1. Mayor Called Meeting to Order, Skip McNeill led the invocation, followed by the
Pledge of Allegiance.
2. Budget Workshop.
Pastor Skip McNeal gave the Mayor a petition from the citizens in support of the salary
increases.
Mayor indicated approximately 259 signatures on the petition.
Mayor indicated the Homerule Charter changes the way this should be done. He
indicated the process is to discuss the budget, file it with the City Secretary, discuss the
wages per position instead of per name, then hold the public hearings, and vote on the
budget whether to accept it or reject it. If it's rejected the City will keep functioning
under the old budget until a new one is adopted.
Discussion followed regarding proposed salaries.
Councilman Waggoner indicated he was in favor of the raises. He felt they should be
brought up to market value. He believes the employees are valuable and the Council
should stand behind them, make Sanger a good place to work with good wages and good
benefits.
Councilman Ervin indicated he would support the raises, but maybe not give it all at
once. He indicated they should leave it up to the City Manager and the department
heads to do performance reviews or evaluations, and leave it up to Jack to do the break
down off the total amount.
Councilman Garza indicated he felt a raise is necessary, he thought some of them were
out of line as far as all at one time. If that's what the citizens of Sanger want, he is here
for them. He is here for the people, but still feels it should be brought up in a sensible
manner, and not all at once.
Councilman Higgs indicated he feels the same way, he's not opposed to raises, but some
of them are low and some of them are high. It averages out to 18%, and he did not feel
anyone would give an 18% raise at one time, not even CoServ.
Councilman McNeill indicated he was not opposed to a raise, he was only concerned
shout the amount of dollars. and asked what is a comnetitive rate. in reference to the

petition.
Mayor indicated a competitive rate can be figured lots of ways. He indicated it is what
the market bares. He indicated he ran some figures with what employees were being
paid last year, and what was proposed for those existing employees, the increase is
$2029000.00.
Discussion.
Councilman McNeill read a list of what he would propose for salary increases, and
indicated he felt that would be fair and equitable. He indicated he did not understand
why Sanger's market was any different than Whitesboro's market because they do
things the same way Sanger does.
Mayor indicated if any of the employees went looking forward a job, they would not go
North. When you go South, the wages are higher. He indicated the metroplex area is
the competition for Sanger employees.
Discussion.
Councilman Ervin suggested a fifteen percent increase on the current salary total, turn
it back over to Jack to do 10% across the board raise, then a 5% merit raise.
Councilman Higgs indicated he was against percentage raises, because that penalizes
the lower people.
Councilman Ervin indicated that was something Jack needs to work on, he did not feel
the Council should be involved, besides giving the total amount of the increase.
Discussion regarding the 15%.
Mayor indicated according to the Charter the Council should hand the budget back,
vote on it, and let Jack be the determining factor as to who gets what.
Discussion.
Councilman Higgs indicated he would go along with a 10% increase in salaries not
including new employees, and let Jack work it out as to who gets what.
Discussion.
Councilman Garza agreed to the 15% increase, and to let Jack decide; however, he
indicated he would like to see a little bit more work put into it, where the ones that
deserve the raises get them.
Mayor indicated they could give this to Jack, and he can determine who gets what.
Brief Discussion.
Councilman Garza suggested they add 15% to the budget, not necessarily 10% now,
and 5% later, but let Jack decide how much each employee gets.
Discussion continued.
Councilman Waggoner agreed to the 15% increase, with not more than 10% on
October 1, 2000, with it being up to Jack to decide what each employee gets.
Mayor indicated it will be for Jack to determine, and we have budget.
City Manager asked if there was a specific time they wanted to allocate the 5%, he
needed to know in order to determine the dollar amount for the budget.
Council agreed on April 1, 2000.
Discussion regarding the police cars.

