September 2, 2003
PRESENT: Mayor Tommy Kincaid, Councilman Jimmy Evans, Councilman Joe higgs,
Councilman Mike James, Councilman Glenn Ervin, Councilman Andy Garza
OTHERS
PRESENT: City Manager Jack Smith, Assistant City Secretary/Administrative Assistant

1. Mayor called meeting to order, Councilman Garza led the invocation, and Councilman
Evans led the Pledge of Allegiance.
CONSENT AGENDA
2. a) Approve Minutes: August 18, 2003
b) Disbursements
Councilman Garza moved to approve the Consent Agenda, Councilman James
seconded. Motion carried unanimously.
3. Citizen's Input.
None.
4. Conduct Public Hearing on Proposed Budget for FY 2003/2004.
Public Hearing opened.
Councilman Ervin requested a copy of all changes.
Discussed funds in budget for sidewalks.
Public Hearing closed.
5, Consider and Possible Action on Ordinance #09-23-03 -Regulating Accessory Buildings
and Carports.
City Manager indicated the reason this was brought to them was because there is
not currently an ordinance pertaining to carports, especially the metal portable
buildings. This was sent to the attorney and is what staff recommends. This is the
same regulations as an enclosed garage or accessory building.
Councilman Evans expressed concerns regarding areas that could not meet these
regulations.

City Manager indicated they would have to get a variance. This will just give us a little
more control.
Discussed setback regulations.
Councilman Ervin asked how many get approved.
City Manager indicated the last one that came through was approved.
Discussion.
Councilman James moved to adopt Ordinance #09-23-03, Councilman Ervin seconded.
Motion carried 4 to 1, Councilman Evans voted no.
6. Consider and Possible Action on Awarding Fuel Bid.
City Manager indicated we only had one bid.
Councilman James asked what option staff recommends.
Discussion.
Councilman Evans indicated he felt the city should get their own tanks and purchase
their own fuel. He felt they would get a better price.
Councilman Ervin asked how the City would monitor it.
Councilman Evans indicated there should be a card system.
Councilman Evans indicated he thought they should look into it soon, possibly even this
budget year.
Discussion.
Councilman James asked if staff was prepared to take on the additional paperwork.
City Manager indicated he wanted to find out what the laws were regarding this before
a decision was made.
Councilman Evans insisted he felt the City should own there own pumps.
Councilman Higgs asked if the City currently monitors fuel usage for each vehicle.
Staff indicated they do not, they monitor usage by department.
Councilman Garza asked if we could get anything done by the next meeting. Can we
get costs on getting our own tanks, and research the tax rebate end of this.
Discussion regarding the city's old underground tanks.
Councilman Ervin asked if it would be a possibility to share with the school.
City Manager indicated he was going to check on a better solution, he will check with
the school and check on owning our own tanks. He will look at whatever other avenues
there are.
Discussion continued regarding the City seeking other avenues.
Councilman James moved to table this item, Councilman Evans seconded. Motion
carried unanimously.
7. Consider and Possible Action on Interlocal Agreement for Ambulance Service Between
the City of Denton and the City of Sanger.
City Manager indicated the increase has been budgeted, and indicated the City needs
to think about what point in time do they start their own ambulance service.
Discussion.
City Manager indicated Denton takes 15 minutes to get to a Sanger residence, at some
point we need to look at now beneficial it will be to have our own service.
Councilman Ervin asked if there are any other ambulance services.
City Manager indicated there were two other services. They have been contacted and
with the number of runs we have now, it may go over the cost of this agreement.
Councilman Garza moved to approve the Interlocal Agreement, Councilman Evans
seconded. Motion carried unanimously.

This is normal procedure to comply with the Local Government Code in adoption of our budget.

WHEREAS, notice of a public hearing on the budget for the City of Sanger, Texas, for the
fiscal year 2003-2004 has been published in accordance with law; and,
WHEREAS, it is necessary, at this time, that said budget be adopted.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
SANGER, TEXAS, AS FOLLOWS:
SECTION I : That the budget presented by the City Council and reviewed during the public
hearing is hereby approved and adopted for the fiscal year 2003-2004.
General Fund $3,150,841.00
Enterprise Fund $599719273.00
SECTION 2: That the City Manager is authorized to invest any funds not needed for current
use, whether operating funds or bond funds, in United States Treasury bills, savings accounts or
certificates of deposit. Accrued interest from such investment may be deposited in the General
Fund, all of which investments shall be in accordance with law.
SECTION 3: That the City Manager be and is hereby authorized to make intra and inter
department fund transfers during the � scal year as becomes necessary in order to avoid expenditure
of a particular account.
SECTION 4: This ordinance shall take effect and shall be in full force and effect from
after its passage.

