Councilman Higgs moved to approve the Consent Agenda, Councilman Evans seconded.
Motion carried unanimously.

4. Conduct Public Hearing to Consider a Zoning Request Change From 2-F (Duplex) to
MF-1 (Multi -Family) on Property Legaily Described as Abstract 1241 in the Henry
Tierwester Survey, Tract 217, Being 5.00 Acres. Property is located at 903 Keaton Rd.
Public Hearing opened.
Mark Moore, spoke in favor of the zoning request. He indicated that the Planning and
Zoning commission approved the request 5 to 19 and that eighteen (18) homeowners
back up to the property, and of them, fifteen were spoken to. Three of them had no
problem with the re -zoning, ten did not want two story, two wanted to see a site plan,
one was concerned about drainage, and one did not want low income housing.
Currently the property is zoned duplex, and could be developed with about 34 duplex
lots. With MFl, theoretically they could get 50 units, but with the easements on the
property they could get closer to 45 units. He indicated there were advantages to the
city, including that all improvement would be put in by the developer. They feel it is
a good use for the land. It will be a good buffer between the mobile home park and the
single family homes. They want the property owners to feel comfortable. This will
bring additional housing to the City of Sanger. They would be willing to put in a side
walk to help with the pedestrian traffic on Keaton Road.
Kathy Carter,1609 Fairfield Circle, spoke in opposition of the request,. This is in their
back yard. They did not receive notification. She was concerned with zoning
enforcement. She is concerned that current zoning issues are not being enforced.
Dwayne Trower, 1822 Melinda ivfyrl, spoke in opposition in the request. He was in
favor of development in this town, but felt the zoning should remain duplex. He did not
think it should be re -zoned. He indicated that he did not feel the Council members
would vote to down zone property near their own homes, and asked that they vote
against this request.
JL Wright, Duck Creek road, indicated he would like to see the streets fixed before
more housing was put in.
Katherine Wordell,1824 Melinda Myrl, expressed concerns regarding the down zoning
that was recommended by P&Z. The question is how much more dense the property
will be. This will mean more cars, more traffic, and more pedestrians. There is an
increase in traffic on Keaton road already. There is no sidewalk on either side of the
road. Two new housing additions use that road and no sidewalks were put in. Children
walk in the street. There is not even a speed limit sign on the street. She indicated that
she had asked about it being a school zone, and was told it was too far away from the
school to be considered a school zone. She is not against growth in Sanger, but
indicated that this is in her back yard. She indicated that even if walls were put on both
the North and the South side of the property, she would still be opposed to it. This will
increase the risk to all pedestrians.

5. Consider and Possible Action Regarding a Zoning Request Change From 2-F (Duplex)

Jimmy Evans asked how many in the audience had homes that backed up against the
property.
(Six (6) hands were raised).
Discussed difference in number of units in duplex vs. multi -family zoning.
Moratorium discussed.
Councilman Higgs asked Mr. Moore if he bought the property knowing it was zoned
ZF.
Mr. Moore indicated he did.
Discussion.
Councilman James indicated Keaton Road did have traffic issues. He felt the city could
check into traffic control. He indicated the fence would be put up on both sides.
Khosrow Sadeghian also spoke in opposition to the request.
Discussion.
Councilman Ervin moved to deny the request, Councilman Garza seconded, Motion
carried 5 to 1.
6. Conduct Public Hearing to Consider a Zoning Request Change From B-2 (Business 2)
to I-1(Industrial 1) on Property Legally Described as Abstract 29, Tract 66. Property
is located at 201 and 203 E. Chapman Dr.
Ken Perry indicated the property had previously been zoned LB and he could put in
storage buildings under that zoning. He currently has storage buildings on the
property, and would like to build another 5000 square foot building.
Discussion.
Public Hearing closed.
7. Consider and Possible Action Regarding a Zoning Request Change From B-2 (Business
2) to I-1 (Industrial 1) on Property Legally Described as Abstract 29, Tract 66.
Property is located at 201 and 203 E. Chapman Dr.
Councilman Ervin asked when the property was zoned B2.
City Secretary indicated 1985-87.
Councilman Evans moved to approve the request.
Motion carried unanimously.