Councilman Higgs moved to approve the Consent Agenda as presented. Seconded by
Councilman Ervin. Motion carried unanimously.
3. Citizen's Input.
Woodrow Barton, 807 N. 8" St., addressed the Council regarding the City of Sanger
giving consideration to selling Sanger Electric Utilities. He indicated if you could sell
it by April 1, 2000 and could get 10 million dollars for it, it would solve two things. If
you put the 10 million dollars in the bank and it draws 6%, that would generate
$600,000.00 per year. Also, it would save half of the electric department budget if you
sell by April 1, 2000. Then the Electric Company would go on the tax roll, and the City
could collect property taxes. Interest and tax revenues would bring in $722,000.00
without the City having to do anything.
Mr. Barton continued to discuss the selling of the Electric Department, and an
alternative of cutting electric rates.
Sylvan Green gave a presentation referencing the proposed retirement development.
Mr. Green indicated it would be a high quality development with three (3) golf courses,
a four star hotel, a village center, a 75,000 seat convention center and several sites for
churches. There will be approximately 7500 homes in the retirement community.
There will be a total of 2400 acres for the project. He indicated they are projecting 500
visitors a day within five years, and this is conservative. Eventually they expect to have
additional hotels. Houses would range from $160,000 to $320,000.
Mi•. Green indicated they would probably put in high production wells.
Discussion regarding the highway, golf courses, and annexation. Mayor indicated the
annexation would have to be voluntary.
Discussion continued regarding the development.

4. (13) Discuss Tax Rate, Take Record Vote; Schedule Public Hearing on Tax Rate.
City Secretary indicated this needed to be done because the revenues will be increased
from last years tax revenues.
Discussion regarding average home appraisal.
Councilman Ervin moved to proceed with the proposed tax rate of .52284. Councilman
Waggoner seconded. Motion carried unanimously.

Public Hearing opened.
Ralph Amyx, owner of approximately 60 acres of these proposed annexations, addressed
the Council indicating he gave the City an easement in 1986. Mr. Amyx indicated
when Keaton Rd. was put in the land owner across the road would not let them take the
tree down, so they moved the road West, and he lost some land. He indicated he was
not consulted in any way about the drainage system that is in place on Keaton Road,
and the drainage system was put in for the land owner immediately to his North. He
indicated they should not be annexed, there is no intention of developing the property,
it is used for agricultural purposes. If he has to be annexed he feels the City owes them
some favors too.
Mr. Amyx asked the Council if water could be moved 385 feet through someone else's
property.
Councilman Higgs indicated you could not change natures flow.
He indicated the water was changed 385 feet on his property, he has not said anything
because Curtis was working for the City. He indicated he feels the City should meet
him in the middle. He indicated this was done when Glenn Shaw was on the Planning
and Zoning, and felt that was a conflict of interest.
Mr. Amyx indicated in Texas you cannot divert water without permission, and
indicated he felt the City of Sanger should correct his problem within six months.
Councilman McNeill asked what he would like Council to do for him.
Mr. Amyx indicated if they went to court he knew he would win, but did not want to
do that. He passed out some pictures for the Council to look at.
Further discussion regarding the drainage onto his property.
Mr. Amyx asked if the City Council would assure him that this problem will betaken
care of.
Discussion.
Councilman McNeill asked what would it take to please him.
Mr. Amyx indicated he would like a culvert all the way to the creek.
Discussion regarding size of the culverts, and the drainage.
Councilman McNeill asked if he would consider waiting until they can check on a price,
and then make a decision.
Mayor indicated this is a Public Hearing, and like Councilman McNeill said, all we can
do is find out, a decision can not be made.
Discussion continued regarding the drainage.
Haider, owns the 282 acres the City is planning to annex, he indicated he is still
opposed to being annexed. He indicated he does not plan to build anything on his
property, and has no use for City Services.
Discussion regarding annexing only the property with the house on it, Mr. Haider
indicated he had written up some metes and bounds for a 500' strip, that is 500' deep.
City Secretary indicated the City Engineer will verify the metes and bounds are
correct, and suggested to Mr. Haisler that he petition to be annexed voluntarily on the
500' strip if the Council would agree to it.
Consensus of Council, they will agree to the 500 feet if Mr. Haisler will submit a
petition.
Mr. Haisler indicated he would submit the letter.