Vickie Jenkins, member of the Sanger Rotary Club, contacted me in regards to the Rotary Club
adopting the park at Indian Springs (Ina Grace Holt Park). Their goal is to improve the site and get
it to where it will eventually become a park. Vickie expressed that it will be a slow project but their
goal is to start a fund raiser to raise funds for the project. They will start with a pancake breakfast.
The Rotary Club needs approval from Council before they start the fund raiser.
Vickie will try to be at the meeting to address this item.

Thanks for taking the time to go over the plans with me this morning. Per our discussions this
morning we have made the following revisions to the plans.
• We have revised the top of the Li$ Station to eliminate need for additional IIGL
computations along McReynolds Road.
• The revised plans have the Channel `B-B' label from the earlier submission.
• The TxDOT driveway connection detail was added to sheet 27, with appropriate notes and
redrafting on sheet 9 to show the appropriate pavement connection to McReynolds Road.
• We are processing the easements shown on the plans, and will have executed easements to
the City of Sanger prior to beginning construction.
• We have revised all streets to a minimum of 31' wide as requested.
• We have provided the ultrasonic detailing on sheet 17 as requested.
From our discussion this morning you are now satisfied with all the necessary computations. I know
we went through the comments quickly this morning and we concentrated on the comments I felt we
were not 100% in agreement with. We felt we understood all of your other comments and were
addressing them. Please verify that we have adequately addressed all of your other comments and let
us know were we might have fallen short.

In the initial review of the final plat for the above referenced project, we have determined that the
submittal is incomplete. The City Engineer has reviewed the preliminary_ plat and has found that
it is acceptable to proceed with the development plan. A final plat, which you have submitted, may
be substituted for the development plan as long as all requirements of the development plan are met.
I have prepared a checklist of all of the requirements for a development plan referenced in the City
of Sanger Code of Ordinances. This checklist is attached. Please review the checklist and submit
the necessary drawings to complete this submittal.
In this initial review, there are a few items on the final plat that do not comply with the City of

The developer of Lake Ridge Estates is acquiring approval for a Final Plat. Enclosed is a
drainage analysis and plans for your review.
Drainage
Lake Ridge Subdivision is a 67.3-acre tract affected by two main off -site drainage areas
upstream (see overall drainage area map). The two drainage areas are Drainage Area A and
Drainage Area B, run into a waterway south of McReynolds Road where Drainage Area C is
located. A lake located on the southwest potion of Drainage Area A contains FEMA Flood
Plain. The lake is dedicated as an easement. Drainage Area A flows directly to the lake. It
is divided into two sub -drainage areas: A-1, 257.7 acres and A-2, 67.1 acres. An outlet
structure and spillway is designed to control the 100-yr and the Probable Maximum Flood
(PMF) (see plans for more detail and attachment for summary of calculations). Sub -Drainage
Areas A-1 and A-2 have been designed to pass through 34 acres of the tract. Drainage Area
B flows southwest of the tract before it joins Drainage Area A south of McReynolds Road.
This drainage area passes partially through 42.1 acres of the tract. HEC-HMS models were
prepared to analyze the hydrology and the hydraulic of the drainage areas including the lake
and outlet structure down to the waterway.
The tract consists of two areas: area A-1 and area Ba. Drainage Area A-1 flows directly to
the lake while Drainage Area Ba flows to the southwest and joins Drainage Area A-1 south
of McReynolds Road. The proposed outlet structure of the lake is designed so that the lake
will detain for the impervious cover of Drainage Area A-1 and compensate for the
impervious cover of Drainage Area Ba.
The overall drainage areas consisting of Drainage Area A, Drainage Area B and Drainage
Area C were analyzed. The outcome of the analysis shows that there is a decrease in flow

downstream due to the reconstruction of the lake including the outlet structure and
embankment. The outcome of HEC-HMS model and drainage analysis for the sub areas of
the 69.3-acre tract are summarized in a tabular form on the drainage plan sheet, as well as in
the attached model.
The topography shown by Coleman and Associate Surveying on the previous submittal of the
preliminary plat has been adjusted to the most current topography survey prepared by
Ranney Surveying, Inc. Calculations of drainage have been adjusted to, fit the latest design
information.

Please note that we used City of Denton Details with the understanding that Sanger does not
have detail drawings. The details, though, comply with the City of Sanger specifications.

