MINUTES: City Council Meeting
March 6, 1995
PRESENT: Mayor Nel Armstrong, Councilman Joe Bell, Councilman

1. Mayor Armstrong called the meeting to order, and Councilman Bell led
the invocation, which was followed by Pledge of Allegiance to the flag.

Payment
A motion was made by Councilman Richardson to approve Consent
Agenda. Seconded by Councilman Jenkins.
3. Citizen's Input
4. Consider and Possible Action Community Center -Sanger Summer
League.
Councilman Bell made a motion to grant the Sanger Summer to use the
Community Center an April 8, 1995 from 8:00 a.m. - to 4:00 p.m., at no
cost; to be used for taking pictures.
5. Consider and Possible Action TWU Cares (Health Care)
Registered Nurses, Sharon Prentice and Bessie O'Connor, addressed
city council concerning TWU C.A.RE.S. a Nurse Managed Health
Center staffed by Registered Nurses. The program is focused on
Health Promotion and Disease Prevention. Texas Woman's University
has had a nurse managed health care clinic in Denton since 1987,
with outreach clinics in Aubrey, Justin and the Colony. They have
been asked to access the town in Sanger to see if there is a need for
an outreach clinic. Mrs. Prentice stated they are planning to have
open house on March 25, 1995 from 2*00 to 4:00 p.m. at the
Community Center. The first clinic will be 2nd Tuesday in April at
Burrus Grocery Store and the next clinic will be at the Private School
at Grace Bible Church. In the summer they will be operating two
clinics at a time. One of the locations will be at the Community Center
and it will be opened on the 2nd Thursday of every month from 1*00
to 5:00 p.m
Services provided are basic care during acute and chronic illness,
immunizations, sports and camp physicals, E.P.S.D.T., breast and
cervical cancer screening and screenings for other health problems.
Dental and vision care will be available.
Ms. O'Connor stated that TWU C.f1.R.E.S. is funded by grants and
donationsby the carnrriuriity. Fees for some of the services are minimal
and may vary accarcling to the client's income. There will always be
registered nurses : through TVII C.A.R.E.S who will continue this
Discussion continued with Council asking specific questions concerning
the elderly and those on medicare. Ms. O'Connor stated they will not
turn anyone away that needs immunizations or health care.
Mayor gave thanks and appreciation on behalf of herself and the Council
for all the work Betsy O'Connor and Sharon Prentice have done and are
about to do. Mayor stated this will be a great program for Sanger.
. Consider and Possible Action -Sanger Ministerial Alliance.
Skip McNeal, Pastor at First Baptist Church, presented a report on the
progress of the Chaplaincy Training Program.
Pastor McNeil stated the following participants were eligible to begin
riding and providing assistance.

James and Joan Huse- Pilgram's Way Baptist
Staff was instructed to send an official memo to Chief of Police and to
Fire Chief that Council has given their official approval to the Ministerial
Chaplaincy Program and that the following participants are eligible.
7. Consider and Possible Action Regarding 02-95 - AnnexationJService

Motion was made by Councilman Kincaid to adopt Ordinance 02-95
with the Service Plan. Seconded by Councilman Richardson.
AN ORDINANCE ANNEXING THE 1-1 DESCRIBED
TERRITORY TO THE CITY OF BANGER, TEXAS, AND EXTENDING
THE BOUNDARY LIMITS OF SAID CITY SO A5 TO INCLUDE SAID
HEREINAFTER DESCRIBED PROPERTY WITHIN THE CITY LIMITS,
AND GRANTING TO SAID TERRITORY AND TO ALL FUTURE
INHABITANTS OF SAID PROPERTY ALL OF THE RIGHTS AND
PRIVILEGES OF OTHER CITIZENS AND BINDING SAID FUTURE
INHABITANTS BY ALL OF THE ACTS AND ORDINANCES OF SAID CITY.

8. Cansider and Passible Action an Library Construction
Mayor advised that there is not anything to report on this item. They
are still working on the brick and the front doors. There will be bids
opened on March 9th an the roof.
9. Cansider and Possible Actian an the Fallowing Resolutions:
R1-95, R2-95, R3-95, R4-95, R5-95, R6-95- Supporting Denton County
Day
Motion was made by Councilman Jenkins to approve the following
resolutions R1-95, R2-95, R3-95, R4-95, R5-95 and R6-95 supporting
Denton County Day. Seconded by Councilman Bell. Madan Carried.
la. Administrative Report
1. City Administrator stated that XIT is working on Austin Street today
He also reminded Council that they had discussed considering a
change order from the street contractor to concrete the gravel
parking around the Community Center. If Council concurs he can
ask the contractor to give a quote.
2. Lane Star Gas has completed their line relocation an Austin and has
moved to N. Tenth to begin the three week line relocation project.
Electric Department is ready to work on N. Tenth and will move in
as soon a Lane Star Gas Completes their work.
City Crews will be upgrading a two (2) inch water line an Austin
from Kathryn Drive to Walnut Street with a new six ( } inch line.
11. Other Such Matters
1. Councilman Bell expressed concern with the street construction
wank that has begun and the passibility of the work not being
completed by the May 23rd. Councilman Bell stated that
construction work on Keaton Raad has to begin around this time
and his concerns is that XIT is still going to be on 14th finishing
that project.
City Administrator advised that XIT has assured him that there are
two separate crews, paving and excavation.
Mayor did state that there is a letter in the packet from XIT where
they have indicated that Lone Star Gas has delayed them far the past
4 months.
2. Councilman Richardson asked, "VVhy did we already have to dig up
loth Street?"
City Administrator advised there was a water leak and since the
ground is saturated they could not cement.
Mayor advised that this is the 2nd water leak they have had on
loth.
3. Mayor stated that the sign the city approved by the overpass
an the t Vest side I-35 was denied by the State.