7. (6) Discuss Possible Ordinance Designating a Certain Area as the Sanger Tax Abatement
Reinvestment Zone No.1, and Guidelines and Criteria for Tax Abatements to Qualified
Commercial/Industrial Projects, and a Tax Abatement Agreement Between the City of
Sanger and Walmart Stores East Inc.
City Manager addressed this item, indicating there are certain things the City must do
if they want to give a tax abatement. Guidelines must be set up. The City Attorney will
go over these to make sure of legality.
Discussion regarding the tax abatement for Walmart.
Council decided to have a workshop on these items prior to the next meeting.
Consider and Possible Action on Interlocal Agreement for Ambulance Services for FY
2000-2001 with the City of Denton.
Mayor indicated this is just a formality from the previous agreement with them.
Councilman Higgs moved to approve the Interlocal Agreement as stated. Councilman
Waggoner seconded. Motion carried unanimously
Consider and Possible Action regarding Legal Action against TXU for Delinquent
Electric and Gas Franchise Fees.
City Secretary indicated she had spoken with the City Attorney, and apparently TXU
Electric and Gas Franchise Fees,
City Secretary indicated she had spoken with the City Attorney, and apparently TXU
had not been paying correct franchise fees. What this will do for the City is that they
will freeze the records, and if Sanger has money coming they will have to pay it.
Discussion regarding the franchise fees, and the cost to the City.
Councilman McNeill moved to gamble the $2,000.00 and see if we can win against the
gas company. Councilman Garza seconded. Motion carried unanimously.
10. (9) Consider and Possible Action on the Closing of Elm Street from 3''d Street to 5"' Street,
and Bolivar Street from 2nd Street to 5th Street, 4rh Street form Cherry Street to Elm
Street, and 3d Street from Cherry Street to Elm Street for the Sanger Sellabration on
September 9, 2000.
Brief Discussion.
Councilman Waggoner moved to accept the recommendation of the Chamber on closing
the streets for the Sanger Sellabration as written. Councilman Ervin seconded. Motion
carried unanimously.
11. (10)Consider and Possible Action Regarding Solicitation of Bids for Electric Line on I-35
to Serve Walmart Distribution Center,
City Manager indicated this item will be totally paid by the grant, we were advised we
would receive the grant on October 3, 2000.
Discussion regarding the project.
Councilman Ervin moved to go out for bid for Electric for Walmart. Councilman
McNeill seconded. Motion carried unanimously.
12. (11)Consider and Possible Action on Resolution #09-21-00 -Authorizing Loan from GNB.
Councilman McNeill moved to adopt Resolution #09-21-00 -Authorizing loan from
GNB. Councilman Garza seconded. Motion carried unanimously.
13.(14)Any Other Such Matters.
A. Councilman McNeill asked if we have established an electric rate for Walmart.
City Manager indicated the City will get with the City of Denton and CoSery to
work it out.
Mr. Yeatts indicated he went to CoSery and Mr. Trivitt recommended they stay
with a standard rate, not just make a rate for Walmart, but make a rate and
stay with it.
Discussion.
Councilman McNeill indicated he wanted to make sure the City made a profit,
and does not give it away.
B. Councilman McNeill wanted to talk about the salary structure for Rose, Jeff,
and Eddie. He indicated he wanted to know how they were being paid as far as
overtime and comp time.
City Manager indicated they had been shifting back and forth. Eddie and Jeff
at this point can turn in overtime and get paid for it. Most of the time they turn
in their extra hours as comp time. Rose turns in comp time.
Councilman McNeill indicated he still feels that Rose should be given the title
of Assistant City Manager, and compensated accordingly.
Mayor agreed, and indicated Rose has earned the right to that title.
City Secretary indicated she did not want to lose her City Secretary title.

C. Councilman Higgs asked who enforce the subdivision ordinances in the E.T.J.
Mayor indicated they must comply with the County and the City.
Discussion regarding the requirements.
D. Councilman Higgs asked about the transfer in the budget from the General
Fund to the Enterprise Fund.
City Secretary explained the transfers.
Discussion.
E. Councilman McNeill asked about the water and sewer line for Walmart, and if
that was going out for bid.
City Manager indicated it would go out for bid and the City Engineer will write
the specifications for the City.

AN ORDINANCE AMENDING CHAPTER 11, ARTICLE 23.000 FEE SCHEDULE
FOR WATER SERVICE RATES IN THE CODE OF ORDINANCES OF THE CITY
OF SANGER, DENTON COUNTY, TEXAS, TO PROVIDE FOR A SCHEDULE OF
WATER UTILITY RATES; PROVIDING FOR THE REPEAL OF ORDINANCES IN
CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY
CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED AND ORDERED by the City Council of the City of Sanger, Texas that:
SECTION I
THE SCHEDULE OF FEES FOR CONSUMPTION OF WATER UTILITY FOR BOTH
COMMERCIAL AND RESIDENTIAL CUSTOMERS SHALL BE:
$14.25 Minimum per unit served for 0-1,000 gallons
$2.25 per thousand gallons
$2.45 per thousand gallons
$2.85 per thousand gallons