Tne rates to be charged by the City for sanitary sewer service are hereby established as follows:
(a) Residential -Class A: Class A customers shall include all residential type users including, but
not limited to, single4arnily residences, apartment units, trailer court units, duplexes, or any
other service primarily intended for domestic or residential use. The City may include similar
low volume users such as churches and small business offices or stores in. Class A.
All Class A customers of municipal wastewater facilities will be charged a minimum of fifteen
dollars ($15.00) per monthly cycle and one dollar ($1.00) per thousand gallons of metered water
in excess of the first one thousand (1,000) gallons, but in no case to exceed thirty ($30.00) per
month.
(b) Commercial -Class B. Class B customers shall include commercial users such as, but not
limited to, restaurants, cafes, car washes, schools, hospitals, nursing homes, offices, hotels,
motels, laundries, grocery stores, department stores, and other commercial business operations as
may be identified as not a Class A type user.
All Class B customers of municipal wastewater facilities shall be charged the following rates for
the monthly facilities charge and one dollar ($1.00) per thousand gallons of metered water in
excess of the first one thousand (1,000) gallons,

IPMO Observation Report

The Sanger Public Library. Sanger, Texas.
In a library so small and intimate as the public library in Sanger, Texas, it is difficult to
find one aspect to define and elaborate on. As I observed, I decided that the library itself
and its relation to the community is the best this library has to offer.
Since the town of Sanger is nothing to write home about, I had little expectations of what
this library would be, but its impact began as I was driving around the town square and
saw a new building on the corner. Granted, the outside of the building could have been
designed to complement the historical nature of the square, but it is not obtrusive at all.
Around back there is a well -planned parking lot that is entered through a weather
protected drive -through.
As a native of a small east Texas town, I am well aware of how a stranger who walks into
a local place might be viewed, especially one who appears to be "observing without
interviewing" so I entered with a bit of trepidation. My fears proved to be completely
ungrounded. The two ladies at the desk which was centered right in fiont of the door
rooked up pleasantly and asked if I needed help and were immediately satisfied with xny
answer that I was just thereto study. Even as I walked around the intimate space and
viewed the collections and displays I received no suspicious looks.
My first order of business was to investigate the computer access. Again, the ladies were
helpfiil and kind as they had me read their policy and then sign an agreement slip which
they keep on file. I was not questioned as to my residency or even if I had a library card.
After signing on the dotted line, I was directed to a small room within view of the
reference desk that held 3 computers and a microfiche reading machine. It was in this
little room that I had my first experience with the service this little library offers to its
citizens. Sitting at the computer next to me was an unkempt, dirty man whose body odor
became rather strong in the small space even with the door open. He had a physical
disability that required him to use both hands to move the mouse. I was not offended in
the least, but was interested to watch as the librarians treated him with the same respect
and friendliness as they did me. When he left he received smiles and the admonishment
to "please come again" and I was reminded of how often the services we librarians offer
may not have anything to do with research or literature at all, but with the respect and
dignity of all who enter our doors.
The computers in the computer room were filtered and could not access email. Another
worksite in full view of the reference desk was available for this. At this station there
was software that included tax helps and geneology and a series entitled "How to Use
This Computer." From all the college preparatory signage on this desk I concluded that

