1. Mayor Called Meeting to Order, and led the Invocation, followed by the Pledge of
Allegiance.

Correction was made by Councilman Garza to the September 18"' minutes. Item #20
(c), Councilman Waggoner had made the statement.
Motion was made by Councilman Waggoner to approve the Consent Agenda with
correction. Seconded by Councilman McNeill. Motion Carried unanimously.
3. Citizen's Input.
Woodrow Barton, 807 N. 7"', addressed the Council in regards to the CDD (Community
Development Districts). He expressed concerns and asked the Council to be cautious.
Mr. Barton referenced a set of minutes from the Ways and Means Committee to
revamp the CDD law passed in 1995.
Mr. Barton indicated in 1995 the TI Plant had been vacant for some number of years
and they were trying to sell it, Dell had become aware of the property and expressed
interest; however, they wanted a CDD. There was discussion and the County
Commissioners decided to have an election for a CDD to cover the land encompassed
by the TI Plant. The only people allowed to vote on the issue were the residents of the
land. The Assistant City Attorney for the City of Denton moved onto the property in
a trailer behind the plant and when the election came, he voted for the district 1 to 0.
Dell did not buy the property and it is still for sale.
Mr. Barton indicate he had read in the paper that it was an eye sore. He expressed that
it is not just an eye sore, it is on the tax roll and they pay school, city and county taxes.
He advised that someone is trying to buy it again but they want tax abatements for 5
to 10 years.
He proceeded to read minutes from a County Commissioner's meeting. This was held
in Austin. Commissioner Sandy Jacobs responded to a question from the committee,
"The CDD's have provided a great catalyst for Economic Development. It wasn't that
long ago that Denton County was nothing more than a sleeping bedroom community,
but since this adoption of CDD legislation, Denton County has become very active and
along with adopting tax incentives there was a huge increase in economic development
in the last five years. In this time period a potential of anywhere from 8,000 to 12,000
jobs and more importantly we reduced a tax rate to the level they held a decade ago by
the use of the CDD's."
Mr. Barton expressed that Denton County was growing many years before the CDD's
and he does not know where the CDD's have added anything.
Mr. Barton continued that under current law and if the legislation was followed you
could not put residential in a CDD. He continued to emphasize the City Council needed
to learn more about the CDD's. The County Commissioner needs the schools, cities and
counties to be for the CDD's, otherwise they cannot be approved. He indicated Mr.
Smith and Mr. Biggerstaff had been to the County Commissioner Meeting and
expressed they were in favor of the CDD.
Mr. Barton indicated he did not know if he was for or against the CDD, but the City
needs to find out more information as to how this will obligate the citizens.
Sharon Copeland, Real Estate Agent, addressed the City Council concerning CDD#8.
She indicated she had a lot of people come to her office that were upset. Ms. Copeland
indicated the more she learned, the more upset she became. She had hoped for an
opportunity for public input. She expressed concerns regarding the legality as
expressed in the minutes read by Mr. Barton, which indicated residential could not be
put in CDD's.
Ms. Copeland continued to express how she was not able to find one single person in
favor %J this development. Other issues she expressed were the debt incurred by these
CDD's, and how it is almost impossible to annex them. The water availability was also
a concern in regards to the needs of the development.
Ms. Copeland indicated there were small Citizens Committees forming all over the
county and other counties as well in opposition. She ended her statement by indicating
the City of Sanger has entered into two situations where they were grossly
misunderstood or that the Council wanted in spite of the objections of the citizens of
Sanger. These CDD's have the right to eminent domain. She continued to ask the City
to research this further and to not pledge the citizens of Sanger to a project that has the
potential to become a nightmare, legally, financially and environmentally.
Linda Hartman, McReynolds Rd., also spoke in opposition of the CDD. Her issues of
concern were in regard to traffic and safety. Another issue was the concern of whether
or not these citizens in this retirement community would vote for a School Bond in the
future if needed. She expressed to the Council that Sanger is a wonderful town, and she
did not want it messed up.

Mr. Barton expressed same concern in regards to this issue. He indicated that the
bigger you are the more likely you are to get a tax abatement. He did not feel the
abatement should be given to anybody. He continued that Sanger has what it takes to
bring the businesses and they will come without the City giving tax abatements.

