B. Rowe, Justin Calvert, Jared Tye, Daniel Piatt, Nathanael M. Piatt, Linda Piatt, Lisa Hardy -Sanger Courier, and Glenn Ervin 1. Mayor Armstrong called the meeting to order. Councilman Bell gave the invocation which was followed by the pledge to the flag. 2. CONSENT AGENDA: a}. Approve Minutes b}. Disbursements Motion was made by Councilman Jerry Jenkins and seconded by Councilman Richardson to approve the Consent Agenda. Matian carried. 3. Citizen's Input - Nane 4. Presentation By Beautification Board -Yard of Month Awards Tabled for next City Council Meeting. 5. Consider and Possible Action Awarding the Fuel Bid for City Vehicles Mayor Armstrong advised two bids were received: COMPANY Burton Oil Company P. O. Bax 508 Decatur, T 76234 Snap Shop P. O. Box 357 Sanger, TX 76266 95.5 Unleaded 92.5 Diesel 88.99 Cents Unleaded 58.95 Diesel Matian was made by Councilman Richardson to accept bid from Snap Shop for 88.9C7 for unleaded and 88.95 far diesel. Seconded by Councilman Bell. Motion carried. 6. Consider and Possible Action Regarding Resolution #R16-94 Solid tUaste Transfer Station Charges Discussion. Item tabled. ttTorkshap was scheduled for November 21st at :OC} p.m. 7. Consider and Possible Action Regarding Ordinance #022-94 - Amendments to Cable T.V. Ordinance Motion was made by Councilman Bell to adapt Ordinance #022-94, Amendments to Cable T.V. Ordinance. Seconded by Councilman Jenkins, which reads: ORDINANCE 022-94 Motion carried. S. Consider and Possible Action to Authorize Bids for Roof Repair at the Sullivan Senior Center Motion was made by Councilman Jenkins to authorize for bids for roof repair at the Sullivan Senior Center. Seconded by Councilman Richardson. Discussion. Motion carried. 9. Consider and Passible Action Regarding Nominee to DCAD Appraisal Review Board Motion was made by Councilman Jenkins to nominate John D. Springer to Appraisal Review Board. Seconded by Councilman Bell. Motion carried. 1 . Consider and Possible Action Regarding Change Order - V[7illow Street Construction Discussion concerning the curb and gutter of this street be eliminated and replaced with lay down edge in order to facilitate drainage from yards. The top of the curb will be higher than the average elevation of the yards. Motion was made lay Councilman Jenkins to approve change order on t illow Street reconstruction as discussed. Seconded by Councilwoman Braxton. Motion carried. 1 1. Consider and Passible Action Regarding Clean Texas 2Q4Q -Texas Recycles Day Motion was made by Councilman Richardson that the City of Sanger join Clean Texas 2a00 and advertise November 15th as Texas Recycles Day in Sanger. Seconded by Councilman Jenkins. Motion carried. 12. Discussion -Annexation of Utility Customers Discussion concerning annexation of current water or wastewater customers who are being served by the City and are not located in the City. Staff instructed to prepare a schedule on what needs to be done and when it must be done. Item scheduled for discussion at workshop. 13. { 15}. City Administration Report a}. The Concrete Company, if weather permitting, is planning to start on Thursday. 14. { 1 �}. Any Other Such Matters a}. Councilman Jenkins stated that the flag at the swimming pool needs the light replaced. Councilman Jenkins asked, why couldn't the flag be stored: b}. Mayor Armstrong advised that when she attended the Economic Development Seminar, that was directed by City Administrator at Sealy, Texas. He stated as shown on slides that a flag should be flown at every Municipal Facility. 13. Executive Session Pursuant to Article 6252-1�, Vernon's Civil Statutes, 2{g}, Personnel -Alternate Municipal Judge Mayor Armstrong convened City Council into executive session at 7:49 p.m. Mayor Armstrong reconvened City Council from executive session at 8:47 p.m. 14. Consider and Possible Action Regarding Executive Session Pursuant to V.A.T.S. Article 5252-17, 2{g}, Personnel -Alternate Municipal Judge Motion was made by Councilman Richardson to appoint Jerry Jenkins. as Alternate Municipal Judge. Seconded by Councilwoman Braxton.