this computer must be the most popular with the younger crowd. There was a poster
listing possible careers that would necessitate a college degree and a pile of business
cards stating "Know Before You Go." On the back of this card were testing dates for the
ACT and SAT with the web addresses,
www.act.org, www,collegeDoarci.org, and www.AdventuresInEducation listed for more
information. Another poster encouraged students to see their school counselor for
scholarships, grants and other funding available in their state. Also in close proximity to
the reference desk was the card catalogue computer. The catalogue was on the Athena
system which I found easy to navigate and use.
The stacks were in an easy to manage layout with enough space between them for two
people to browse back to back without interfering with one another. As I find myself in
the middle of middle age, light has become extremely important to my ability to see. I
had no trouble seeing in this library. Florescent lighting was abundant as well as much
welcomed natural light that flooded through several windows including a floor to ceiling
"picture" window that overlooked the city park in the middle of the town square. I found
out through a beautiful and informative historical display that the land for this square had
been given and designated to be a park by the town's founder... a woman!! Even in this
small library there was one comfortable seating area of a couch and two chairs, with a
coffee table for feet propping. This was situated in front of the big window•ixrhich was
flanked by the periodicals display. A comfy place to sit and browse through a magazine
or newspaper which a woman did while I was there. Also included in the overall layout
were three study tables and a large open children's area. The children's area was
decorated for spring with posters of bunnies and flowers and chicks hanging from the
ceiling. On the floor were two pillows in the shape of flowers for lounging and in a
corner the lower shelves had been removed and a foam mat and pillows had been added
to make a place for little ones desiring something a little cozier. A big rocking chair and
a television marked "For storytime only" were in a corner but I found no posted
information about dates and times for "Storytime." Was this an omission on their part or
just a part of small town life... everyone KNOWS when it is. A meeting room was
available but I didn't ask to see the inside of it.
The collections were adequate and well marked with unobtrusive signs that hung from
the ceiling so they could be viewed from almost anywhere in the room. I noted that with
interest that my twelve -year -old daughter would like the junior fiction being completely
separated from the children's fiction. But what I liked the very best about the collections
were large posters displayed on the end of every stack informing patrons of Interlibrary
Loans. As a reference librarian in the library of a tiny satellite college, I spend much of
MY time encouraging students to search "the world" through interlibrary loans and
databases so I was thrilled to see that this little library sees itself as the access to
"thousands of libraries" rather than an end in itself. What a service to a town of less than
1000 people. Videos and books on tape were numerous. Near these was a poster

informing patrons to inquire at the desk about more books on tape for handicapped or
learning impaired. It sounded similar to the interlibrary loan system.
There were the services one expects to find in a library such as tax forms and copy
machines, but I found to my amazement that a punch bowl with glass cups and plates was
available for checkout.
As my observation time drew to a close so did the school day and the library became a
busy place. Mothers and children coming to this place together. Only one appeared to be
alone and she was older and the librarian was helping her study so perhaps she was a
relative. Or is this another service this library in a small town offers without really
thinking about it? I can only wonder since I couldn't interview them. The staff was not
only friendly and not nosy, but also knowledgeable about their craft. I had situated
myself at the study table closest to the desk and was able to hear questions asked and
their answers as well as some one-sided phone calls. It was enough to convince me that
they knew their inventory and how to field questions.
So what aspect do I deem the most important in the Sanger Public Library? I would
have to say its role as a public servant. Within its walls the staff has managed to level the
playing field. The young, the old; the man, the woman; the clean, the not so clean; the
educated, the less educated; the inquisitive, the bored; the stranger, the friend; even the
hostess desperate for a punch bowl.., all are welcome here and treated with respect and
dignity. It is a worthy goal for all of us.

APRIL 2003 ACTIVITIES

HIGHLIGHTS:
The Library now has DVD movies to check out. Although they were not out until
midway through the month, there have already been 36 check outs of the 34 DVDs.
ADMINISTRATION:
Attended the Texas Library Association Conference in Houston, Apri12-4. I have been
asked to serve on the Bylaws and Resolutions Committee for the next three years.
At the Friends of the Library meeting, Nel Armstrong read a graduate student's report of
her observation of the Library. A copy of the report is appended.

were "Europe", "The Arctic", "The Near East", "The South Pacific" and "American Indians".
Besides the usual stories and crafts, kids enjoyed food, music, games and items to touch or dress
up in. Paula Couch presented the first program of the month while the Library Director was at
the TLA Conference.

Readers sometimes confuse
authors with the characters they
create. A new book that reveals the
real personalities of several Texas
authors is Stirring Prose: Cooking
With Texas Authors, Deborah
Douglas, a San Antonio pathologist
convinced thirty-nine Texas authors to
contribute recipe, and tell something
about them. Each author contributes
in his own distinctive manner that tells
as much about the author- as it does
about food. Each selection includes a
photograph (of the author, not the
dish) and a list of their works. The
literary notables come from a variety
of genres and levels of fame, and
through each writer's preface and food
offerings more than a taste is given of
the many styles and personalities
encompassed within our state.
Our western heritage is brought
to mind by recipes for venison and John
Erickson's (of Hank the Cowdog fame)
simple grilled steak dinner. Aworking
cowboy to support his family before he
self -published the original Hank tale
and began to sell it in western -wear
stores, he praises the virtues of grass
fed beef and explains the butchering
process. His recipes, however, are
more along the line of "throw a handful
of frozen peas into some boiling water".
Hispanic influences are also
featured , with the prominent use of
various chile peppers, novelist Lionel
Garcia's elegy to masa, and recipes
such as Huevos Rancheros, Sopa de
Arroz, and humorist Cactus Pryor';
Mexican Lasagna. A warning to
perfectionists, however: Pryor doesn't
give the amounts of the ingredients
except for the meat, or any cooling
times or temperatures, although he
does explain the layering process well

