1. Mayor Pro-Tem Jerry Jenkins called the meeting to order. Mr.
Hamilton led the invocation which was followed by the Pledge of
Allegiance to the Flag.

Motion was made by Councilman Kincaid to approve Consent Agenda
The motion was seconded by Councilman Be1L The motion carried.

None
Consider and Possible Action Grant Application -Park Expansion
City Administration addressed this item concerning the grant
application which will be the same as the swimming pool grant. It's
up to $1,000,000 dollars 50j50 participation. Staff will prepare the
grant application and utilize the $10,000 grant funds that the city
already has for this purpose. It will be a Phase application of a 16 acre
site.
Terry Jones representing the Parks Board's recommendation that the
City Council apply for the Texas Park and Wildlife grant application.
Mr. Jones proceeded to illustrate a sketch of the proposed park.
Discussion
Motion was made by Councilman Bell to authorize staff to prepare the
grant application for the Texas Parks and Wildlife for the old landfield
site. The motion was seconded by Councilman Richardson. The
motion carried.
5. Consider and Possible Action regarding the 1996 Texas Community
Development Grant Application.
Discussion
Motion was made by Councilman Kincaid to instruct staff to proceed in
preparing a list of areas for possible titles or identification for purpose
of the grant application. The motion was seconded by Councilman Bell
The motion carried.
6. Consider and Possible Action to appoint a representative to the
Upper Trinity Regional Water District Board of Directors.

Mayor Pro-Tem stated the metal roof has been ruled out. Council has
decided on the timberline roof. The color of the roof was discussed.
Mayor Pro-Tem strongly recommended that the Library Board should
make the decision with regards to roof color.
Motion was made by Councilman Richardson to authorize staff to
proceed to secure color choice for 30 year composite roof from the
Library Board which will be determined tomorrow. The motion was
seconded by Councilman Kincaid. The motion was carried.
Administrative Report.
(1) Through March, a total of 7 residential building permits with a
total value of $401,500 have been issued and one Triplex at
$90,000. The new home average permit is $57,357 which is
about $8,000 from last year.
(2) Larry Yoast Electric Superintendent is at Texas A&M for his
annual committee meeting this week.
(3) The electric department is scheduled to begin the underground
utility work on North loth the week of April 3.8, however, it
will be Monday or Tuesday of next week before they begin.
Other Such Matters
(1 } Councilman Bell inquired if street paving has begun on Willow.
Chuck Tucker Public Works Director stated the construction crew is
wanting to complete 10th Street before they go back to Willow.
(2) Mayor Pro-Tem advised that when the city dropped electric
lines in the service ditch behind his home for Dorwin Sargent
Subdivision, the city also laid the cable line.
Apparently the cable company will not use that line because the box
was located in another area. They had to put his line across his
property on the ground. In the future, the city needs to coordinate
with companies like this to avoid this from occurring again.
(3) Councilman Richardson inquired concerning rate increase on
Friendship Cable.
City Administrator John Hamilton stated this will be an agenda item to
be addressed and discussed at a later date.
(4} Mayor Pro-Tem advised that there is a dumpster located on 6th
& Cherry. There is not a business operating at that location,
however, people are using it to dump trash and it also is being
emptied on a regular basis.
City needs to contact Texas Waste so the dumpster can be removed
since it adds to the volume of waste removed from the city.
Mayor Pro-Tem suggested that city go through and make a list of
where dumpsters are located and a business is no longer there.
(5) City Administrator John Hamilton stated Recycling Center is
already located at landfill site.