6. Consider and Possible Action Regarding Ordinance #09-16-00 - Designating a Certain

City Manager indicated this Ordinance only includes the land for Walmart.

AS AMENDED, BY DESIGNATING A CERTAIN AREA AS THE BANGER TAX
ABATEMENT REINVESTMENT ZONE NO. l; PROVIDED THAT THIS ORDINANCE
SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR
ENGROSSMENT AND ENROLLMENT; AND PROVIDING FOR AN EFFECTIVE DATE
Motion was made by Councilman McNeill to adopt Ordinance #09-16-00. Seconded by
Councilman Waggoner. Motion carried unanimously.
7. Consider and Possible Action Regarding the City of Sanger Guidelines and Criteria for
Tax Abatements to Qualified CommerciaVIndustrial Projects.
Changes were made on the Guidelines in the first page change 2 million to 20 million
and 50 new jobs to 200 new jobs, and 2 million to twenty million under the eligibility
requirements.
Council decided a date needed to be inserted for the passage, and an approval line for
the Mayor's signature to be attested by the City Secretary.
Motion was made by Councilman Higgs to accept the Guidelines for the Criteria.
Seconded by Councilman Ervin. Motion Carried unanimously.
8. Consider and Possible Action on Request From Parks Board to Use the City Park for
the Christmas Tree Lighting Project; to Allow City Employees to Help With Setting up
the Booths, and Request to Block Streets for the Project and Parade Route.
Jayne Ashcraft,108 David Dr., representing the Parks Board, addressed the Council
requesting to use the City Park on December 2, 2000, which is a Saturday for a craft
show and a lighted Christmas Parade. She indicated they would like the City employees
to help set up booths. They also requested to close Bolivar Street, 4' Street and Elm
Street for the day. The funds they raise will go to the Parks Department.
Motion was made by Councilman Waggoner to accept recommendation as presented
by the Parks Board and for City employees to help in setting up the booths. Seconded
by Councilman McNeill. Motion Carried unanimously.
9. Consider and Possible Action on Ordinance #10-19-00 -Amending the Zoning
Regulations of B1 (Business 1) Zoning.
Discussion concerning the zoning and what is allowed in B-1.
One issue discussed was whether specific use permits could be allowed for banks and
nursing homes. As indicated on the zoning ordinance, they are not allowed and that is
why the change in B4 zoning is being requested.
Motion was made by Councilman McNeill to adopt Ordinance #10-19-00. Seconded by
Councilman Higgs. Motion Carried unanimously.

11. Any Other Such Matters.
a) City Manager indicated the building inspector had included some inspection
reports on areas North of town. He indicated Mr. Johnson will be requesting
a zoning change.
Discussion regarding the properties.
b) Councilman Ervin indicated he would like to know more about Ralph Amyx's
drainage problem.
City Secretary reported that the City Engineer will have the cost estimate prior
to the next meeting.
c) Ken Cornell indicated he would like to know more about the recreational park
North of town, and now much the City has put into it and why.
Discussion.
City Manager indicated there were 190 slots for R.V.'s, a swimming pool, and
they have drilled their own water well. The City has power to it, and they will
have an aerobic septic system.
City Secretary indicated the City has spent $46,000.00, and Mr. Hoffman has
paid $11,000.00.
Ken Cornell asked how much impact fees has he paid.
City Manager indicated we do not have impact fees, he indicated also that we
are in the process of trying to annex the property.
Councilman McNeill indicated there was a concern regarding the rate of return
on Electric.
Lengthy discussion regarding Hoffman's R.V. park.

2. Conduct Public Hearing on Tax Increase; Schedule and Announce Meeting to Adopt
Tax Rate,

Woodrow Barton, 807 N. 7`h St., indicated there was a 20% increase in the General
Fund budget over last year.
Discussion regarding the increase.
Mr. Barton indicated there was a 19% increase in the tax rate.
City Secretary indicated the tax rate is actually not changing, but the evaluation of
property has increased.
Discussion regarding the tax rate.
City Secretary explained how the tax rate is calculated.
Mr. Barton indicated if the budget had not been increased the tax rate would not need
to be increased.
Discussion regarding expenditures in the General Fund.
Discussion regarding the transfers.
Mr. Barton indicated if the tax rate is going to be raised, the City of Sanger should
lower the electric rates because the people who pay for Sanger Electric are paying more
to maintain the City than those who have CoServ.

