Mayor Pro-Tem Garza called Meeting to Order, and led the Invocation, which was followed by the Pledge of Allegiance. CONSENT AGENDA 2. a) Approve Minutes: November 3, 2003 b) Disbursements Councilman Ervin moved to approve the Consent Agenda as presented. Councilman James seconded. Motion carried unanimously. 3. Citizen's Input. A) Troy Waldrop addressed the Council, he indicated he had lived in Sanger for approximately 25 years, he indicated there had been several robberies in his neighborhood. He expressed concerns regarding this situation. He did not feel the police officers were doing anything about it. He felt more of an investigation should be going on. He felt the police department should be doing more. The police chief advised him that the street lighting was a problem and that he would try to get that corrected. It has not been done yet. He felt that people should be made aware of what's going on. Staff indicated they had discussed the lighting in the area, and were working on correcting it. B) City Manager indicated J.P. Haskins had double by-pass surgery today and was doing okay. 4. Consider and Possible Action on a Temporary License Agreement and Sidewalk Sales Ordinance. Discussion regarding the permit process, cost and insurance cost for permit holders. Discussion regarding the permits, Downtown merchants and the Chamber. Councilman Ervin expressed concerns regarding how this would affect the Sanger Sellabration. Councilman Evans indicated he felt that the Chamber should be able to lease the park and the streets, but that they should keep the sidewalks clear for the businesses. The sign we are proposing is the one that "Subway World Fax: (940) 387 0429 Headquarters" requires for this application. Data: (940) 380-0167 Subway cannot be seen from the freeway until you are right at the location or you are going North on the service feeder road. Subway must have visibility from the freeway to survive. In the past 6-months that Subway has been there, it has dropped below projected sales by over 40% of its projected volume and cannot continue to operate at this level. It has never met projected sales for a new location even with national advertisement for Subway because it cannot be seen. We must have traffic from the freeway and not just Sanger residents to survive. There is no more room on the multi -tenant sign and it also cannot be seen from the freeway. We believe that this sign will also help the other tenants of the center by having additional traffic to the Subway once it is installed. All of the other national "fast-food" establishments have free-standing pole signs because they set on their own pad. Some have already gotten variances from the city in height and size. Subway is a national chain and it deserves the same even though it is not a free-standing building if we are to continue business in the City of Sanger. It was a precedent set by previous City Managers, I felt it needed to be brought to the Council and that it should be put in place as a policy. I have checked with numerous cities, and they all have longevity policies for the City employees. I am requesting that the Council put "Longevity Pay" at $4.00 per month with a cap at 25 years, into the personnel policy as a benefit.
