12/16/1996-CC-Minutes-RegularMINfJTES: City Council December 16, 1996 PRESENT: Mayor John Coker, Councilman Tommy Kincaid, Councilman Glenn Ervin, Councilman Jack Richardson, Councilman Jimmy Frazier, Councilman Jerry Jenkins OTHERS PRESENT: City Administrator Larry Keesler, City Secretary Rosalie Chavez, Electric Superintendent Larry Yoast, Public Works Superintendent Chuck Tucker, John. Mears, Carol Foreman, Jane Edwards and her husband, Lisa Hardy 1. Mayor Coker Called the Meeting to Order. Councilman Kincaid led the Invocation followed by Councilman Frazier leading the Pledge of Allegiance. CONSENT AGENDA 2. a) Approve Minutes b) Disbursements Motion was made by Councilman Richardson to Approve Consent Agenda. Seconded by Councilman Jenkins. Motion Carried unanimously. 3. Citizen's Input. Jane Edwards addressed Council and presented a letter for Council to reconsider reinstating Sgt. Yarbrough's employment with the City of Sanger. Mayor Coker thanked Mrs. Edwards. 4. Consider and Possible Action Regarding Coach's Kids use of the Community Center. Motion was made by Councilman Kincaid to grant the Coach's Kids (Carol Foreman) use of the Community Center. Seconded by Councilman Richardson. Motion Carried unanimously. *They requested Monday nights from 6:30 pm to 8:30 pm. However, Carol indicated their meetings are flexible and can be changed if the center has to be used for some other event as long as we give them notice 5. Report from John Mears regarding Keaton Rd. John Mears gave a report on the two primary items requested by Council. (1) Formulate plan to convey storm water run off from Keaton Road to Duck Creek. (2) Recommend a plan for action to collect storm water discharge which will result with development adjacent to Keaton Road. Mr. Mears gave a lengthy report with a cost summary of the proposed alternatives for immediate and future drainage improvements. Mr. Mears also indicated the City needed to acquire drainage easements before any future development takes place. Discussed. Mayor Coker stated that he had asked Councilman Jenkins to serve with the City Administrator and the City engineering firm to arrive at a proposal for Council to PAGE 2 look at. The Mayor did ask John, Mears if there was anything that the City could do now to alleviate the problem Mr. Shaw is having. Mr. Mears indicated that possibly when he gets with Councilman Jenkins maybe they could arrive at something that would be short term and then proceed at that point with one piece at a time. 6. Consider and Possible Action Regarding Recommendation from the Bung Standard Board for Demolition of Abandoned Property legally described as Lot 1, Block 40, Old Town Sanger, also known as 117 South 2nd. Motion was made by Councilman Jenkins to proceed with the demolition of property located at 117 S. 2nd Street under Abandoned Building Code. Seconded by Councilman Frazier. Councilman Jenkins amended the motion to include the acceptance of the recommendation from the Building Standard Board to proceed with the Demolition of Abandoned Property located at 117 South 2nd Street. Seconded by Councilman Frazier. Motion Carried unanimously. 7. Consider and Possible Action to Award Bid for Bank Depository for City Funds. Two bids were received: GNB and Sanger Bank. Councilman Jenkins and Councilman Kincaid both stepped down from taking action on this item. Staff recommended GNB's bid. Motion was made by Councilman Richardson to accept bid from GNB. Seconded by Councilman Ervin. Motion Carried -Voting For: 8. Consider and Possible Action to Housing and Community Affair Section 8 Housing Program. Councilman Richardson Councilman Ervin Councilman Frazier Approve Contract between Texas Department of s and the City of Sanger for participation in the Motion was made by Councilman Richardson to Approve Contract between Texas Department of Housing and Community Affairs and the City of Sanger for participation in the Section 8 Housing Program. Seconded by Councilman Kincaid. Motion Carried unanimously. 9. Consider and Possible Action to Award Bid for 19,930 feet of Single Conductor 350 MCM, 25 KV, 260 Mil Doubleseal URD Cable as specified in published Legal Notice for Electric Department. Staff indicated there were three (3) bids received: S&S Telemetry $679500.00 800 Willow Sanger, TX 76266 Priester Supply Company $56,900.00 P.O. Box 5507 Arlington, TX 76005 CC MINUTES PAGE 3 [2116196 Teclume, Inc. $473832.00 625 Profit St. Azle, TX 76020 Motion was made by Councilman Frazier to Accept Bid from Techline. Seconded by Councilman Jenkins. Motion Carried unanimously. 10. Conduct First Public Hearing to Consider Annexation of property described as East one (1) mile from the City Limits on FM 455 Right -of --Way; North one (1) mile from the City Limits on I-35 Right -of -Way. Mayor Coker declared Public Hearing opened. No one spoke for or against. Mayor Coker declared Public Hearing closed. 11. Conduct Second Public Hearing to Consider Annexation of property described as West one (1) mile from the City Limits on FM 455 Right -of -Way; North one (1) mile from the City Limits on I 35 Right -of -Way. No one spoke for or against. Mayor Coker declared Public Hearing closed. 12. Consider and Possible Action Regarding Possible Litigation. Recess into Executive Session Pursuant to the Open Meeting Law, Chapter 551, Govt. Code, Vernon's Texas Codes Annotated, in accordance with the authority contained in Govt. Code 551.071 Legal Matters, to Consult with City Attorney regarding Pending Litigation. Mayor Coker recessed Council into Executive Session at 7:47 p.m. 13. Reconvene into Regular Session and Consider Appropriate Action, if any. Mayor Coker reconvened Council from Executive Session at 8:20 p.m. No Action Taken. 14. Any Other Such Matters. Mayor Coker advised the contractors who are working on the water line (Four-D Construction) have been driving atrack-hoe down 5th Street. Councilman Jenkins stated he noticed them on Bolivar Street also. Mayor Coked indicated he had called the state and has made them aware of the problem.