3. Conduct Public Hearing on Proposed Budget for Fiscal Year 2000/2001,

Discussion on transfers from the Enterprise fund.
City Secretary indicated she will have the auditor explain the transfers to the Council
when he presents his audit.

4. Consider and Possible Action on Awarding Bid for the City of Sanger Lois Road Water
Well,
City Manager indicated this was left off the last agenda. He indicated this well would
be South of the old landfill. He has spoken to the bank regarding payment, the City has
a note with GNB, that has three more payments left on it. The bank has indicated they
would extend the note for this project.
Discussion.
Councilman Ervin moved to award the bid to J. J. Biffle Water Well of Muenster in the
amount of $183,996. Councilman Garza seconded. Motion carried unanimously.

Reinvestment Zone No.1, and Guidelines and Criteria for Tax Abatements to Qualified
Commercial/Industrial Projects, and a Tax Abatement Agreement Between the City of
Sanger and Walmart Stores East Inc.
City Manager indicated in order for the city to give a tax abatement they must first
establish a reinvestment zone, and the entity you want to give the abatement to, must
be in that zone. The first document will designate the area where Walmart is. The
second document is guidelines for the criteria, and Council needs to give direction on
what they want to set as the criteria.
City Manager indicated the Tax Abatement Agreement must be worked out with
Walmart.
Discussion regarding the Ordinance and tax abatements.

WATER SERVICE RATES IN THE CODE OF ORDINANCES OF THE CITY OF SANDER,
DENTON COUNTY, TEXAS, TO PROVIDE FOR A SCHEDULE OF WATER UTILITY
RATES; PROVIDING FOR THE REPEAL OF ORDINANCES IN CONFLICT;
PROVIDING A SEVERABIL,ITY CLAUSE; PROVIDING A PENALTY CLAUSE; AND
PROVIDING FOR AN EFFECTIVE DATE,

null or void by any court of competent jurisdiction, such action shall not affect the remaining
phrases, clauses, sentences, paragraphs, and sections of this Ordinance.
SECTION IV
Failure to comply with any section or provision of this Ordinance that is prohibited or is
declared to be unlawful or a misdemeanor, or whenever in this Ordinance, the commission of
an act is required or the omission thereof is prohibited, the violation of such provision shall be
punishable by a fine not to exceed One Thousand Dollars ($1,000.00), provided however, that
no penalty shall be greater or less than the penalty provided under the laws of the State of
Texas. Each day any violation of this Ordinance shall continue shall constitute a separate
offense.
PASSED, APPROVED, AND ADOPTED, this the 18th day of September A.D., 2000, by the
City Council of the City of Sanger, Denton County, Texas.
Councilman McNeill indicated this is the number that was needed, when he and Mr. Yeatts
researched these rates.
Councilman McNeill moved to adopt Ordinance #09-14-00. Councilman Higgs seconded.
Motion carried unanimously.

Ralph Amyx indicated he was opposed to being annexed.
Shirley Haisler indicated the agenda still showed all of their property, although they had
agreed to annex only 500 feet.
Mayor explained the City needs the petition signed for voluntary annexation.
Discussion regarding the petition, Ms. Haisler indicated she did not understand why the
document was needed.
Mayor explained the agreement was that they would voluntarily petition to annex the 500 feet.
Ms. Haisler indicated Mr. Haisler probably would come in and sign the petition.

8. Consider and Possible Action on Ralph Amyx's Drainage Problem on Keaton Road.
Ralph Amyx addressed the Council regarding the drainage problem on his property, he
indicated every time it rains the ditch gets deeper. He indicated the available options were to
either go underground all the way to the ditch with an inlet, to change it back the way it was,
to stop up the 24" underground culvert, or to let the water go back out where it originally
went.
Discussion on the position of the culverts compared to where they were.
City Manager indicated the City Engineer will be here tomorrow to measure and then get
prices and find out what the cost will be to correct the problem.
Mayor asked if he would give them a little more time to get the figures.
Discussion.
Mayor postponed this item until the next meeting.
9. Consider and Possible action Regarding a Preliminary Plat for Heritage West Subdivision,
Being 69 Residential Lots in three Phases and a 6.26 Acre Commercial Reserve on 26.15 Acres
in the Henry Tierwester Survey, Abstract #1241.
City Manager indicated this went before the Planning and Zoning Commission on Thursday
night.
City Secretary indicated they approved the Plat with the recommendation that the City
Council consider sidewalks.

SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the
City of Sanger, Texas, as amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not
affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the City Council without the

SECTION 4.

The project must have high visibility, image impact or be of a significantly higher level of
development quality than that which currently exists in the City.
The project must generate a higher concentration of employment potential than would
otherwise be achieved.
Taxpayers desiring to enter into an abatement agreement with the City of Sanger must we an
application for tax abatement with the City, provided however, that with respect to any
abatement of one year or less in duration and one percent or less in abatement amount, no
application is required. The application must address the factors listed below.
It is understood the information provided will be, out of necessity, estimates only. The applicant
should endeavor to provide the most accurate estimates possible based upon available
information. The applicant may be requested by the City to describe the logics/methodologies
utilized to supply supporting documentation.
Number of new jobs created in Sanger.
Identify and describe the kind, number and location of all proposed improvements to the
property, as well as the land area and cost, and discuss the development schedule of the
proposed improvements. In addition, the City may request the square footage of the proposed
project.
Identify the infrastructure construction that will be required to serve the proposed project and
the estimated cost of said construction.

The criteria outlined in this section will be used by the City staffto determine whether or not to
recommend to the City Council that it is in the best interest of the City of Sanger and other
affected taxing entities that tax abatement be offered to a particular applicant. Specific
considerations will include the degree to which the individual project furthers the goals and
objectives of the community, as well as the relative impact of the project on the community.
III. DEFINITIONS
"Elig�le Enterprises" shall mean commercial or industrial property, facilities or enterprises that
show high promise of creating new jobs and positive economic spill -over effects beneficial to
the City.
IV. GUIDELINES

1. The project must be an eligible industry as defined in Section III. Definitions.
2. The investment must involve a project, excluding land, with eitherminimum
incremental increase in value of $2 million or (n) a minimum cost of $2 million.
3. The project must comply with all criteria defined in Section II above.
1 . The rate of tax abatement with respect to any tax abatement agreement shall not exceed
50% of the value of real property and shall not exceed 50% of the value of tangible
personal property other than inventory and supplies (but including inventory and supplies
of certificated air carriers) eligible for tax abatement under Chapter 312 of the Texas Tax
Code.
2. To determine if the project meets the minimum eligibility requirement, the applicant will
certify to the City the cost or value of the property for which the abatement is
requested.
3. The tax abatement period shall not exceed ten (10) years.
4. Any tax abatement granted a project will become effective on January 1st of the year
following the issuance of a Certificate of occupancy (CO) for the new facilities unless
otherwise specified in the tax abatement agreement. The total acreage of the project
shall be assessed at 100 percent market valuation upon execution of the abatement
agreement, unless otherwise addressed in the tax abatement agreement.
S. If a project is not completed as specified in the tax abatement agreement, the City has
the right to cancel the abatement agreement and abated taxes shall become due to the
City and other affected taxing units as provided by law.
V. PROCEDURAL GUIDELINES
Any person, partnership, organization, corporation or other entity desiring that the City of
Sanger consider providing tax abatement to encourage location of operations within the City
shall be required to comply with the following Procedural guidelines. Nothing within these
guidelines shallimply or suggest that the City of Sanger is under any obligation to provide tax
abatement m any amount or value to any applicant.
A. Applicant shall submit an "application for tax abatement." However, with respect to any
abatement of one year or less in duration and one percent or less in abatement amount,
no application is required.
B. Applicant shall address Al the factors required to be addressed in Section II above.
C. City may request applicant to provide substantiation of the economic feasibility of the
overall project to assist in determining the long-term benefit to the City.
D. A complete legal description of the property shall be provided.
E. Applicant shall complete all forms and information detailed in items A through D above
and submit them to the City of Sanger, P. 0. Box 1729, Sanger, Texas 76266.

