4. Conduct First Public Hearing on Proposed Annexation of the Following Properties:

5. Consider and Possible Action on Final Plat for Ridgecrest North, Phase 2A.
City Manager indicate the Planning and Zoning Commission recommended approval
by a unanimous vote.
Councilman James moved to approve the Final Plat for Ridgecrest North, Phase 2A,
Councilman Garza seconded. Motion carried unanimously.
6. Consider and Possible Action on Ordinances #06-18-03 and #06-20-03 -Amending the
City of Sanger Zoning Map,
Councilman Evans moved to adopt Ordinance #06-18-03 and Ordinance #06-20-03,
Councilman Garza seconded. Motion carried unanimously.
7. Consider and Possible Action on Authorizing Bid Notice on the Bridal Path Sanitary
Sewer Project.
City Engineer recommended they deny this authorization to allow the city to get more
information on other needed improvements.
City Manager indicated this is for the sewer bore and the line that will go under the
railroad track to service Sanger Trails. The 4A Board has discussed this and they feel
it is important to promote economic growth on the West side of the highway. They have
discussed helping with at least $150,000.00. If we do this out of capital improvement
money, it can not be used in figuring the impact fees. Whatever the study shows, there
are two options, one of the options requires extensive bookkeeping. In order to avoid
the extensive bookkeeping, they are trying to get the studies to show high enough, so
that if they charge 50% of what the studies show, it will still cover the impact.
Discussion regarding the impact fee study progress.
Councilman James moved to deny authorization of the bid notice, Councilman Evans
seconded. Motion carried unanimously.
8. Consider and Possible Action on Board Appointments,
Brief Discussion,
Councilman James moved to appoint Christian Lindberg to the Parks Board and
Katharine Wordell to the Library Board, Councilman Evans seconded. Motion carried
unanimously.

Attached is the ordinance on this item. The City Attorney has approved it. This ordinance is
basically making changes based on the attorney's recommendations regarding Disciplinary
procedures. There were a few grammatical changes, and one major change. The previous policy
had a section under Discipline Procedures that indicated the Suspension period would be a paid
suspension. We removed this section.

Section 1. That Chapter 9, Article 9.200 of the Code of Ordinances, City of Sanger,
Texas, is hereby amended by amending Section 1.08 of the Personnel Politics , which said
section shall read as follows;

v�henever people gather together to achieve goals, some rules of conduct are needed to help
everyone work together efficiently, effectively, and harmoniously. By accepting employment
with us, you have a responsibility to the City of Sanger and to your fellow employees to adhere
to certain rules of behavior and conduct. The purpose of these rules is not to restrict your rights,
but rather to be certain that you understated what conduct is expected and necessary. When each
person is aware that he/she can fully depend upon fellow 'workers to follow the rules of conduct,
our organization will be a better place to work for everyone.

5. Unauthorized possession of dangerous or illegal firearms, weapons or explosives on city

G. Engaging in criminal conduct or acts of violence, or making threats of violence toward
anyone on city premises or when representing the City of Sanger; fighting, or provoking
a fight on city property, or negligent damage of property;
7. Insubordination or refusing to obey instructions properly issued by your supervisor
pertaining to your work; refusal to help out on a special assignment;
8. hreatening, intimidating or coercing fellow employees on or off the premises at any
time, for any purpose;
9. Engaging in an act of sabotage; negligently causing the destiuction or damage of City
property or the property of fellow employees, customers, suppliers, or visitors in any
manner;
10. Theft or unauthorized possession of City property or the property of fellow employees;
unauthorized possession or removal of any City property, including documents, from the
premises without prior permission from management; unauthorized use of City
equipment or property for personal reasons; using City equipment for profit;
11. Dishonesty; falsification or misrepresentation on your application for employrnent or
other work records; lying about sick or personal leave; falsifying reason for a leave of
absence or other data requested by the City of Sanger, alteration of City records or other
City documents;

