1. Mayor Armstrong called the meeting to order, gave the invocation
which was followed by the pledge to the flag.
2. CONSENT AGENDA
a}. Approve Minutes
b}. Disbursements
City Administrator also added the disbursement for CBS Mechanical
for $io bttxbu for plumbing at the New Library Site.
Motion was made by Councilman Jenkins to approve Consent Agenda.
Seconded by Councilman Kincaid. Motion carried.
3. Citizen's Input: None
4. Consider and Possible Action Regarding APPA Safety Manual/Briefing -
Larry Yoast
Electric Superintendent Larry Yoast briefed City Council in regards to
OSHA safety rules and regulations that became effective May 1, 19 4
that effects their department.
City Council needs to adopt some safety rules so they can comply with
these new standards. Larry Yoast stated that the City is not under
OSHA Standards; however, if there is a serious fatal accident, the City
would be judged by OSHA Standards.

Motion was made by Councilman Richardson to ad PtAhe. APPA Safety
Manual for the Electric Department. Seconded by; CouncilW.pman
Braxton. Motion carried.
5. Consider and Possible Action Regarding Downtown `Side*a1k
Improvements F
City Administrator addressed City Council on proceeding with final
designs and bid documents for reconstruction of the sidewalks in
downtown Sanger.

S. City Administration Report
City Administrator John Hamilton reported on the following:
a). City Administrator again reminded City Council on -Holiday
Schedule.ad
b). Chief Erwin rehired Jim McDaniel as a Police .Officer,
c). City Utility Workers reconditioned six (6) abandoned bicycles
from the property room and donated to the Chamber for the
Angel Program
The slab on the Library will be poured in the morning if it does

e). The next big batch of building regarding the library bids request
will run in this week's paper and will be back to the City on the
3rd of January. They will be presented to the City Council for
consideration that evening. (NOTE: Bid requests has been
amended to be received thru Tuesday, 1` 10/95, 11 a.m.)

Chief Erwin stated he has contacted the Highway Department
regarding the problem.
c}. Mayor Armstrong stated she has asked twice for Kirkland Street
to be repaired.
d}. Mayor Armstrong stated that she has had a complaint regarding
the roof leaking at the Sullivan Center.
City Administrator Hamilton stated they do have a contractor
who will be working on the roof sometime in mid -January. City
Administrator stated he would talk to the contractor to see if
he can move this up on his schedule.