and notes the freezer -to -oven benefits.
Garcia is even further away from a
recipe, instead praising corn in great
detail as "the seed of all that is in the
civilization before us" and the
"lifeblood of the world and all its
eings".
Other ethnic groups and cultures
that Have influenced and enriched
Texas are also recognized. Poet R. S.
Gwynn, a teacher at Lamar University
in Beaumont, provides botli
instructions for and a poem about the
Cajun standard, Crawfish Etouffee.
Author of westerns Elmer Kelton
contributes his Austrian -born wife';
recipe for Linzertorte. Asian Shrimp
Fried Rice, by way of Utah and the Gulf
coast is included, as are Bohemian
Kolaches and Hummus from the
Middle East.,
Stirring Prose is definitely not the
average cookbook, even though almost
all the recipes are genuine instructions
to cook actual food. Even novelist
Robert Flynn's Lion Stew advises that
another meat may be substituted for
the lion. Surprisingly, even writers
whose biting sense of humor often
leads to controversy, sucli as Molly
Iv and Kinky Friedman, submit
detailed, multi4ngredient, "normal"
recipes. The constant change of voices
and style might be a bit disconcerting
to some readers, but the diversity here
only reflects the diversity of our state
and its varied residents. And
in throughout are intriguing
portraits of families and daily life and
in hopes and dreams, affecting
in that will that will touch many
readers, whether they cook or not.
This entertaining book is at the
Sanger Public Library.

IPRO Observation Report
The Sanger Public Library. Sanger, Texas.
In a library so small and intimate as the public library in Sanger, Texas, it is difficult to
find one aspect to define and elaborate on. As I observed, I decided that the library itself
and its relation to the community is the best this library has to offer.
Since the town of Sanger is nothing to write home about, I had little expectations of what
this library would be, but its impact began as I was driving around the town square and
saw a new building on the corner. Granted, the outside of the building could have been
designed to complement the historical nature of the square, but it is not obtrusive at all.
Around back there is a well -planned parking lot that is entered through a weather
protected drive -through.
As a native of a small east Texas town, I am well aware of how a stranger who walks into
a local place might be viewed, especially one who appears to be "observing without
interviewing" so I entered with a bit of trepidation. My fears proved to be completely
ungrounded. The two ladies at the desk which was centered right in front of the door
looked up pleasantly and asked if I needed help and were immediately satisf i�d with'ny
answer that I was just thereto study. Even as I walked around the intimate space and
viewed the collections and displays I received no suspicious looks.
My first order of business was to investigate the computer access. Again, the ladies were
helpful and kind as they had me read their policy and then sign an agreement slip which
they keep on file. I was not questioned as to my residency or even if I had a library card.
After signing on the dotted line, I was directed to a small room within view of the
reference desk that held 3 computers and a microfiche reading machine. It was in this
little room that I had my first experience with the service this little library offers to its
citizens. Sitting at the computer next to me was an unkempt, dirty man whose body odor
became rather strong in the small space even with the door open. He had a physical
disability that required him to use both hands to move the mouse. I was not offended in
the least, but was interested to watch as the librarians treated him with the same respect
and friendliness as they did me. When he left he received smiles and the admonishment
to "please come again" and I was reminded of how often the services we librarians offer
may not have anything to do with research or literature at all, but with the respect and
dignity of all who enter our doors.
The computers in the computer room were filtered and could not access email. Another
worksite in full view of the reference desk was available for this. At this station there
was software that included'tax helps and geneology and a series entitled "How to Use
This Computer." From all the college preparatory signage on this desk I concluded that
this computer must be the most popular with the younger crowd. There was a poster
listing possible careers that would necessitate a college degree and a pile of business
cards stating "Know Before You Go." On the back of this card were testing dates for the
ACT and SAT with the web addresses,
www.act.org, www,collegeboard.org, and www.AdyentureslnEducation listed for more
information. Another poster encouraged students to see their school counselor for
scholarships, grants and other funding available in their state. Also in close proximity to
the reference desk was the card catalogue computer. The catalogue was on the Athena
system which I found easy to navigate and use.
The stacks were in an easy to manage layout with enough space between them for two
people to browse back to back without interfering with one another. As I find myself in
the middle of middle age, light has become extremely important to my ability to see. I
had no trouble seeing in this library. Florescent lighting was abundant as well as much
welcomed natural light that flooded through several windows including a floor to ceiling
"picture" window that overlooked the city park in the middle of the town square. I found
out through a beautiful and informative historical display that the land for this square had
been given and designated to be a park by the town's founder... a woman!! Even in this
small library there was one comfortable seating area of a couch and two chairs. with a
coffee table for feet propping. This was situated in front of the big windoW4which was
flanked by the periodicals display. A comfy place to sit and browse through a magazine
or newspaper which a woman did while I was there. Also included in the overall layout
were three study tables and a large open children's area. The children's area was
decorated for spring with posters of bunnies and flowers and chicks hanging from the
ceiling. On the floor were two pillows in the shape of flowers for lounging and in a
corner the lower shelves had been removed and a foam mat and pillows had been added
to make a place for little ones desiring something a little cozier. A big rocking chair and
a television marked "For storytime only" were in a corner but I found no posted
information about dates and times for "Storytime." Was this an omission on their part or
just a part of small town life... everyone KNOWS when it is. A meeting room was
available but I didn't ask to see the inside of it.
The collections were adequate and well marked with unobtrusive signs that hung from
the ceiling so they could be viewed from almost anywhere in the room. I noted that with
interest that my twelve -year -old daughter would like the junior fiction being completely
separated from the children's fiction. But what I lilted the very best about the collections
were large posters displayed on the end of every stack informing patrons of Interlibrary
Loans. As a reference librarian in the library of a tiny satellite college, I spend much of
my time encouraging students to search "the world" through interlibrary loans and
databases so I was thrilled to see that this little library sees itself as the access to
"thousands of libraries" rather than an end in itself. What a service to a town of less than
1000 people. Videos and books on tape were numerous. Near these was a poster

