Mayor Pr•o Tem Garz:u called meeting to order. 2. Budget Workshop. City Manager indicated the only thing they have been discussing is Capital Improvements. Discussion. Councilman Ervin indicated Amyx's drainage problem needs to be added to the C.I.P. he would also like to see the lot on the corner of Fourth and Bolivar Street put on the plan. Discussion regarding t:he Porter building for the Police and Court. Councilman Ervin indicated he would like to have a bond election in May for the total amount of the improvements Discussed the lift station and other improvements. Discussed revenues and how to fund the improvements. Discussed water• rates compared to the City of Denton's rates. Discussed the City of Denton's commercial water rate. Discussed raising the rates. Councilman Evans asked what it would do to add $1.00 to the facilities charge. City Secretary indicated about $32,000 a year. Discussed the minimum charges on sewer rates. Councilman Ervin indicated he would like to see the facilities charge for commercial users on both water and sewer increased. Discussion regarding bonds and bond ratings. Discussed the electric ;Facilities charge. Council agreed to go rip $1.00 on the facilities charge for sewer. he commercial facilities charge on sewer will go according the size of the meter. Discussed Dentorr's residential facilities charge. Councilman Ervin indicated he did not want to go up on the residential. Ike does want to go up on the commercial. Discussed the rates. Councilman Erwirn a<,ked staff to come up with facilities charges for each size commercial meter. Council indicated staff should come back with rate increases on water usage. Discussion continued regarding the facilities charges. Schedule workshop for 6:a0 Monday before the regular meeting. Discussed revieovedl budget by department. City Secretary indicated they adjusted the General Fund to give the Street Department contractual services for tree limbs. Whey moved the $249000 in excess revenues to that department. The debt was moved to the debt schedule which was used in the calculation of the effective tax rate for this year. Reconvened at 7:30. Couricilrnan Ervin exl:u•essed concerns regarding the vehicle that was now being used by the Police Department and whether or not it would be returned to the Administration Department. City Secretary indicated it would be returned to the Administration Department when the new vehicle for• the Police Department was purchased. Diseussed the Engineer position and if it was feasible to hire a full time engineer. ............. Councilman Ervin asked if any officers would be added to the Police Dept. Police Chief indicated there would not be. Discussed overtime in the police department. Councilman Ervin asked why the drug prevention was cut. Police Chief cated it was for drug prevention materials, and for the drug dog. The amount budgeted last year was too high. Councilman Ervin asked about the cell phones and now it was working. Police Chief indicated it was working out fine. Councilman Gawza asked about the temporary salaries in Animal Control. City Manager indicated that would be to hire someone when the Officer was on vacation. Councilman Ervin asked about dog pound expense. Eddie Branham indicated it was for Euthanization and disposal. Councilman Waggoner asked why the pension fund was so much less than last year. City Manager indicated that is what the hire Chief put in his budget proposal. She will check into it. Discussed the fire pay at the end of the year. Councilman Ervin asked about lease equipment, Staff indicated the fire truck was moved to debt service. Discussion regarding the Fire Marshall position. Discussion regarding contractual services in Municipal Court. Councilman Ervin asked about the salary for the Code Enforcement Officer. Councilman Garza indicated he would like to see a progressive pay scale. He would like to start the person out at a lower salary and then increase the salary as they learn the job. Discussion regarding the position. Councilman Garza indicated there should be some kind ol•'salary structure. Councilman Ga�•za asl�ed if it was decided what was going to happen with the streets and parks. City Manager indicated he and Rose had discussed getting someone to help more on the secretarial side to help with scheduling and paperwork. 3. Meeting Adjourned.
