Mayor Called Meeting to Order, Councilman Garza led the Invocation, followed by the Pledge of Allegiance. CONSENT AGENDA 2. a) Approve Minutes: October 4,1999 b) Disbursements Councilman McNeill had some questions concerning the disbursements, which the City Secretary addressed. Councilman Jenkins moved all items on the consent agenda be approved as presented. Councilman Garza seconded. Notion Carried unanimously 3. Citizen's Input. None. 4. Consider and Possible Action Regarding Release of Lien Request from Margaret Hernandez, in Regards to Lien on Property at 602 Wood St. (Owner, David T. Howard), Rehabilitation Grant Program. Councilman McNeill moved to accept staff s recommendation, and forgive the lien. Councilman Higgs seconded. Notion Carried unanimously. 5. Consider and Possible Action Regarding Street Lights Serviced by Co -Serve. Mayor postponed this item until the next meeting. 6. Consider and Possible Action Regarding Possible and Donation From Chambers Family for Use in Connection With the Library. Councilman Higgs moves to accept the donation. Councilman Garza seconded. Notion Carried unanimously. 7. Consider and Possible Action Regarding Resolution #10-06-99 - Setting a Date and Time for Public Hearings for the Purpose of Considering Annexations Into the City Limits. N[ayor read the Resolution as follows: A RESOLUTION SETTING A DATE, TIME AND PLACE ON PROPOSED ANNEXATION OF CERTAIN PROPERTY BY THE CITY OF SANGER, AND AUTHORIZING AND DIRECTING THE PUBLICATION OF NOTICE OF SUCH PUBLIC HEARINGS NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGER, TEXAS: That such Public Hearings will be held by the Governing Body of the City of Sanger, in the City Hall at 7:00 P.M. on November 1, 1999, and on November 15, 1999 for the purpose of considering annexation into the City limits of the following described property. BEING ONE (1) MILE NORTH I-35 R.O.W., ONE (1) MILE EAST FM 455 R.O.W., ONE (1.) MILE EAST, 1VICREYNOLDS ROAD R.O.W., AND ONE (1) MILE WEST FM 455 R.O.W. Councilman Jenkins indicated there would be no personal property annexed, only the roads and the right of ways. Discussion regarding how far North this would take the City Limits. Councilman McNeill moved to adopt Resolution 410-16-99. Councilman Jenkins seconded. Notion Carried unanimously. 8. Consider and Possible Action Regarding Proclamation O1-99 -Proclaiming October as "Voter Awareness Month". Mayor read the Proclamation as follows: A PROCLAMATION BY THE MAYOR 0F THE CITY OF SANGER 9. 10. TO ALL TO WHOM THESE PRESENTS SHALL COME: VfIHEREAS, it is a fundamental duty and privilege of every Texan eligible to vote to participate in the electoral process; V��HEREAS, the it Secretary of State's Office is actively promoting voter participation for the November 2, 1999, Constitutional Amendment Election; NOW, THEREFORE, I, Mayor for the City of Sanger, do hereby proclaim October, "Voter Awareness month" and furthermore urge all registered citizens of Sanger to exercise their constitutional right by casting a ballot in the Constitutional Amendment Election either during ttie early voting period, or on Election Day, November 2,1999. Councilman Jenkins moved to adopt Proclamation #01-99. Councilman Garza seconded. Motion Carried unanimously. Any Other Such Matters. a)Mayor read a letter that was sent to Governor Bush and was fo d d f rwar a rom the Governor to the City. It was written by an individual who was passing through Sanger from Oklahoma with his family. His car broke down in Sanger and he received assistance from several citizens in Sanger. b) City Administrator indicated there was a bust donated to the City, and placed a t the library. He indicated there would be a formal donation of the bust on Saturday, November 6, 1999 at 2:00. c) Councilman McNeill expressed concerns regarding the permits issued for the twenty-two duplexes, and indicated the City needed to give the man his money back.