informing patrons to inquire at the desk about more books on tape for handicapped or
learning impaired. It sounded similar to the interlibrary loan system.
There were the services one expects to find in a library such as tax forms and copy
machines, but I found to my amazement that a punch bowl with glass cups and plates was
available for checkout.
As my observation time drew to a close so did the school day and the library became a
busy place. Mothers and children coming to this place together. Only one appeared to be
alone and she was older and the librarian was helping her study so perhaps she was a
relative. Or is this another service this library in a small town offers without really
thinking about it? I can only wonder since I couldn't interview them. The staff was not
only friendly and not nosy, but also knowledgeable about their craft. I had situated
myself at the study table closest to the desk and was able to hear questions asked and
their answers as well as some one-sided phone calls. It was enough to convince me that
they knew their inventory and how to field questions.
So what aspect do I deem the most important in the Sanger Public Library? I would
have to say its role as a public servant. Within its walls the staff has managed to level the
playing field. The young, the old; the man, the woman; the clean, the not so clean; the
educated, the less educated; the inquisitive, the bored; the stranger, the fi7end; even the
hostess desperate for a punch bowl... all are welcome here and treated with.respect and
dignity. It is a worthy goal for all of us.

Mark Owens has been working at home some this month in
order to expedite the plans for the sewer plant expansion.
Police:
The Police Department has moved into the new building.
Parks:
The lights are in at the small field, and the pipe has been laid
for the large field. Both fields should be lit within the week.
The dugout covers are in place
Contacts/New Businesses:
Miguelito's: Plans are continuing for the new building. There is an
item on your agenda for discussion regarding the gas line.
Carl Kelly: Should start construction in May.
Chicken Express: They are up and running.
Babe's Chicken: Paul Vineyard will meet with 4A Monday before
the Council meeting for discussion regarding Babe's Chicken,
Subway: The new Subway Sandwich shop has pulled a permit for
remodeling. They will be located in the Lake Ray Roberts Plaza.
Curves for Women: They are expecting to open the beginning of
July.
Laundry Mat: a remodeling permit has been pulled for a Laundry
Mat in the Lake Ray Roberts Plaza.
