1. Mayor Called Meeting to Order.
2. Discussion Regarding Proposed Ordinance #11-22-99 -Back Flow, Cross Connections,
and Protection of the City's Potable Water Supply.
City Manager indicated this was a mandate from the State of Texas, that the City
establish a plan for backflow prevention, cross connections, etc. As far as residential,
this only refers to future residents, but it will apply to some current businesses.
Mayor asked if the cost would be the responsibility of the City or the individual.
City Manager indicated it would be the cost of the individual, the City would only be
responsible to inspect it.
He talked with Mr. Hieburg at TNRCC. Mr. Hieburg sent a copy of the rules and
regulations of the Health and Safety Code and Safe Drinking Water Act that gives
TNRCC the enforcement action in this matter. What it comes down to is the city must
comply by February 10, 2000 or will be subject to a fine of up to $1,000.00 per day.
Councilman Ervin asked how many places in town need it currently.
Eddie indicated he did not know exactly, but it would affect car washes, and any place
where there might be detergents or chemicals injected into the system.
Eddie read a list of all types of businesses that would be affected.
Councilman Ervin indicated he would like a list of all businesses that will need it.
Eddie indicated the City needs to show the State they are working on compliance, and
the first step would be to pass the ordinance.
Discussion.
Bob Hagemann indicated each device will need to be inspected once a year.
Discussion regarding how inspection will work, how the device to do the inspection
works, and how they will get to the device to inspect it.
Eddie went over the inspection checklist with the Council.
