01/20/2004-CC-Minutes-RegularCITY MINUTES: CITY COUNCIL JAI'm UARY 20, 2004 PRESENT: Mayor Tommy Kincaid, Councilman Andy Garza, Councilman Mike James, Councilman Jimmy Evans, Councilman Joe Higgs, Councilman Glenn Ervin OTHERS PRESENT: City Manager Jack Smith, City Secretary/Assistant City Manager Rose Chavez, City Engineer Mark Owens, Electric Superintendent Mike Prater, Wayne Whitaker, Kirk Wilson, Joe Falls, Richard Payne, Shelley Ruland, Chris Bengston, Jeff Springer, John Springer, Liz Springer, Burness Higgs, Gayland Howell, Barbara Sormezler, Matt Sormezler, Mike Dobrovolsky, Bob JohnsonJ 14 Mayor Called Meeting to Order, Councilman Higgs led the Invocation, Councilman Evans led the Pledge of Allegiance. CONSENT AGENDA 2, a) Approve Minutes: January 5, 2003 b) Disbursements Councilman Evans moved to approve the Consent Agenda, Councilman Garza seconded, Motion carried unanimously. 3, Citizen's Input. Mike Dobrovolsky expressed concerns regarding the parking on Bolivar Street. He indicate the angle of the lots did not allow enough parking. He asked the Council to consider options for more customer parking. Council indicated a workshop should be scheduled to discuss this. 4. Consider and Possible Action on a Final Plat for Fallmeadows, Phase IIh Property is Located within the City of Singer's E.T.J. Mayor asked if the Planning and Zoning Commission had approved this. City Manager indicated they had. Brief Discussion, Councilman James moved to approve the Final Plat for Fallmeadows, Phase IH. Councilman Evans seconded. Motion carried unanimously. S. Consider and Possible Action on Architectural Study for Downtown Area and Sidewalk Repair. City Manager indicated when this was brought up previously, there was a group working on a proposal for downtown, At that time the Mayor requested they bring it back to the Council in January; therefore it was put on this agenda. There has been preliminary work done on wheelchair access to the drugstore. They need to visit with 6. 0 the downtown group to determine what their plan is before they proceed with repairs at the drugstore. Discussion regarding the sidewalk in front of the drugstore and possible grant funds. Councilman Higgs indicated he felt they needed some type of plan, and indicated the Keep Sanger Beautiful Board was already working on a plan, and he felt they should get with them. John Springer addressed the Council concerning the sidewalks on Bolivar Street. He indicated there is a lot of interest from the University. He has been visiting with �ayalnd Howell, President of the Alumni Association, and he is willing to help them with projects and he has several other people willing to help as well. He indicated there were individuals in Sanger who had the expertise to assist with infrastructure and possible engineering. He indicated they were looking at taking the artist's plan and consider using it to form the permanent plan. If they could do a project plan, even in phases, it should satisfy the immediate needs and the needs of the future. Discussion followed.