SECTION II
All ordinances or parts of ordinances in conflict hereof are, to the extent of such conflict,
repealed.
SECTION III
It is declared to be the intention of the City Council that the sections, paragraphs, sentences,
clauses, and phrases of this Ordinance are severable and, should any of the same be declared null
or void by any court of competent jurisdiction, such action shall not affect the remaining phrases,
clauses, sentences, paragraphs, and sections of this Ordinance.
SECTION IV
Failure to comply with any section or provision of this Ordinance that is prohibited or is
declared to be unlawful or a misdemeanor, or whenever in this Ordinance, the commission of an act
is required or the omission thereof is prohibited, the violation of such provision shall be punishable
by a fine not to exceed One Thousand Dollars ($,1000.00); provided however, that no penalty shall
be greater or less than the penalty provided under the laws of the State of Texas. Each day any
violation of this Ordinance shall continue shall constitute a separate offense.

WHEREAS, said territory proposed to be annexed is within the city's extraterritorial
jurisdiction and is contiguous to the city;

INTRODUCTION
This service plan has been prepared in accordance with V.T.C.A., Local Government Code,
Section 43.033 and 43.056. Municipal facilities and services to the annexed area described
above will be provided or made available on behalf of the city at the following levels and in
accordance with following schedules:
POLICE PROTECTION
Patrolling, responses to calls, and other police services will be provided within ten (10) days
after the effective date of the annexation at the same level as provided throughout the city.
FIIZE PROTECTION AND FH2E PREVENTION
Fire protection and fire prevention services will be provided within ten (10) days after the
effective date of the annexation at the same level as provided throughout the city.
EMERGENCY MEDICAL SERVICES
Emergency medical services will be provided within ten (10) days after the effective date of an
annexation on the same basis and at the same level as provided throughout the city.
SOLID WASTE COLLECTION AND DISPOSAL
Solid waste collection and disposal services will be provided within (60) days after the effective
date of the annexation on the same basis and at the same level as provided throughout the city.
MAINTENANCE OF WATER AND WASTEWATER FACILITIES THAT ARE NOT
WITHIN THE SERVICE AREA OF ANOTHER WATER OR WASTEWATER UTILITY
Maintenance of water and wastewater facilities that are not within the service area of another
water or wastewater utility will be continued to be maintained immediately after the effective
date of the annexation on the same basis and the same level as provided throughout the city.
MAINTENANCE OF ROADS AND STREETS AND DRAINAGE
Maintenance of roads and streets and drainage will he nrovided within (601 days after the
effective date of the annexation on the same basis and at the same level as provided throughout
the City.
STREET LIGHTING
Street lighting will be made available within sixty (60) days after the effective date of the
annexation on the same basis and at the same level as provided throughout the City.
MAINTENANCE OF CITY PARK AND RECREATION FACILITIES
If any city park and recreation facilities are located within the annexed area, they will be
maintained within sixty (60) days after the effective date of the annexation on the same basis

and at the same level as similar facilities are maintained throughout the city.
OTHER SERVICES
Other services that may be provided by the city such as planning, code enforcement, animal
control, library, park and recreation, court, and general administration will be made available
within (60) days after the effective date of the annexation on the same basis and at the same
level as provided throughout the city.
Construction of water, sewer, street, and drainage facilities will begin within two (2) years
after submissions of written request by landowners and payment of any development fees and
construction costs required by the city in accordance with subdivision regulations and water
and sewer extension policies. Construction will be completed within four and one half (44/2)
years after request unless the construction process is interrupted by circumstances beyond the
control of the city. No impact fees will be charged to any developer or landowner within the
annexed area except in conformity with V.T.C.A., Local Government Code, eh. 395.
Construction of other capital improvements shall be considered by the city in the future as the
needs dictate on the same basis as such capital improvements are considered throughout the
city.
UNIFORM LEVEL OF SERVICES MAY NOT BE REQUIRED
Nothing in this plan shall require the city to provide a uniform level of full municipal services
to each area of the city, included the annexed area, if different characteristics of topography,
land use, and population density are considered a sufficient basis for providing different level
A service,
This service plan shall be valid for a term often (10) years unless the majority of landowners
or reaietereri voters of the area vote by petition snhmitted to the city for disannexation. then
this service plan shall no longer be binding upon the city.
AMENDMENTS
The plan shall not be amended unless public hearings are held in accordance with V.T.A.C.,
local Government Code, Section 43.052.