information to any unauthorized person; breach of confidentiality of personnel

ORDINANCE 07-22-03
THAT CHAPTER 139 OF THE CODE OF ORDINANCES OF THE CITY OF SANGER,
TEXAS, IS HEREBY AMENDED BY ADDING AN ARTICLE, TO BE NUMBERED
ARTICLE 13,2006 REGULATING ALTERNATIVE WATER AND SEWER
FACILITIES; PROVIDING FOR THE REPEAL OF ALL ORDINANCES IN
CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR A
PENALTY; AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SANGER9 TEXAS:
Section 1. That Chapter 13 of the Code of Ordinances, City of Sanger, Texas, is hereby
amended by adding an article, to be numbered Article 13.2006, which said article shall read as
follows:
" ARTICLE 13.2006 ALTERNATIVE WATER AND SEWER FACILITIES.
All developments within the jurisdiction of the city shall be required to have approved water
supply and sanitary sewerage facilities and shall be required to connect to the city facilities
unless alternative arrangements have been approved by the city according to the following
standards and procedures:
(1) Water wells (individual and irrigation). Developments may be approved with
alternative water facilities according to the following criteria:
a. Water well operation and quality shall meet the minimum requirements of
the state department of health and city health ordinances.
b. Water wells may not be utilized in any commercial sale of the water.
c. Analysis must be performed by a professional hydrogeologist and a report
furnished to the City demonstrating that there will be no impacts to any
public or private wells within one (1) mile of the proposed well.
d. An applicant for approval of an individual or irrigation water well shall
submit the following evidence to the executive director of utilities:
1. Water quality tests;
2. Affidavits stating that no more than one (1) family will use the
well and/or the well water will not be used in any commercial
sales; and
3. Certified cost estimate of well installation.
(2) Septic tanks. Developments may be approved with alternative sewer facilities
according to the following criteria:
a. A septic tank may be installed to serve an individual residence,
commercial or industrial facility if:
1. The premises upon which such structure is located is more
than two hundred feet (200') from any city sanitary main;
2. The executive director of utilities certifies in writing that
the topography of such premises makes normal connection with
such existing sanitary sewer main impractical or impossible; and
3. The operation of a septic tank is feasible on the premises
and will meet the standards and requirements of this chapter.
All other installations of septic tanks shall be unlawful within the city or
the extraterritorial jurisdiction.
b. Septic tanks shall be installed in accordance with the standards established
by the state department of health.
c. An applicant for approval of an individual septic tank shall submit the
following evidence to the executive director of utilities:
1. Map and statement of justification;
2. Affidavits that no more than one (1) residence, commercial
or industrial facility shall be utilizing such septic tank;
3. A plan of the septic tank system prepared by a registered
professional engineer or registered professional sanitarian; and
4. Affidavit of the results of the percolation tests.
Upon review of this evidence, the executive director of utilities may issue
a septic tank permit.
(3) Other individual septic systems. Other individual septic systems may be
considered if satisfactory evidence is submitted certifying that the system meets
all requirements and standards of the state department of health.
(4) Private co-op systems. In areas where development requires water and/or sewer
services for more than a single facility and the cost of extending and tying onto
the city system is prohibitive, privately owned water and/or sewer facilities may
be considered and approved by the city according to the following general
criteria:
a. The cost to tie onto the city system would be significantly greater than the
proposed alternative.
b. The applicant of the proposed alternative system provides certified
evidence from a registered professional engineer that the system will meet
all city, state and federal health and water quality standards.
c. The sizing and material quality of ail facilities will meet the city standards.
d. Perpetual private maintenance is guaranteed by such means as a
homeowner's association, bonds or other means approved by the city
attorney.
e. Operators of the system will be certified by the state department of health.
f. The city shall have the right to inspect the system periodically to
determine if such system is being operated and maintained according to
industry standards.
g. The review and approval procedures for such private water and/or sewer
system shall proceed concurrently with the normal platting and
engineering plan approval process as outlined in this article, except for
applications under these alternative water and sewer facilities proposals,
which shall first require review and recommendation from the public
utilities board and final concurrence from the city council.
h. The city may accept existing or annexed private water or sewer systems
foI operation and maintenance when the city's water and sewer lines are
connected to such system, provided the system has been designed,
constructed and operated in accordance with accepted industry and city
standards. Such private system shall be dedicated to the city at no cost.
i. Prior to such acceptance by the city, such water and sewer lines and
facilities shall be inspected and evaluated as to standards, adequacy,
condition, etc. If water and sewer lines and facilities are not according to
city standards, a per -lineal -foot pro rats charge shall be assessed to the
users of such system for installation of these new facilities or will be on a
per -lineal -foot, actual -cost basis for upgrading or repairing the existing
facilities to meet city standards.
(5) Connections to sanitary sewer extensions required upon notice. Whenever the city
sanitary sewer system is extended to within two hundred feet (200') of any lot or
parcel of land within the corporate limits of the city where a septic tank, dry closet
or privy vault exists, the owner or occupant of each premises shall, within
_months, abate and discontinue use of such septic tank, dry closet or privy and
shall construct a suitable water closet upon such premises and connect the water
closet with the city sanitary sewer main within thirty (30) days after written notice
to do so from the city health officer unless he can show by county health
certificate that his current system is functioning in a sound and safe manner. He
shall further be required to have these facilities recertified every two (2) years."
Section 2. All ordinances or parts of ordinances in conflict herewith are, to the extent of
such conflict, hereby repealed.

