PRESENT. Mayor Nei Armstrong, Councilman Jack Richardson,
Councilman Joe Bell, Councilwoman Margie Braxton,
Councilman Jerry Jenkins, Councilman Tommy Kincaid
OTHERS
PRESENT: City Administrator John Hamilton, City Secretary Rosalie
Chavez, Electric Superintendent Larry Yoast, Glenn Ervin,
Lisa Hardy Sanger Courier, Dennis Wills
1. Call Meeting to Order. Mayor Nel Armstrong led the invocation which
was followed by the Pledge of Allegiance to the Flag.
2. Consent Agenda:
a) Approve Minutes
b} Disbursements
Motion was made by Councilman Jenkins to approve Consent Agenda
Seconded by Councilman Bell Motion carried.
3. Citizen's Input
Brenda Nixon - 105 Southpark, addressed the Council concerning the
Bargain Depot building and the condition it is in. She stated it is an
oId building and would like to see the volunteers move to another
building.
Mayor stated that the city can not spend city funds on a private
building. The Bargain Depot is run by a group of volunteers and the
city has nothing to do with it Mayor advised there is nothing the city
can do about the building and it is really up to the volunteers to find
another building.
4. Conduct Public Hearing for Preliminary Plat for Dorwin Sargent
Freese Drive, Abstract 1241, Lots 8-16, Block A, Sargent Addition, SF-
3.
Mayor Armstrong declared Public Hearing opened.
No one spoke for or against
Mayor Armstrong stated that this is only the preliminary and any
changes to be made will be indicated on the Final Plat
Mayor Armstrong declared the Public Hearing closed.
5. Consider and Possible Action for Preliminary Plat for Dorwin Sargent,
Freese Drive, Abstract 1241, Lots 8-16, Block A, Sargent Addition, SF-
3.
Mayor Armstrong inquired as to the Engineer's letter concerning the
changes to be made to the plat City Administrator John Hamilton
made the following statements:
1. The Final Plat should reflect the fire hydrant location at
entrance of the cul-de-sac.
2. Mr. Sargent has been informed concerning the sewer line being
outside the easement
3. John Mears with Hunter and Associates had advised the slope on
the sewer poses no problem with the limited number of houses.
4. The Council waived the requirements for alley and sidewalks on
the last cul-de-sac Mr. Sargent developed due to the nature of
the development.
5. The long standing drainage problem of Diane Street will be
alleviated when Mr. Sargent puts a drainage canal between Diane
and the property line. The city will come back andconcrete it
later.
Mayor inquired as to whether that drainage ditch will be deeper. She
stated this has to be addressed since water is always standing in that
ditch.
City Administrator John Hamilton stated Mr. Sargent's engineers will
also address that issue and will coordinate it before it is constructed.
Councilman Richardson addressed the sidewalks.
Discussion -
Motion was made by Councilman Jenkins to approve the preliminary
plat for Dorwin Sargent, Freese Drive, Abstract 1241, Lots 8-16, Block
A, Sargent Addition, SF-3 with the recommended changes by Hunter
and Associates to appear on the final plat
Motion was seconded by Councilman Kincaid. Motion carried.
6. Consider and Possible Action on Proposed Contract form Brazos
Electric Power Cooperative, Inc.
Mayor advised that there are definite concerns regarding the contract
Larry Yoast, John Hamilton and Mayor Armstrong will arrange a
meeting with Frank Bushnell from Brazos to review the concerns
addressed by McCord Engineering and our city attorney.
Item tabled and rescheduled for next City Council meeting.
7. Consider and Possible Action Parks Department Grant
City Administrator John Hamilton stated he met with the Texas Parks
and Wildlife Grants -In -Aid section in Austin Friday to discuss the
proposed park development grant application.
Discussion followed.
•� Motion was made by Councilman Bell to instruct staff to proceed
finding plans and so forth to start the athletics complex park as drawn.
Motion was seconded by Councilman Jenkins. Motion carried.
8. Consider and Possible Action regarding Library Construction.
Mayor Armstrong reported insulation has been done and the sheet
rock has been delivered and is ready to be installed. Library Board will
be selecting the carpet on Monday.
9. Executive Session pursuant to the provision of the Open Meetings
Law, Chapter 551, Govt. Code, Vernon's Texas Codes Annotated. in
accordance with the authority contained in Section 551.071, pending
or contemplated litigation.
Mayor Armstrong convened City Council into Executive Session at 7:24
P.M.
Mayor Armstrong reconvened City Council from Executive Session at
8:00 P.M.
10. Consider and Possible Action regarding Executive Session pursuant to
the provision of the Open Meetings Law, Chapter 551, Govt Code,
Vernon's Texas Codes Annotated, in accordance with the authority
contained in Section 551.(Yll, pending or contemplated litigation.
Motion was made by Councilman Jenkins to reimburse the owner of
the vehicle whose car was damaged in February to the amount of
$600.00. Motion was seconded by Councilman Kincaid. Motion
carried.
Motion was made by Councilman Kincaid to reimburse Mrs. Eunice
Gray fifty percent (50%) of the original cost of the bore under 455 for
a sewer line. Motion was seconded by Councilman Jenkins. Motion
carried.
11. Administrative Report
1) City Secretary proceeded to brief council in requirements to
canvass Saturday's votes on the May 6, 1995 election.
Consensus of the Council to hold a Special called meeting on May 8, at
7:00 P.M. to canvass votes and conduct the Statement of Elected
Officer (Pre -Oath) with the official "Swear -In" on May 15, 1995.
2) City Administrator briefed Gouncil on the Variance request
which was approved by the Board of Adjustments on April 27,
1995 for Ronny Beard to build a boat storage facility.
3) Electric Superintendent Larry Yoast stated work is progressing
on loth Street
12. Any Other Such Matters.
1) Councilman Kincaid inquired as to the cleaning out of ditch on
the west side of the highway.
City Administrator John Hamilton stated that if it does not rain
in the first part of next week they can do part of it
2) Mayor Armstrong stated all city facilities are smoke free.
Mayor Armstrong also mentioned letter of commendation to
Eddie Branham
She also stated that they are still progressing on some of the
complaints from the last meeting.
The trash bags have been removed, some mowing has been done
and a street light will be installed.
3) Councilman Bell inquired as to progress on streets.
City Administrator John Hamilton advised that there will be
some progress taking place.
4) Councilman Jenkins stated several weeks ago State Highway
Department came down to corner of Diane and the Loop to clean
out a ditch that was flowing, and now it does not flow.
City Administrator John Hamilton advised he will write a letter.
