1. Mayor Called Meeting to Order and led the Invocation, Councilman Glenn Ervin led
the Pledge of Allegiance.

Councilman Higgs indicated he was present at the previous meeting.
Councilman James moved to approve the Consent Agenda as corrected, Councilman
Higgs seconded, Motion carried unanimously.
3. Citizen's Input.
None,
4. Conduct Second Public Hearing on Proposed Annexation of the Following Properties:
ABSTRACT 725, TRACT 14B, BEING 2.1076 ACRES, AND
ABSTRACT 725, TRACT 14, BEING 23.7484 ACRES, AND
ABSTRACT 1241, TRACT 42, BEING 2.50 ACRES, AND
ABSTRACT 1241, TRACT 41, BEING 2.50 ACRES, AND
ABSTRACT 29, TRACT 65, BEING 109.49 ACRES, AND
ABSTRACT 29, TRACT 123, BEING 74.33 ACRES.
Public Hearing Opened.

5. Consider and Possible Action on Ordinance #07-21-03 - Amending the Personnel
Policies.
City Secretary indicated there was a section that allowed for suspension of an employee
with pay, and that was scratched from the ordinance. The change was due to previous
terminations or disciplinary actions that have come back on us for unemployment. At
a Texas Workforce Seminar, it was suggested that employees sign off on individual
policies.
Councilman Ervin asked if the standards are signed by each employee, and if the
standards are in writing for each department.
City Secretary indicated she did not think this was being done, the department heads
should have guidelines for their own departments.
Councilman Ervin felt every department she have those standards in writing and have
them signed by each employee. The message needs top be clear for all employees.
Mayor asked if there had been any other problems with the policies outside of the
employees filing for unemployment.
City Secretary indicated there have not been any other issues.
Discussion regarding phone bills and excessive use.
Mayor indicated if employees have a personal emergency they should be able to use the
phone.
Councilman Ervin felt the ordinance should be looked at closer to make sure its what
the city needs.
Discussion.
Councilman James moved to approve ordinance #07-21-03 and look at the personnel
policies within 90 days. Councilman Garza seconded.
Councilman Ervin suggested a checkoff list for equipment be used in all departments.
Motion Carried Unanimously.
6. Consider and Possible Action on Ordinance #07-22-03 -Regulating Alternate Water
and Sewer Facilities.
City Secretary indicated the current city ordinance does allow water wells. The City
Engineer and City Attorney felt they should not be allowed. There are so many
regulations and requirements on a well in this ordinance, that it makes it difficualt for
an individual to put in a well.
Councilman James indicated the City does not have an executive director of utilities.
Consensus was to change it to City Engineer.
Discussion regarding the septic tanks in the ordiannce. Insert 18 months in paragraph
5.
Discussed City Health Officer should be changed to "City designated official'.

Councilman Higgs moved to adopt Ordinance #07-22-03, with changes as stated.
Councilman James second. Motion Carried Unanimously.
Councilman Evans asked when they will start the budget.
City Manager indicated there will be a workshop at 6:00 before the next Council
meeting.
