03/06/2000-CC-Minutes-RegularMINUTES: CITY COUNCIL MARCH 6, 2000 PRESENT: Mayor Tommy Kincaid, Councilman Carroll McNeill, Councilman Joe Higgs, Councilman Andy Garza ABSENT: Councilman Jerry Jenkins, Councilman Glenn Ervin OTHERS PRESENT: City Secretary Rose Chavez, Water/wastewater Superintendent Eddie Branham, Prentice Preston, Shelley Ruland, Jenny Hall, John Love 1. Mayor Called Meeting to Order, Councilman Garza led the Invocation, followed by the Pledge of Allegiance. CONSENT AGENDA 2. a) Approve Minutes: February 21, 2000 February 28, 2000 - Special Called b) Disbursements Councilman McNeill moved to approve the Consent Agenda as presented. Joe Higgs seconded. Motion Carried unanimously. 3. Citizen's Input. None. 4. Consider and Possible Action Regarding Ordinance #03-OS-00 -Amending Water and Sewer Connect Fees for Apartments and Motels. Mayor indicated the City Manager had spoke with him and advised that there had been several individuals came in to City Hall and inquired about these fees, but decided not to build apartments once they heard the cost. Prentice Preston, 809 N. 5', expressed his concerns in regards to the existing ordinance regarding water and sewer connect fees. Mr. Preston indicated if the developer has to pay the current connect fees, it will cost more than the land. He thought Council should consider having the growth pay for it in a Revenue Bond, and reconsider if this Ordinance is the best way to pay for a treatment plant. Councilman McNeill indicated he had asked for this to be on the Agenda. He indicated when the Ordinance was passed, he felt the cost should be less, but not too low. He indicated that when changing the Ordinance they should also be thinking about motels and nursing homes, and how they should be charged. Council agreed not to decide on this item, only to discuss it. Discussed difference in Apartments and Duplexes. Discussion regarding fees. Council instructed staff to research fees for other cities regarding nursing homes and motels, and place on the next agenda. Schedule workshop for 6:00 P.M. on March 20, 2000, before Couacil meeting. 5. Consider and Possible Action on Resolution #03-03-00 - Authorizing Mayor to Sign Note with GNB for Purchase of Vehicle for Water/Wastewater Department. Councilmaa Higgs moved to authorize the Mayor to sign the note at GNB. Seconded by Councilman Garza. Motion Carried unanimously. 6. Consider and Possible Action on Appointment of Election Judge and Alternate Judge for May 6, 2000 Election and Presiding Judges for the Early voting Ballot Board. 7. n Councilman Higgs moved to appoint Sarah Wilkerson as Election Judge and Marjorie Braxton as Alternate Judge for May 6 Election, and the Early Voting Ballot Board. Councilman McNeill seconded. Motion Carried Unanimously. Any Other Such Matters. Eddie Branham indicated the new water line on Elm Street was in operation. Adjourn.
