1. Mayor Pro-Tem Jenkins called the meeting to order. Rev. McNeal
gave the invocation which was followed by the pledge to the flag.
2. CONSENT AGENDA

Motion was made by Councilman Kincaid to approve Consent Agenda.
Seconded by Councilman Richardson. Motion carried.
3. Citizen's Input -None
4. Citizen Benny Johnson
Benny Johnson at 215 Southside addressed the City Council regarding
his request to remove his sanitation service pickup rate from his
utility bill. Mr. Johnson explained that he is in this type of business
and he can dispose of his own sanitation waste from his bill
Therefore, he would like for Council to deduct this service from his
bill.
Discussion continued.
Council advised that they could not remove the rate from his utility
bill. It is set by utility ordinance what a customer has to pay.
5. Consider and Possible Action Regarding Solid Waste Disposal Rate
Adjustment -Texas Waste Management
Al Judkiowicz addressed City Council regarding an increase of % on
all solid waste collection rates. The increase on residential collection
fee would increase from $7.75 weekly to $8.22. This would be
effective on February 1, 1995 billing. Mr. Judkiowicz proceeded to
explain TWM methodology concerning this two part increase based on
Consumer Price Index and Sub -Title D charges.
Discussion.
Motion was made by Councilman Kincaid to grant Tt+VM the requested
rate increase of °fo based on 3°!o GPI and 3°fo Sub -title D. Seconded
by Councilman Be1L Motion carried.
6. Consider and Passible Action Regarding Ministerial Alliance -
Chaplaincy Program &Well Baby Clini c

Rev. Skip McNeal, Pastor of First Baptist and President of Ministerial
Alliance, who resides at 701 S. 3rd, addressed City Council on this
item.
Mr. M% N% a<x 0 proposal concerned initiating both a Chaplaincy Program
to benefit public safety response and a well baby clinic.
Mr. McNeal proceeded in discussing the Rotation System for City
Chaplain which would require a 42 hour training for certification.
City Administrator stated that when he discussed this Ministerial
Alliance Program with Skip that he did advise him that if they should
have a small funding request that he felt Council possibly would
consider it, if not this year, at least 95/96 Budget Year. City
Administrator advised the City does contribute to SPAN. The only
cost for the City presently would be the cost for the pager.
Motion was made by Councilman Kincaid that the City Council
supports the Ministerial Alliance Chaplaincy Program and Well Baby
Clinic as presented by Skip McNeal. Seconded by Councilman Bell.
Motion carried.
7. Conduct Public Hearing Regarding Submitting An Application For
1994 Texas Home Investment Partnership (HOME) Program
Mayor Pro-Tem Jenkins declared the Public Hearing open.
No one spoke far or against.
Councilman Jenkins declared the Public Hearing closed.
8. Consider and Possible Action Regarding Resolution #R17-94 - In
Support of an Application For The 1994 Texas Home Investment
Partnership Program
City Administrator Hamilton stated that David Lewis with GSA believes
some of the applicants won't qualify for the Rehabilitation Grant since
some of their residences will be in bad disrepair. This grant will allow
complete reconstruction of residences for qualified property owners
up to $35,000.
Motion was made by Councilman Richardson to adopt Resolution
#R17-94. Seconded by Councilwoman Braxton.

9. Consider and Possible Action Regarding Resolution #R16-94 -Solid
Iaste Transfer Station Charges
Discussion.
Motion was made by Councilman Richardson to adapt #R16-94, Solid
thTaste Transfer State Charges. Seconded by Councilman Bell.

1Q. Consider and Passible Action Regarding Grant Application Far the
Police Department -COPS FAST Project
Chief Erwin addressed this item concerning a Grant Application for
funding of an additional officer through a Federal Government Grant
which provides a federal contribution of 75% of salary and benefits of
the officer for three years with the federal share decreasing from year
to year.
Discussion.
Motion was made by Councilman Bell to proceed with the Grant
Application. Seconded by Councilman Kincaid. Madan carried.
1 1. Consider and Possible Action Regarding Authorization for Library
Construction Bids
City Administrator Hamilton stated that in order to facilitate the
progress of the Library, staff request authorization to bid remaining
tasks without specific Council authorization far the bid announcement
only. The received bids would be presented far Council consideration
at regular scheduled meeting.
Motion was made by Councilman Richardson to authorize staff to
proceed with authorization for library bids as presented in
memorandum #2649. Seconded by Councilman Be1L Motion carried.
12. City Administration Report
a}. Construction has begun on the new library and there were two
problems that slaved them down, a 4" gas line that had to be
relocated and a sewer line that they cut into.
b}. Drainage Improvements on Willow Street and N. 14th are
continuing. Larry Yoast, Electric Superintendent, has already
begun utility relocation on loth.
c}. Mr. Hamilton reminded City Council an closing of City Offices
due to the holidays. Both City Council Meetings in January will
be on the 1st and 2nd Tuesdays.
d}. Richard Muir from Muir Agency has reported that the Key Rate
on Fire Insurance has dropped to .25 as of 2j 1/95.
e}. Mr. Hamilton reported that the City Secretary has just finished
successfully testing for her State Certification for City Secretary
which has required lots of work and she completed the program
in about 4 lj2 years. She is now certified as Tax Collector and
City Secretary.

f). Mr. Hamilton briefly mentioned the memorandum concerning
the bicycles in the property roam that have not been claimed.
He stated several of the City employees have volunteered their
time to clean and repair them to donate them to the Angel
Program; consensus of Council to proceed.

a). Councilman Kincaid addressed City Council regarding gas line at
Library. He was under the impression that staff had already
indicated that all the utility lines had been relocated.
Mr. Hamilton stated that was his understanding also.

Electric Superintendent Larry Yoast did state he felt it's
Engineer's responsibility to locate lines, that's their job
sure all utility lines are located before a job is started.