I contacted our City Attorney, Bob Dillard, in regards to this item and advised him of the problem
we had last council meeting. His concern was that there could be a lower bid received than the
original bid. He recommended if this was the case that the Council needed to reject all bids, re -
advertise for two weeks and allow the process to start again. The bids did come in lower but to
allow for a fair bidding process they were not included in the packet. This will hopefully allow a
competitive bidding for the next time.

Re: Proposal to spend State grant
For the past two years the State of Texas has provided direct aid to libraries. The purpose is to
improve library service across the state and to encourage libraries to serve everyone, not just
people in their cities. The money can be used for just about any project, as long as it adds to

ather than replaces what the city is already doing.
The first year the funding was used for the newspaper microfilming project. Irreplaceable
historical information was preserved, benefitting current and future researchers.
This year the funding started a DVD movie collection and strengthened the video and audio book
collections. This very popular service would have had a much slower start without the push from
the State funding. Now that it is started it can be maintained with the regular budget.
The State will provide direct aid again this year in the amount of $1986.
It is proposed that the funding be spent on children's programming. Although use of the library
is increasing in many ways, participation in the Summer Reading Club has been falling for the
past five years. This is of concern, since reading skills are so important, and man;, students'
reading ability falls over the summer. The goal is that more Sanger children will read in Summer
2004.
The money will be spent in four areas to try to reach this goal. First, booking special performers
and advertising using more methods will bring more children into the library. Next, programs
All be enriched and the atmosphere of the library enhanced to help the children associate reading
with having fun. This will entail the purchase of puppets, bulletin board decorations, craft
supplies and activity items for Storytime. Third, providing more programs, possibly in the
evening and/or at an additional location will make it easier for some to attend library programs.
Last, to read on their own, children will be motivated to check out books. So, some of the funds
will be spent on books and cassette tapes.
The support of the city council is sought in endorsing this plan and in encouraging children that
they lalow personally to participate in the Summer Reading Club next summer.

Attached are the bids received. The low bidder was TNG with a bid price of $909,000. I have
check some of his references and they were good. I did visit with Mr. Anderson, the President of
the company in regards to their current projects. I asked if it would be a problem to take on our
project when they had the City of Farmers Branch and Gainesville as current. He advised that it
would not be a problem and this is the reason that they bid on this project. I also spoke to Randy
Walwood from the City of Farmers Branch(one of the references) and he advised that he thoroughly
checked TNG references. He indicated that the quality of work that they do is good.

It is time again for the taxing jurisdictions to select five individuals to serve as the DCAD
Board of Directors. According to Section 6.03 of the Property Tax Code, it is the chief
appraiser's responsibility to initiate this process, which is the purpose of this memo.
Please return the nomination form as soon as possible.
Generally the following will take place:
1. Prior to October 1st - I advise each jurisdiction of the number of votes they are
entitled to cast for appointing the Board members.
2. Prior to October 15th -The governing body of each jurisdiction nominates candidates
to the DCAD Board of Directors and advises my office of the nominees. Each taxing
jurisdiction can nominate up to five candidates if they wish. The number of votes that
each jurisdiction has is not relevant in the initial nomination phase.
Please note that a chief appraiser does not have the authority, or the duty, to
investigate, or judge, the qualifications of the nominees. Further, a chief appraiser can
not extend the deadline for receiving nominations.
3. Prior to October 30th - My office compiles a comprehensive list of the nominees and
this information is sent to the taxing jurisdictions in the form of a ballot.

4. Prior to December 15th - The taxing jurisdictions choose by written resolution the
candidate, or candidates, of their choice. The jurisdictions then submit the names of
their candidates and the votes they cast for each candidate to my office prior to the
December 15th deadline.
Please note that the maximum number of votes needed to place a candidate on the
Board is 1,000. Accordingly, there is little reason for a candidate to receive greater than
1,000 votes.
5. Prior to December 31st - I tabulate the votes and forward the results back to the
jurisdictions. The five candidates that have received the most votes become the Board
of Directors as of January 1 st
The following information might be useful to a jurisdiction when selecting a nominee for
the Board of Directors.
AUTHORITATIVE GUIDELINES -The selection process is set forth in Section 6.03 of
the Property Tax Code. This process is not an "election" governed by the Texas
Election Code. It is an independent procedure unique to the property tax system.
ELIGIBILITY - An appraisal district director must reside in the appraisal district for at
least two years immediately preceding the date he or she takes office. Most residents
are eligible to serve as a director. An individual that is serving on the governing body of
a city, county, or school district is eligible to serve as an appraisal district's director. The
common-law doctrine of incompatibility (holding offices that have conflicting demands on
the holder) does not prohibit the same person from holding both offices. All five board
members may be elected officials of taxing jurisdictions.
An employee of a taxing unit served by the appraisal district is not eligible to serve as a
director. However, if the employee is an elected official, he or she is eligible to serve.
A statute relevant to the Board selection process prohibits nepotism and conflict of
interest for appraisal district directors and chief appraisers. In summary, the law states
that.
.........."a person may not serve as director if closely related to anyone in the appraisal
district or if related to anyone who represents owners in the district, or if the person has
an interest in a business that contracts with the district or a taxing unit. A chief
appraiser may not employ someone closely related to a member of the board of
directors".
EXPERIENCE - In considering individuals to serve as directors, taxing units should look
for expertise in such areas as accounting, finance, management, personnel
administration, contracts, computers, real estate or taxation. Historical involvement in
local government activities also indicates that someone should make an excellent Board
member.