L. The City Council may hold the public hearing and determine whether the creation of the
reinvestment zone would contribute to the retention or expansion of primary
employment or would attract major investment in the zone and would contribute to the
economic development of the City.
M. The City Council may consider adoption of an ordinance designating the area described
in the legal description of the proposed project as a commerciaUmdustrial reinvestment
zone for tax abatement.
N. The City Council may consider adoption of a resolution that approves the terms and
conditions of an agreement between City and the application, and governs the provision
of the tax abatement. At minimum, the agreement shall include the following.
1. General description of the project;
2. Amount of the tax abatement;
3. Duration of the abatement;
4. Type, number and location of planned improvements;
5. Any specific terms and conditions to be met by the applicant; and
6. Any provisions required by law.
O. The governing bodies of any other applicable taxing units may consider ratification of
and participation in the tax abatement agreement between the City of Sanger and the
applicant.
P. Should the terms of the agreement not be satisfied, the tax abatement shall be subject to
cancellation as provided in the tax abatement agreement, and all abated taxes shall be paid
to the City of Sanger and all other taxing jurisdictions participating in the tax abatement
agreement as provided by law. If a project granted a tax abatement ceases to operate or is
no longer in conformance with this policy statement, the tax abatement agreement shall
not remain in effect for the period of time during which the project is not operating or is
not in conformance. The City of Sanger may negotiate with the recipient of a tax
abatement to waive the recapture provisions or to terminate the agreement.
The City, of Sanger reserves the right to verify the applicant's creditworthiness prior to
granting a tax abatement and to review the financial condition of the Project during the
term of the abatement. The City of Sanger also reserves the right for a representative to
inspect the facilities of the applicant during the term of the abatement and to verify the
information provided in the tax abatement agreement. Provisions to this effect shall be
incorporated into the agreement.
VI. EFFECT OF SALE, ASSIGr�v1ENT OF
LEASE OF PROPERTY
No tax abatement rights may bld, assigned, or leased unless otherwise specified in the tax
abatement agreement. Any sale, assignment or lease of property which is not permitted in the
tax abatement agreement results in a forfeiture of all tax abatement rights as to the property
sold, assigned or leased, unless the City agrees to ratify the transfer.

This is the Ordinance discussed at the last Council meeting, that will change the
Business 1 zoning to include Nursing Homes and Banks. The current zoning
ordinance for this designation does allow banks up to 10,000 square feet of floor
space; however, does not currently allow any type of Nursing Home or Retirement
Home. Office buildings were also discussed, but are currently allowed in B 1 zoning.

A PENALTY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED AND ORDERED by the City Council of the City of Sanger, Texas that:
SECTION I
That the Chart in Section 26 of the Zoning Ordinance of the City of Sanger, Texas is hereby
amended to allow a "Home for Aged, Residence" in the Business m I District.
SECTION II
All ordinances or parts of ordinances in conflict hereof are, to the extent of such conflict,
repealed.
SECTION III
By the passage of this ordinance, no presently illegal use shall be deemed to have been
legalized unless such use specifically falls within a use district where the actual use is a conforming
use. Otherwise, such uses shall remain non -conforming uses where recognized, or an illegal use,
as the case may be. It is further the intent and declared purpose of this ordinance that no offense
committed and no liability, penalty or forfeiture, either civil or criminal, incurred prior to the time
the existing ordinance was amended in its entirety by this Ordinance, shall be discharged or affected
by such repeal; but prosecution and suits for such offenses, liabilities, penalties, or forfeitures may
be instituted or causes presently pending may be proceeded with in all respects as if such prior
ordinance had not been amended.
SECTION IV
Any person or corporation violating any of the provisions of this ordinance shall upon
conviction be fined the sum of two hundred dollars ($200) per day; and each and every day that the
provisions of this ordinance are violated shall constitute a separate and distinct offense. In addition
to the said penalty provided for, the right is hereby conferred and extended upon any property owner
owning property in any district where such property owner may be affected or invaded by a violation
of the terms of the ordinance to bring suit in such court or courts having jurisdiction thereof and
obtain such remedies as may be available at law and equity in the protection of the rights of such
property owners.

