be made to determine any apparent problems with development of the subject land.
Any preliminary plat which is found to be incomplete or requires significant changes ...
shall be returned to the subdivider for additions or changes before resubmission.
C. It shall be unlawful for any owner, or agent of any owner, to lay out, subdivide or
plat any land into lots, blocks and streets within the city, or to sell property therein, which
has not been laid out, subdivided and platted according to these regulations.
D. No officer or employee of the city shall perform, or cause to be performed, any
work upon any streets or in any addition or subdivision of the city, unless all
requirements of these regulations have been complied with by the owner of the addition
or subdivision.
E. The city hereby defines its policy to be that the city will withhold improvements of
any nature whatsoever, including the maintenance of streets, issuance of building permits
or furnishing of sewage facilities and water service, until the subdivision plat has been
approved by the city council. No improvements shall be initiated nor any contracts
executed until this approval has been obtained
F. Any owner or developer of any lot, tract or parcel of land located within the
corporate limits of the city or within its jurisdiction who may wish to effect a subdivision
of such land shall conform to the general procedure described as follows:
(1) The subdivider shall prepare and submit a "Preliminary Plat" to the city for
review, study and approval by the planning and zoning commission at least
twenty (20) days prior to the commission's next regularly scheduled meeting.
The planning and zoning commission shall act on the preliminary plat within
thirty (30) days from the date such plat was filed;
(2) In the case of a proposed phased development, the subdivider shall file a
preliminary plat showing the entire proposed subdivision, the various phases
by which the subdivision will be developed, and lots that will be sold within
the phase to be developed upon approval of the final plat by the city council.

submitted to the city engineer by the subdivider's engineer at the time the first ----- =--
phase of construction is submitted for approval. This overall plan .shall show
the layout of streets and easements, lot configurations, water and sewer main
locations and sizes, fire hydrant locations, manhole locations and drainage
improvements;
(3) After approval of the preliminary plat by the planning and zoning
commission, the subdivider may then prepare a "Final Plat" of all or a portion
of the land included in the preliminary plat for submission to and
consideration by the planning and zoning commission for final
recommendations. The final plat and accompanying data must be submitted at
least twenty (20) days prior to the date of the meeting that such action will be
taken by the planning and zoning commission;
(4) Upon final action on any such final plat by the city planning and zoning
commission, the same shall be referred to the city council, and the�city council
shall consider such final plat for acceptance of the dedication of all public
property therein set forth, provided that the plat shall in all things fully comply
with the terms and provisions of this ordinance. The city council shall act on
the final plat within thirty (30) days from the date such plat was filed for
approval;
" � (5) Upon acceptance of such plat by the city council and completion of required
public facilities or the filing of a performance bond by the developer which
covers said facilities, the city secretary shall immediately cause such plat to be
recorded in the plat records of the county. The subdivider shall, however, pay
to the city, in advance, the required fees for filing of such plat by the county
clerk. The recording of the final plat shall be the responsibility of the city
secretary;
(6) In subdivisions approved for phased development and as each consecutive
block is completed, that is, the proper utilities are installed and approved by
the city, and the streets and alleys are paved and approved by the city,
building permits may be issued on a block -by -block basis, but no certificate of
occupancy shall be issued by the building official until the phase is completed
and accepted by the city;
(7) The subdivider shall include in the conditions of sale for each lot within the
subdivision a notice to the purchaser that no certificate of occupancy shall be
issued for any structure or building constructed therein unless and until the
city has approved and accepted that phase of the subdivision;

(8) The subdivider shall understand that ;all proposed improvements are
installed or constructed at his own cost and expense, unless otherwise no
herein, and
(9) Where a plat of a lot of record of undivided property is proposed to be
subdivided and meets the criteria for abbreviated procedures set forth under
the "short form subdivision," and providing all of the requirements have been
met, the subdivider may submit a final plat to the city for approval. Where
circumstances in the opinion of the city manager warrant, such plat may
receive administrative approval, which action shall authorize the building
official to issue a building permit for improvements on said parcel.

