1. Mayor Coker Called the Meeting to Order. Councilman Richardson led the
Invocation which was followed by Councilman Kincaid leading the Pledge of
Allegiance.

Richardson to Approve .
The Mayor advised that Tim Souder had hired a new employee. He had also asked
Tim about status of John Porter's property as to when will they get it cleaned up.
Tim advised he would try to get to it this week weather permitting.
Tim gave a brief report on his department and employees. He also gave a brief
summary on the status of Willowwood Addition. He advised that they had worked
about 10 hours Saturday. They will be ready for Mr. Kramer to start building on
the lots he has sold.
Councilman Jenkins asked if the overtime budget was holding up pretty good. Tim
indicated it was on budget.
City Mechanic Tommy Belcher, City Secretary Rosalie Chavez and
Water/Wastewater Superintendent Eddie Branham each indicated their departments
were doing OK as well.
Consider and Possible Action to Clear Private Property to Prevent Birds from
Roosting.
Mrs. Thomas expressed her concern again in regards to the problem with the birds
nesting behind her ;property.
City Administrator: indicated that Councilman Ervin had given him another person
in Ponder to contact regarding bull dozing the trees. Mr. Keesler indicated that
possibly it could be done next week. Mr. Keesler also indicated that he had spoke
to Freddy Inman who had no objection as to how many trees were bull dozed as
long as it could help the situation.

Mayor Coker again emphasized that the city will try to work with this other
gentleman to see if he can take care of the problem. The gentleman who was going
to take care of the problem passed away last week.
5 Consider and Possible Action to Appoint a member to the Planning and Zoning
Commission.
Mayor Coker appointed Joe Falls to the Planning and Zoning Commission.
Motion was made by Councilman Jenkins to confirm appointment. Seconded by
Councilman Kincaid.
Motion Carried unanimously.
b. Consider and Possible Action to Approve a Professional Service Agreement between
RMI and the City of Sanger.
Councilman Richardson stated that be did speak with Sharon Mays and she
indicated Sanger did need a study like this done to know the value of the system.
She also highly recommended RMI.
Discussed.
Motion was made by Councilman Jenkins to deny the Professional Agreement
between RMI and City of Sanger at this time. Seconded by Councilman Ervin.
Motion Carried unanimously.
7. Consider and Possible Action to Approve an Electric Distribution System
Maintenance and Operation Agreement with the City of Denton.
Councilman Richardson removed himself from taking action on this issue due to the
fact he is employed with the City of Denton.
City Administrator advised this is a contract prepared by the City of Denton on a
month to month basis for assistance in the maintenance and operations of our
utilities system. City Administrator recommended approval with a minimum of one
month and a maximum of two months limitation. The contract amount is $8,000 a
month which represents the savings for the salaries the City is not currently paying
in the Electric Department. This contract is only temporary until the substation is
completed and the Electric Department is back to full staff.
The completion of the substation was discussed and there was concern as to whether
the contract was necessary.
Motion was made by Councilman Frazier to Approve the Contract Agreement with
the City of Denton with a minimum of 30 days and a maximum of 60 days.
Seconded by Councilman Jenkins.
Motion Carried unanimously.
8. Consider and Possible Action to Approve Resolution No. R03-97 to Formally Express
Concerns about Legislation for Deregulation of the Retail Market for Electricity.
Motion was made by Councilman Richardson to Approve Resolution No. R03-97.
Seconded by Councilman Ervin.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANGER, TEXAS, TO FORMALLY EXPRESS CONCERNS
ABOUT LEGISLATION FOR DEREGULATION OF THE
RETAIL MARKET FOR ELECTRICITY; AND
ESTABLISHING AN EFFECTiYE DATE.
Motion Carried unanimously.
9. Any Other Such Matters.

(1) Councilman Ervin asked if the State is going to mow the walkway or is the
City going to try to mow it.
Councilman Kincaid stated that not until the wildflowers are out of season
can it be mowed.
Discussed briefly.
(2) Lisa Hardy, Reporter for the Sanger Courier, asked a question that she
indicated Roy Lemons wanted her to ask. Her question was whether there
were any plans in work to contract any cities or companies as contract labor
for the City or to sell the Electric Department.
The Mayor replied that the City Electric Department is not for sale and they
are not contracting it aut.
(3) Mr. Keesler indicated he sent a letter to the railroad about a month ago and
it took thirty days before it came back. He finally got in touch with the
railroad today and they advised it will be at least 3 months before they could
contact the City.
(4) Councilman Kincaid reported the Golf Committee met on Thursday.
Councilman Kincaid received some information from banker in Texarkana
in the mail to give them an idea as to the lay -out, cast and how they evaluate
the area. They are looking at some properties. They do plan to make a trip
to Albany. It might be six weeks before they can report back to Council.
