08/12/2004-CC-Minutes-RegularMINUTES: CITY COUNCIL AUGUST 12, 2004 PRESENT: Mayor Tommy Kincaid, Councilman Andy Garza, Councilman Jimmy Evans, Councilman Joe Higgs, Councilman Glenn Ervin, Councilman Mike Lawler OTHERS PRESENT: City Manager Jack Smith, City Secretary/Assistant City Manager Rose Chavez, Rudy Durham and John England from ( Denton Central Appraisal District). 1. Mayor Called Meeting to Order and led the Invocation, followed by the Pledge of Allegiance. 2. Budget workshop Mr Durham addressed City Council regarding the personal property tax for Wal-mart that is under ARB review. Mr. Durham advised that they only allowed part of the value and what is still under dispute is 44 million. Jack indicated that in the proposed budget he use 22 million of the 44 million in estimating the revenues at a tax rate of .5926 per $100 valuation. Discussed was the total valuation of personal property that is not recognized in the calculation. Concerns were expressed as to what happens if the valuation does come back on tax roll. Alternatives were discussed as to what to do if that did happen. Revenues could be set aside for specific projects proposed. The Budget for 2004-2005 was discussed. City Councilman Garza expressed concerns in regard as to why the budget was started so late again this year. City Manager indicated the tax levy was not certified until late July. The budgeted items were discussed in the General Fund and the Enterprise fund. Lengthy discussion. 3. Meeting adjourned O�a03