4.03 - Preliminary Plat
An application in writing for the approval of the preliminary plat, together with twenty
(20) prints measuring eighteen inches (18") by twenty-four inches (24"), shall be filed
with the City at least twenty (20) days before the meeting of planning and zoning
commission, if the plat is to be considered. (Ordinance 01-01.01 adopted 2/5/01)
Reduced copies of preliminary plats shall be furnished on sheets measuring eight and
one-half inches (&Y?) by eleven inches (11" ), with fifty (50) copies being required where
a zoning change is requested or anticipated, and ten (10) copies being required where no
zoning change is requested or anticipated. (Ordinance 02-03-00 adopted 2/21/00)
No plat will be considered by the city until the prescribed filing fees have been paid.
The plat shall be drawn to a scale of not more than two hundred feet to the inch
The information to be included and the procedure for submittals are as follows:
A. Existing Features
(1) The boundary line (accurate in scale) of the tract to be subdivided.
(2) The location, widths and names of all existing or platted streets or other public
ways within or adjacent to the tract, existing permanent buildings, railroads,
rights -of --way and other important features, such as abstract lines, political
subdivision or corporation lines, and school district boundaries.
(3) Existing sewer mains, water mains, drainage culverts or other underground
structures within the tract and immediately adjacent thereto with pipe sizes,
grades and locations indicated.
(4) Contours with intervals of two feet (2') or less, referred to mean sea level
datum. In areas where the terrain is relatively fiat, supplementary contours

shall be shown so that the average horizontal distance between said lines does
not exceed two hundred feet (200').
(5) The names of adjacent subdivisions and/or the names of record. owners of
adjoining parcels of unsubdivided land.
B. New Features
(1) The proposed name of the subdivision.
(2) North point, graphic scale, date and approximate acreage of the proposed
subdivision.
(3) The names and addresses of the subdivider and of the engineer, surveyor or
planner.
(4) The. tract designation and other description according to the real estate records
of the city or county auditor and recorder; also, designation of the proposed
uses of land within the subdivision.
(5) All parcels of land intended to be dedicated for public use or reserved in the
deeds for the use of all property owners in the proposed subdivision, together
with the purpose or limitations of such reservations.
(6) The layout, names and widths of proposed streets, alleys and easements.
(7) The layout, numbers, set -back lines and approximate dimensions of proposed
lots, blocks, parks etc.
C . Utilities
Two (2) copies of the plat showing the proposed water and sanitary sewer mains and
proposed drainage facilities accompanied with information including the total watershed
and drainage areas, location of lines, inlets, culverts, bridges and calculated run-off and
points of concentration.
D. Location Man
A location map of the proposed subdivision at a scale of one inch to two thousand feet
(1"=2,000') showing existing and proposed streets and thoroughfares covering an area at
least one (1) mile outside the proposed subdivision.

E. Cross -Sections
Two (2) copies of the typical cross -sections of proposed_ streets showing
pavement, type of pavement and location and widths of sidewalks
conformance with standard details.

G. Submission

The city shall be furnished with twenty (20) prints of the preliminary plat measuring
eighteen inches (18") by twenty-four inches (24") along with a letter of transmittal stating
briefly the type of streets, drainage facilities, sanitary facilities and water system
proposed for the development at least twenty (20) days prior to the meeting of the
planning and zoning commission at which action will be taken by the commission on the
preliminary plat. Said letter shall note any and all exceptions to these regulations and the
reason(s) for such proposal. (Ordinance 01-Ol-01 adopted 2/5/01)
The planning and zoning commission shall act upon the preliminary plat within thirty
(30) days from said filing date. The planning and zoning commission shall issue to the
city council in writing a report on its actions regarding the preliminary plat.
The city council shall act upon the preliminary plat within thirty (30) days from the date
of final action on the preliminary plat by the planning and zoning commission. Final
action on the preliminary plat by the city council constitutes an authorization to proceed
with the preparation of the final plat.

The American Red Cross was established in 1881 and began providing services to Denton County
in 1917. The Red Cross remains dedicated to its traditional roles helping to make families and
communities safer at home and around the world.
Since 1943, each president of the United States has proclaimed March to be "Red Cross Month"
to publicly recognize the humanitarian services and accomplishments of the Red Cross.
As we mark the 87th year of Red Cross service in Denton County it is requested that the City of
Sanger join the rest of the nation and consider proclaiming March 2004 as American Red Cross
month within the city. It is also requested that the City of Sanger join with the Governor of Texas
in designating Sunday, February 29, 2004 through Saturday March 6, 2004 as Severe Weather
Awareness Week in Texas. A sample proclamation is attached for your reference.
Your consideration will be .greatly appreciated by the local Red Cross staff and the many
dedicated volunteers that contribute their time and effort to make life safer and better for families
in our community. Proclamations received will be proudly displayed in.the Denton County Branch
office located on, Carroll Boulevard in Denton, Texas. A Red Cross representative can be

WHEREAS, the American Red Cross has been providing programs and services to Denton
County since 1917; and
WHERF.fLS, compassion, courage, character, civic duty are inherent in the American Red Cross
mission to prevent and relieve human suffering and the City of shares these

WHEREAS, the American Red Cross is the leading organization providing around -the -clock
relief assistance to families affected by disaster, both on a small and large scale, by meeting
their immediate disaster caused needs such as food, clothing, and shelter; and
