1. Mayor Called Meeting to Order, Councilman Garza led the Invocation, followed by the
Pledge of Allegiance.
CONSENT AGENDA
2. a) Approve Minutes: May 19, 2003
b) Disbursements
Councilman Evans moved to approve the Consent Agenda, Councilman James
seconded, Motion carried unanimously.
3. Citizen's Input.
None.
4. Consider and Possible Action on Appointment of Mayor Pro-Tem.
Councilman Evans moved to appoint Councilman Andy Garza, Councilman Higgs
seconded, Motion carried unanimously. Councilman Garza abstained.
Mayor moved down to Item #8.
8. Consider and Possible Action Ordinance #06-17-03 -Denying TXU Gas Company's
Request to Change Rates in the City of Sanger.
Rick Hall addressed the Council concerning this item. He indicated this was a state
wide case and recommended the Council pass the Ordinance denying the rate case.
Lengthy Discussion regarding the rate case.
Councilman Evans moved to adopt Ordinance #06-17-03. Councilman Higgs seconded.
Motion carried unanimously.
5. Consider and Possible Action on Final Plat for Quail Run, Phase I. Property is located
on Cowling Road.
Discussion regarding the Final Plat on this project.
Staff advised that Planning and Zoning recommended approval of the plat.

Councilman Evans moved to approve the Final Plat for Quail Run with all
requirements made by the City Engineer. Councilman Higgs seconded. Motion
carried unanimously.
6. Consider and Possible Action on Preliminary Plat for Redwing Heights, Phase V.
Property is located in the E.T.J. off of F.M. 455 West.
Discussion regarding the street and location of property.
Councilman Evans moved to approve the Preliminary Plat for Redwing Heights, Phase
V. Councilman Garza seconded. Motion carried unanimously.
7. Consider and Possible Action on Appointments to all City Boards and Commissions.
Discussion regarding the board appointments.
Mike James moved to make the following appointments to the Planning and Zoning
Commission:

Polly Dwyer
Councilman Higgs seconded. Motion carried unanimously.

WHEREAS, a Request for Change in Zoning Classification was duly filed with the City of
Sanger, Texas, concerning the hereinafter described property;
WHEREAS, due notice of hearing was made in the time and manner prescribed by law and

AN ORDINANCE PROVIDING FOR THE AMENDMENT TO THE CENTRAL
ZONING MAP OF THE CITY OF SANGER, TEXAS, AND PROVIDING FOR A
ZONING CHANGE AND A ZONING CLASSIFICATION FROM B-Z TO I-1
SPECIFICALLY DESCRIBED HEREIN; AND PROVIDING FOR IMMEDIATE
EFFECT.
WHEREAS, a Request for Change in Zoning Classification was duly filed with the City of
Sanger, Texas, concerning the hereinafter described property;
WHEREAS, due notice of hearing was made in the time and manner prescribed by law and
the Planning and Zoning Commission of the City of Sanger, Texas, duly covered and
conducted a public hearing for the purpose of assessing a zoning classification change on the

Re: Bridal Path Sewer Project
The Bridle Path Sewer Project has been in the planning stages for sometime. Staff has approached
the 4A Board regarding possible assistance with financing the bore on this project. There are also
funds allocated in the Capital Improvements Budget for this project. Staff is requesting
authorization to proceed with the bid process on this project.

Re: Board Appointments
We spoke with Christian Lindberg who had volunteered to serve on the Parks Board prior to the
previous board appointments. He was appointed to the Library Board. He has indicated that he is
really interested in serving on the Parks Board. Katharine Wordell, who had volunteered fro the
Planning and Zoning Commission was appointed to the Parks Board. She has accepted the
appointment, but has indicated she is willing to serve on the Library Board. Staff is requesting to
switch these two appointments.

MAY 2003 ACTIVITIES

HIGHLIGHTS:
A custom-built cabinet for special displays has been purchased with donations made in
memory of Ron LaFon. It is in the foyer and will be used for historical, scientific and cultural
displays.
ADMINISTRATION:
Submitted a budget request for Fiscal Year 2003-2004.
Meetings attended:
Denton County Library Advisory Board, 5/15, Lake Cities Library
NTRLS System Meeting, 5/22, Fort Worth
COLLECTION:
Ordered books on CD. This is a new service that the library will offer.
CIKCULATION:
Assembled a new packet of 25 videos that is rotated among three other Denton County
libraries.

ook a new set of books to the Senior Center.
PUBLIC RELATIONS:
Distributed a flyer for the Summer Reading Club to all school kids, grades K through 5.
SPECIAL PROJECTS:
Picked up a microfilm reader/printer that was donated by the American Association for
Respiratory Care. The condition of the machine has not yet been determined.
PROGRAMS:
The theme for Storytime in May was "Domestic Animals". Weekly programs were
"Cats", "Dogs", "Cows" and "Pigs". In addition, preparations for summer programming was
underway.