FREQUENCY OF MEETINGS - The applicable statutes require the board of directors to
meet not less often than once each calendar quarter. The DCAD Board meets more
often than is required by law.

of your jurisdiction's nominees to the Board. Each individual receiving a copy of this

AUGUST 2003 ACTIVITIES

HIGHLIGHTS:
The Summer Reading Club Swim Party capped a summer of fun for some young Sanger
readers. Only 54 children earned a certificate this year, compared with 67 last year. There were
114 registered this year, compared with 204 last year. With use of the library rising in other
areas, this drop in use by children in the summer is of concern.
ADMINISTRATION:
The City Council appointed Mary S. Wise as the new System Assembly Representative
to the North Texas Regional Library System. John Springer was named Alternate.
Prepared for the change in fine rates by distributing a bookmark announcing the change,
putting a sign in the Library foyer and announcing it in the Sanger Courier. The new fine rates
are 10 cents per day for books (up from 5 cents) and 50 cents per day for videos (down from $1).
Conducted a performance review of the library clerk, Lynne Smiland.

Prepared for fall Storytime programs by booking short videos that fit the planned themes.
These videos were booked from the Northeast Texas Library System. This was once done
through the North Texas Regional Library System, but they discontinued that service. A recent
agreement between the two Systems allows us to use the videos of NETLS.

The Da Vinci Code

What do you get when you
blend mystery, adventure, art history,
codes and symbols, secret organi-
zations, the search for the Holy Grail,
the Catholic Church, and even ro-
mance into one exciting book? The
answer must be The Da Vinci Code
by Dan Brown, one of the most
talked -about novels around lately, so
eagerly anticipated it captured the
New York Times, bestseller list's #1
position the week it was released.
The cause of all the excitement
is most likely not a single factor but
a combination of ingredients. The
action is fast -paced and believable,
the writing is richly descriptive but
not tediously so, the mixture of
genres and themes has something
of interest to a wide variety of read-
ers, and most of us, even if we don't
like to admit it, have at least won-
dered at times if conspiracies of
some type might exert more control
over our world than is known.
The story begins with the mur-
der of the Louvre's curator, who has
left clues to paintings by Leonardo
Da Vinci that contain further symbols
and disguised meanings. The two
main characters, a symbologist and
a cryptologist, must decipher not
only the initial messages but subse-
quent ones they are lad to, as each
answer is also a puzzle. Along the
way, they must cope with factions
who would preserve the secrecy of
their own existence, as well as the
knowledge the different groups hold
and the potentially explosive
revelations if the bits of knowledge
are pieced together.
Most readers will recognize
some authentic characters or facts
in the text, such as Da Vinci's "Mona
Lisa" or the Holy Grail, but it is fasci-
nating to learn the extent of this au-
thenticity Brown has stated, "The
paintings, locations, historical docu-
ments, and organizations described
in the novel all exist". He has photo-
graphs of many of these items on
his website, www.danbrown.com.
For example, the organization called
The Priory of Scion has had such
notable members as Sir Isaac New-
ton, Victor Hugo, Botticelli, and Da
Vinc[and the.controversial Catholic
sect Opus':De.i; while Little-known
outside the Church, has its 17-story
headquarters in New York City. And
if all the physical components exist,
what does that imply about the con-
clusions reached when the history
and knowledge of those compo-
nents are added together?
A casual reader can enjoy The
Da Vinci Code as an intriguing mys-
tery and gloss over many of the his-
torical and religious details, just as
an art history buff might focus on the
artistic aspects and not get caught
up in the conspiracy perspectives.
Readers who identify with the main
characters, however, trying to solve
the puzzles and put the pieces of in-
formation together, will treat them-
selves to a compelling and thought -
provoking journey. It is a hard -to -
put -down adventure for adults, who
may never look at a painting or reli-
gion in the same way as before. The
Da Vinci Code is one of the newest
books at the Sanger Public Library.
