02/17/1997-CC-Minutes-RegularNIINiJTES: City Council February 17, 1997 PRESENT: Mayor John Coker, Councilman Tommy Kincaid, Councilman Glenn Ervin, Councilman Jack Richardson ABSENT: Councilman Jerry Jenkins, Councilman Jimmy Frazier OTHERS PRESENT: City Administrator Larry Keesler, City Secretary Rosalie Chavez, Police Chief Benny Erwin, Public Works Superintendent Chuck Tucker, Pat Miller, J.Z. Hard, Eddie Branham, Calvin Tipton, Lisa Hardy, Jane Edwards, Gene Edwards, Bill Murrell, Josh Bennett, Kim King, Bob Foreman, Lavonia Bauler 1. Mayor Coker Called the Meeting to Order. Councilman Richardson gave the Invocation which was followed by the Pledge of Allegiance. CONSENT AGENDA 2. a) Approve Minutes b) Disbursements Motion was made Councilman Kincaid to Approve Consent Agenda. Seconded by Councilman Ervin. Motion Carried unanimously. 3. Citizen's Input. 1) Mr. J.Z. Hard - 503 Oalc addressed Council in regard to his home being built under our Home Grant Project. Mr. Hard was upset due to the constant delays with the completion of their home. Ms. Bauler and Ms. Miller (representing Mrs. Seagraves} also expressed their disappointment with the completion and constant delays regarding their homes. Discussed. Mayor Coker expressed his concern and advised we will get it resolved. Mayor Coker instructed staff to contact GSA to set up a meeting in the morning to try and resolve this problem. 2) Josh Bennett, President of Coach's Kids and Kim King, Vice President of Coach's Kids gave thanks of appreciation for Council allowing them to use the Community Center for their group meetings. Bob Foreman, Director, also addressed Council and advised they presently have �2 kids from grades Kindergarten to 7th. Mr. Foreman gave a brief summary of what their group activities consist of. 4. Consider and Possible Action to receive the Audit for Fiscal Year 1995-1996. Motion was made by Councilman Richardson to Approve the 95-96 Audit as presented. Seconded by Councilman Kincaid. Motion Carried unanimously. 5 Receive an Annual Report from the Sanger Volunteer Fire Department from Fire Chief Bill Murrell. Chief Bill Murrell addressed Council concerning the SVFD's 1996 Annual Report. Chief Murrell presented a report that included a chart on the number of runs from 1988 to 1996. Chief Murrell indicated the total number of runs have doubled for the last five years. He continued to give a summary analysis concerning the fire CC MINUTES 02/17/97 PAGE 2 department's annual report in regard to EMS, structure fires, and mutual aid. 6. Consider and Possible Action on increasing the Sanger Volunteer Fire Department from 28 to 35 members. Discussed was the expenses the City would incur by increasing the volunteers from 28 to 35. Chief Murrell indicated it would not affect this year's budgeted expenditures actually not until October 1, 1997. Motion was made by Councilman Richardson to authorize Fire Department to increase their membership to 35 members. Seconded by Councilman Ervin. Motion Carried unanimously. 7. Consider and Possible Action to Adopt a Flood Damage Prevention Ordinance No. 04-97. Motion was made by Councilman Kincaid to adopt Flood Damage Prevention Ordinance No. 04-97. It is the purpose of this ordinance to promote the public health, safety and general welfare and to minimise public and private losses due to flood conditions in specific areas... Seconded by Councilman Ervin. Motion Carried unanimously. 8. Executive Session pursuant to the Open Meetings Law, Chapter 551, Govt. code, Vernon's Texas Codes Annotated, in accordance with the authority contained in Govt. Code Section 551.074 Personnel Matters and Code Section 551.072 to Discuss Real Estate Transactions. 1} Discussion of Annual Evaluation of City Administrator, Larry Keesler. 2) Discuss the Purchase of Railroad Property that the City is presently leasing. Mayor Coker convened into Executive Session at 7:40 p.m. 9. Reconvene into Regular Session and Consider Appropriate Action, if any, as a result of item discussed in Executive Session. Mayor Coker reconvened into regular session at $:49 D.M. 1} Motion was made by Councilman Richardson that Council submit their evaluation in Executive Session on March 17 and on the first meeting in April to evaluate City Administrator based on the form. Seconded by Councilman Kincaid. Motion Carried unanimously. 2} City Administrator was instructed to begin negotiations with Santa Fe Railroad on a long term lease on the property in question. 10. Any Other Such Matters. City Administrator reported on the following: a} Brian Sartain has accepted a job with the City of Frisco's Police Department and will be leaving on the 28th of February. CC MINUTES PAGE 3 02/17/97 b) Sheri Earley began employment today as our new Cashier. c) Mr. Keesler advised he met. with Bolivar Water Supply District last Thursday to discuss the City expanding the water CCN's to be the same area as our wastewater CCN. Mr. Keesler indicated that Bolivar Water Supply District seemed willing to work with the City to expand their CCN's and felt very comfortable with their cooperation. The City needs to do this in order to attract industry to the City. Mr. Keesler advised that they will be sending out the notices to all the water supply districts that have to be sent and the publications will be in the paper within the next couple of weeks. Then the necessary paperwork will be submitted to TNRCC to change the City's CCN. Mr. Keesler advised this has been discussed in the Industrial Development Board meeting and the members all agree that in order to attract industry the City must be able to provide water and sewer services. d) Mayor Coker advised that the Library has had some vandalism problems during the evening hours when school is out until the time the kids go home. The Mayor also stated the Lion's Club has been sending a sitter to the Library for an hour each afternoon to try to monitor the problem. The Mayor asked if the Police Chief could send an officer during these hours to walk in and check the building. The Mayor indicated if the kids could see an officer there it could help control the problem. e) Councilman Kincaid reported on the problem Mrs. Arlene Thomas addressed at a prior City Council meeting concerning the Was nesting behind her property. Councilman Kincaid stated Larry Yoast and himself had visited with Freddy Inman. Mr. Inman indicated he was willing to help in any way to clean up the area to help control the birds from coming back this season. f) Councilman Richardson stated he had an opportunity to be at City Hall the other day "Ald there was a Spanish speaking person who needed help. There was someone on staff in Rose's office who is bilingual and able to help the customer. Councilman Richardson complimented City Secretary for having someone on staff who was able to help this person Mayor Coker also gave a favorable compliment in regards to the girls in the front office. City Secretary thanked Councilman Richardson and Mayor Coker for their compliments and assured Council she would pass on the compliments to the ladies. 11. Adjourned. .
