08/16/1999-CC-Minutes-Work SessionN[inutes: City Council - Workshop August 16, 1999 Present: Mayor Tommy Kincaid, Councilman Jerry Jenkins, Councilman Glenn Ervin, Councilman Carroll McNeill, Councilman Andy Garza, Councilman Joe Higgs Others Present: City Administrator Jack Smith, City Secretary Rose Chavez, Administrative Assistant Samantha Renz 1. Mayor Called Meeting to Order. 2. Discuss Proposed Budget. City Administrator indicated he did add one police officer to start immediately. They also added another car, fully equipped. Discussed Revenues in the General Fund, and changes in the proposed budget. . There were increases in the Hotel/Motel Tax, Sales Tax, and Property Taxes. City Administrator indicated they are requesting a two cent increase on the Property Tax Rate, Councilman Jenkins asked about the Mixed Drink Tax, and how he came up with the amount. City Administrator indicated he did not have a number to start with, so he came up with a figure that he thought would for sure be collected. There will be a recommendation from staff to increase building permit fees, community center fees, and fees for Plats, and Zoning Requests. Discussion regarding Franchise Fees. City Administrator continued to explain the revenue increases in the General Fund. Discussed Revenues in the Enterprise Fund. Electric Income and Electric Purchases stayed the same. Water and Sewer Tap Fees will increase when the new Ordinance is passed to increase the fees. Discussion regarding Water and Sewer Tap Fees and what will be done with the revenues. Discussion regarding expected Growth. City Secretary explained the Interest Income, and how it is earned from CD's and Savings. Miscellaneous Income, and Transfers were discussed. City Administrator continued to explain the revenue increases in the Enterprise Fund, City Secretary explained the Debt Service. Recessed at 6:45 P.M. Reconvened at 9:15 P.M. Discussion regarding salaries. Librarian's salary and qualifications were discussed. Mechanic's salary was discussed. Discussed salary increase for Street Supervisor. Discussion regarding salary increases and how they were decided. City Administrator indicated they were trying to get salaries up where they were at a competitive level. Discussion continued regarding salaries. Council agreed to go with staff s recommendations on all salaries. Discussion regarding Fees, City Administrator indicated all fees will be done by Ordinance. Discussed raising Tax Rate. City Secretary explained Rollback. Council agreed to have workshop on September 7, before Council meeting at 6:00 p.m. to discuss increases on various fees. 3.