Attached is correspondence concerning Benny Johnson's R.V. Park. Please note that
a certified letter was sent to Mr. Johnson advising that he is in violation of the Zoning
Ordinance.
I know Council has expressed concerns regarding XIT, and the situation with the
mobile homes. Attached is correspondence from our Code Enforcement Officer
concerning the situation. In researching our records, there has never been any mobile
home zoning for that location either. Apparently, this situation, began sometime in
1992. Our Code Enforcement Officer has informed XIT that we will not allow this
situation to continue. I have spoken with the City Attorney, and he has advised that
if they are in violation we need to either advise them to cease and decease or issue
citation for violation of city ordinance. The zoning is I-1 in that location, which the
mobile home sales can be allowed. The other concern is the condition that area is in,
which has also been addressed by our Code Enforcement Officer. XIT has to clean
that area if he continues his transport sales from that location.
If council concurs we will proceed with the cease and decease order.

September 22, 2000 @ 9:30 A.M.: Mr. Joe Higgs filed a complaint about the owner of
Indian Village RV Park located at 1800 North Stemmons had moved a double wide
mobile home. He stated that was illegal because it was not a mobile home park.
September 22, 2000 @ 1000 A.M.: On arriving at the park, I notice a new double wide
mobile home set up at the east end of the property. Met with Mr. Benny Johnson, the
owner of the park, about the mobile home. Mr. Johnson stated that the City of Sanger had
regarded his property as a trailer park when they brought his property into the city limits
several years ago.
September 22, 2000 @ 10:30 A.M.: Met with Jack Smith, City Manager, about the
situation. I informed him the zoning from the property was Industrial. I informed him
what Mr. Johnson had said. Mr. Smith stated that he would talk to Rose Chavez about the
property to see if she may remember anything about when the property was annexed into
the city and would let me know later.
September 22, 2000 @ 4:00 P.M.: Mr. Smith informed me that the trailer was a violation
of the Zoning Ordinance. I would revisit Mr. Johnson on Monday, September 25, 2000
and inform him that he is in violation of the Zoning Ordinance.
September 23, 2000 @ 10:30 A.M.: Mr. Smith called me at home and informed me that
Mr. Johnson was moving his furniture into the trailer.
September 23, 2000 @ 11:00 A.M.: Met with Mr. Johnson at the property. He stated that
he had started moving in this morning. I informed him of the Zoning Violation and that
he could not occupy the trailer and could not be supplied with electrical service until the
violation was settled. He started that the property was a trailer park when the city
annexed his property and the city recognized the property as a trailer park. He stated he
had paid permit fees for each leased space up until about four or five years ago when the
city stopped charging the permit fees. I informed him that he needed to talk to Mr. Smith
about the violation and possibly find a solution to this problem.

INVESTIGATION REPORT
September 26, 2000 @ 9:00 A.M.: The complaint was received from Rose Chavez
concerning 1900 North Stemmons, known as X11 Mobile Home Transport. Mrs. Chavez
stated that Carroll McNeill had some concern about the property. It was reported that
there were several of the mobile homes being occupied as homes. Junk and debris and
was an eye sore to the community.
September 26, 2000 In, 10:00 A.M.: An inspection was conducted at the property. The
inspection revealed the following:
(1). Old vehicles were pazked in front of the property. Mr. Harbin stated he was
trying to sell them. He stated that they were vehicles that were not being used and
he was trying to get rid of them.
(2). Junk and debris scattered all over the property. Most of the items on the
property were used parts of mobile homes. Pile of old tires, concrete blocks, and
trash. The owner stated that he was trying to get rid of most of the items. He
stated the tires were used on the trailers. The lumber was use to rehab the trailers.
The pile of the broken concrete blocks was going to be used as land fill.
(3). High grass and weeds were present around the trailers.
(4). There are approximately 16 mobile homes located on the property. Family
members and one hired hand occupy four trailers. Two trailers are used for
material storage. One trailer is vacant; at one time it was used for an office. Two
trailers are used for as housing for pigeons and other fowls. One trailer is being
remodeled and the other trailers are in storage.
In talking with Mr. Harbin, he stated that the city had written him a letter stating
that the mobile homes located on the property was all right. He stated that he had
been on the property since 1991. He had bought the property from Sharon
Copeland.
I informed Mr. Harbin that the occupied trailers are in violation of the Coning
Ordinance and the condition of the property would have to be cleaned up. He said
he would contact Jack Smith about the situation.
