1. Mayor Armstrong called the meeting to order. Councilman Kincaid
gave the invocation which was followed by the pledge to the flag.
2. CONSENT AGENDA:

Motion was made by Councilman Jenkins to approve Consent Agenda.
Seconded by Councilman Kincaid. Motion carried.
3. Citizen's Input:
Benny Johnson addressed Council in regards to being placed on the
next City Council Agenda.
4. Presentation By Beautification Board -Yard of Month Awards
Esta Ashcroft presented the Yard of the Month Awards to the

5. Consider and Possible Action Regarding The Interlocal Agreement For
Fire Services with Denton CauntyJCity of Sanger
Discussion.
Motion was made by Councilman Richardson to approve Interlocal
Cooperative Agreement with Denton County for Fire Protection
Services. Seconded by Councilman Jenkins. Matian carried.
. Consider and Passible Action Awarding Roof repair Bid For The
Sullivan Senior Center
City Administrator advised that no bids were received from Sanger and
if Council concurs, they'll use the Denton phone book and pick three

commercial companies to receive possible quotes, if the quotes do not
exceed budgeted amount, they'll have the work done.
Staff will keep Council informed.
7. Consider and Possible Action Regarding Resolution #R18-94 - In
Support of Minority/i Vomen Owned Business Enterprise (M/ VBE}
Participation in the HOME Program
Discussion.
Motion was made by Councilman Jenkins to adopt #R18-94 as
drawn. Seconded by Councilwoman Braxton.

PARTNERSHIP PROGRAM BY ESTABLISHING AN M/ +VBE
PARTICIPATION GOAL; DESIGNATING AN EC UAL OPPORTUNITY
STANDARDS OFFICER; ESTABLISHING OUTREACH AND REFERRAL
SOURCES; MAINTAINING A LIST OF M/t [1BE CONTRACTORS AND
SUPPLIERS AND MAINTAINING RECORDS AND STATISTICAL DATA
ON M/WBE PARTICIPATION.
Motion carried.
8. Consider and Possible Action Regarding Rehabilitation Guidelines and
Homebuyer Guidelines
Motion was made by Councilman Kincaid to adopt the Rehabilitation
Guidelines and Homebuyer Guidelines for the Grant that the City has
received. Seconded by Councilman Jenkins. Motion carried.
9. Conduct Public Hearing Regarding a Zoning Request from Mr. &Mrs.
Barney McAfee to change zoning from B2 {Business 2} to I-1
(Industrial 1} on Property located at Keaton and Interstate 35 and is
legally described as 11.45 acres out of the H. Tierwester Survey and
t7. P. Johnston Survey, Abstract 682
Mayor Armstrong declared the Public Hearing open.
Jeffrey J. Danielson, 160Q Fairfield, addressed Council regarding this
zoning request. Mr. Danielson' concern was that a privacy fence be
required after this praperty is zoned back to Industrial 1.
No one else spoke for or against this request.
Mayor Armstrong declared the Public Hearing closed.
°` Mr. Danielson also was concerned regarding the creek.
Mayor Armstrong advised two contractors have been contacted about
getting bids to get that creek cleaned up. Mayor also advised that the
bids will be awarded as soon as it dries up and they can get them in
there to work.

Motion was made by Councilman Joe Bell to approve the
recommendation from the Planning & Zoning Commission to rezone
the property located on Keaton and Interstate 35 from B2 to I-1 for
Mr. &Mrs. Barney McAfee with the stipulation that a screening fence
be built upon construction of any property there. Seconded by
Councilman Jerry Jenkins. Mahon carried.
11. Conduct Public Hearing Regarding an ETJ Subdivision Request from
Zelma and Abram Millar on Property described as Lots 1-7, Black A,
being 3.313 acres in the Reuben Bebee Survey, Abstract 29, MARION
Point Acres
Mayor Armstrong declared the Public Hearing open.
No one spoke for or against.
Planning &Zoning Commission has voted unanimously on
November l7th to recommend approval of the submitted plat.
Mayor Armstrong declared the Public Hearing closed.
12. Consider and Possible Action Regarding an ETJ Subdivision Request
from Zelma and Abram Millar on Property described as Lots 1- ,
Black A, being 9 .313 acres in the Reuben Bebee Survey, Abstract 29,
Marian Point Acres
Motion was made by Councilman Kincaid to approve ETJ Subdivision
Request far Zelma and Abram Millar an properties described as
Lots 1-7, Block A, being 99.313 acres in the R. Bebee Survey,
Abstract 29, Marion Point Acres, which lies within the City's ETJ.
13. City Administration Report
a}. Annual Christmas Tree Lighting is scheduled for 6:3 p.m.,
Tuesday, November 29th in the Downtown Park. Several groups
have signed up to provide entertainment.
Rain Day for that is Thursday, Dec. 1, same time.
b}. Bay Scout Troop 199 in conjunction with the Beautification
Board, "cleaned up°' and winterized the "'Welcome to Sanger
Sign" at the Int-35 Business Loop.
c}. As a reminder, City l7ffices will be closed Thursday and Friday
for Thanksgiving Holidays.
d}. Two new employees at the front office, Angela Sonnenberg and
Ranell Quam.
