Mayor Coker Called the Meeting to Order. Councilman Kincaid led the Invocation followed by Councilman Jenkins leading the Pledge of Allegiance. 7.. Richardson 37 67 104 Mike James 100 164 264 Motion was made by Councilman Kincaid to accept the Canvass of the Votes. Seconded by Councilman Richardson. Motion Carried unanimously. a) Pre -Oath (Statement of Elected Officers}. The Mayor proceeded to give the Pre -Oath (Statement of Elected Officers} to elected Council members Tommy Kincaid, Jimmy Frazier, and Mike James. Newly elected Council member Alice Madden will be receiving the Pre -Oath at a later date. b) Issue Certificates of Election Mayor Coker issued the Certificates of Election. CONSENT AGENDA 3. a) Approve Minutes b} Disbursements CC IVMN U 1 S 05/05/97 PAGE 2 Motion was made by Councilman Jenkins to Approve Consent Agenda. Seconded by Councilman Kincaid. Motion Carried unanimously. 4. Citizen's Input. Jane Edwards addressed Council with regard to a statement that Mr. Keesler made to the Denton newspaper about the $8,000 contract with the City of Denton. Mrs. Edwards expressed here opinion regarding this issue and the money that is paid to the City of Denton for "stand by service". 5. Conduct Public Hearing to Consider Replat on property legally described as Lots 157 and 158 in the H. Tierwester Survey, Abstract No. 1241, consisting of 0.37 acres to Brown Addition, Lots 1 through 4, Block a. Mayor Coker Declared Public Hearing Opened. No one spoke for or against. Mayor Coker Declared Public Hearing Closed. 6. Consider and Possible Action to Consider Replat on property legally described as Lots 157 and 158 in the H. Tierwester Survey, Abstract No. 1241, consisting of 0.37 acres to Brown Addition, Lots 1 through 4, Block A. City Administrator Larry Keesler advised that the Planning and Zoning had met last Thursday and they approved this replat. Motion was made by Councilman Richardson to Approve the recommendation of the Planning and Zoning Commission for replat on Lots 157 and 158 in the H. Tierwester Survey, Abstract No. 1241, consisting of 0.37 acres to Brown Addition, Lots 1 through 4, Block A. Seconded by Councilman Ervin. Councilman Kincaid inquired as to the street going to the property. Councilman Kincaid stated he does not remember that Council abandoned or deeded that street back to the property owner. Councilman Jenkins stated that if he remembers correctly the City gave it back several years ago. Discussed briefly. Motion Carried unanimously. 7. Any Other Such Matters. 1} Councilman Ervin indicated that about a week ago he had received a letter from the City of Sanger that the electricity would be turned off to change out the meters on Sunday at 2:0Q p.m. It was scheduled for Sunday at 2:00 p.m. and no one showed up. The City of Denton was there and our crew never showed up. Mr. Keesler was instructed to get with Tim Souder to reschedule. CC MINUTES PAGE 3 05/05/97 2) Councilman Kincaid stated that the corner of Elm and 9th there was a plate covering a hole. There was some street horns there for awhile that have since been stolen. Councilman Kincaid inquired as to why it is not covered up and fixed. There was no one in the Street Department present to answer questions. Mayor Coker instructed Council to direct all the department heads to make all Council meetings. 3) Councilman Kincaid also indicated that down on Willow where they had to break into the concrete he hopes they do not asphalt that area again. Lone Star Gas had done some work in that location. Councilman Kincaid expressed concern as to the area on 10th and Pecan which is a concrete street and where the repair was done it was covered up with asphalt. Mayor Coker also indicated that on 1st and Willow that area should also be ready to concrete. The patches need to be repaired with concrete. 4) Councilman Ervin stated there is another problem area by Ricky Carter's place. There is a culvert located there and the water backs up in that area. The drainage horn needs to be wider. He has called several times for that area to be taken care of. 5) Councilman Jenkins asked for the status on the Right of Way maintenance on Keaton Road from 455 South as to whether it has been taken care of. Eddie Branham stated he knew they had gone out there, however, he was not sure what had been done. Councilman Jenkins indicated that he noticed that when you turn off from 455 at Chisholm Trail going southbound on Keaton Rd the West side is used for buses and parents as they pick up their kids from school. The East side is now being used for parking which is doubling up on the parking. He expressed concern as to the possibility of someone getting hurt in that area. He suggested maybe "No Parking Signs" being placed on the East side. Councilman Jenkins also indicated that another area that is a problem with parking is the new auction building that was built on Acker &Pecan. Councilman Jenkins concern was that this is becoming a problem every other Friday night as the schedule is following. The parking is being utilized on both sides of the street. Councilman Jenkins indicated that the street is limited to one lane and if the school had any activities going on at the same time and needed that street for access it would be a problem. He suggested visiting with the people in the areas, especially the auction business to see if they have a preference. He also suggested talking to the bank to find out if it would create a problem if "No Parking" signs were placed. Councilman Jenkins basically wanted someone to visit with the people to see if an agreement could be reached. This would take care of this problem before it becomes major.