HIGHLIGHTS:
The Summer Reading Club kick-off party, acome-and-go affair for the whole family,
was held in the evening this year. It was called Mystery Carnival in keeping with the theme
"Mission Possible: Spy a Book!". Activities included a game similar to "Clue", a game of
identifying objects by feel, a code to solve and a maze to wander in. Special guest "Jungle Jim"
Klingel brought bugs, snakes, turtles and crawfish. Thirty-six children and twenty of their
parents enjoyed the fun.

PROGI.:AMS:
Christina Kincaid has been hired to do Storytime programs this summer. In the
"Dinosaur Detectives" program, children correctly identified which fossils came from leaves,
wood or shells. For the craft they made fake fossils by sand -casting plaster. For the
"Detectives" program the older kids made ID cards with picture and fingerprints. The younger
children made refrigerator magnets. Everyone played with costumes in the "Alias" program.
Then they made masks. For the "Secret Codes" program, the older children wrote or drew with
invisible ink, but both ages got to make a colorful eraser with a new craft material called eraser
clay.

Because it can cost up to
$50,000 to train a new employee,
and because job turnover rates con-
tinue to increase each year, it be-
hooves managers and supervisors
to understand some of the factors
that studies repeatedly show are
critical to employees. While it is of-
ten assumed money is the primary
factor in job satisfaction, studies and
interviews snow employees (and es-
pecially former employees) focus
more on how they are treated as
people ---Are their efforts appreci-
ated? Is respect freely given? Is
trust present, not only in regards to
money or merchandise but, even
in a newsletter or bulletin board or
newspaper, Hershey Hugs' candy,
Post -It notes covering someone's
desk or computer or locker, and so
on. Ideas for those willing to spend
more .money include tickets for
sports or entertainment events, gift
certificates, savings bonds, and
even a promotion with a raise irn pay,
parties, trips, and vehicles.
Creative thinking also needs to
be recognized; an employee who
just puts in his time is not nearly as
valuable as one who strives to irn-
prove whatever the job may be. Yet
feeling unappreciated can quickly
more importantly, in basics like in-
formation?
These issues and others are
addressed in Handle With CARE:
Motivating and Retaining Employ-
ees by Barbara A. Glanz, an author
and consultant who specializes in
motivation and performance. CARE
is an acronym Glanz has used in
previous books, representing Cre
ative Communication, Atmosphere
and Appreciation for all, Respect
and Reason for being , and Empa-
thy and Enthusiasm, qualities she
sees as essential in the workplace
or both employee retention and ex-
cellence.
After a general overview, Glanz
looks at each of the eight items in
her acronym, explaining it more fully
and offering many low-cost, creative
mays (as well as some costlier sug
gestions) to express each quality,
f=or example, Communication: meet -
lead to a "Why bother?"attitude and
another employee who merely
shows up for the hours specified or
seeks acknowledgment elsewhere.
While Handle With Care is in-
tencled for managers and supervi-
sors in both large and small com-
panies, it is interesting Ind quite
readable to someone Without a busi-
ness degree or even any business
experience. While some of her sug-
gestions are applicable more to the I corporations she often works
with, the majority would work any.

can most easily be shown by a ver-
bal or written "thanks ". Yes, even
when a task or attempt is consid-
ered by You to be just part of the
job. However, there are many other
free or inexpensive ways to convey
gratitude for a worker's efforts: an
appreciative phone call to his or her
mother or Spouse, acknowledgment
ever worked for or with someone,
had a leadership role in any organi-
zation such as Scouts or Rotary
Club or a church group, or even
"managed" a classroom of Students