1. All fees have been paid in accordance with all City rules, ordinances and policies as stated
in a letter from the City of Sanger dated August 23, 2000,
2. Additional comments may be received from Public Works, Code Enforcement and the Fire

3. The property has been annexed to the City and is located on the south side of FM 455 and
east of Metz Rd.
4. The Owner has applied for SF-3 and B2 zoning.
5. Setback lines for the side and rear yards should be shown on the Plat or a typical lot detail.
The side yards along Heritage West Drive should be a minimum 20' wide.
6, All street names should be verified with the City to prevent duplications.
7. Additional easements maybe required for electrical service.

% An additional 30' R.O.W. should be dedicated in the Commercial Reserve area to allow for
future expansion of FM 455.
11. Temporary turnarounds (at the point of temporary termination) are to be provided on
Heritage West Drive until it is filly constructed.
12. We recommend that the water line along Heritage West Drive be a minimum 8" diameter
water line.
13. Fire hydrants should be located neaz the intersection of Heritage West Drive and FM 455 and
at the northwest corner of Lot 1, Block C.
14. The sanitary sewer lines on Highland Court, Alta Vista Circle and Piedmont Circle should
be located within the south ROW line out from under the pavement.
15. The outfall lines for drainage areas 2 & 3 have high velocities. Provisions will need to be
made to prevent erosion downstream.
16. Does there need to be additional storm sewer to intercept flow from Alta Vista Circle to
prevent flooding of Heritage West Drive?

SECTION l : That the budget presented by the City Council and reviewed during the public
hearing is hereby approved and adopted for the fiscal year 2000-2001.

Enterprise Fund $3X05789
SECTION 2: That the City Administrator is authorized to invest any funds not needed for
current use, whether operating fluids or bond funds, in United States Treasury bills, savings accounts
or certificates of deposit. Accrued interest from such investment may be deposited in the General
Fund, all of which investments shall be in accordance with law.
SECTION 3: That the City Administrator be and is hereby authorized to make intra and
inter department fund transfers during the fiscal year as becomes necessary in order to avoid
expenditure of a particular account.
SECTION 4: This ordinance shall take effect and shall be in full force and effect from
after its passage.

HIGHLIGHTS:
There were 151 registrants for the Summer Reading Club. Of these 72 earned a

certificate. Last year 79 out of 150 earned a certificate. This year there were i 3 readers who
reported 16 hours or more. One reader reported 71 hours.
Advertised for a new clerk. Elizabeth Caldwell, who has been here over a year, is
quitting so that she can have more time with her family.

COLLECTION:
Began the annual inventory. The Nonfiction, Audio Books and Children's area are
completed.

SPECIAL PROJECTS:
Received notification that our Telecommunications Infrastructure Fund l,�rant was
approved. We applied for $29,690 to fund public access computers for both the Internet and the
Library's catalog.
PROGRAMS:
The Summer Reading Club Party was held once again at the city pool.
Planned Storytime programs through December. Ordered films, Storytime kits, and
puppets for those programs.

Sanger. library celebrates
anniversary, looks to future

For 30 years Sanger's library
has served as a place of learning
and exploration as readers, both
young and old, found worlds of
excitement and adventure be-
tween the pages of books found
within its walls.
The. Sanger Public Library
first opened its doors to the public
July 20,1970, at what was then the
old Chapman Clinic on Bolivar
Street. The fact that it
opened at all is a testament
to the hard work and dedi-
cation of its founders and
volunteers, stated Jana
Matney, of the Friends of the
Sanger Public Library.
"Eunice Sullivan Gray,
Alma Lain Chambers and
Judy Knowles Selph, among
many others, volunteered
countless hours getting the
library ready for the public,"
Matney said.
At that time, she ex-
plained, the library was cen-
tered around children and
their needs. "Children could
participate in the Texas State
Library's summer reading pro-
gram and attend storyhour at the
library. The library was run by
volunteers who donated their time
for the community of Sanger."
One of those volunteers was
Vicky Elieson, who currently
serves as the director of the li-
brary. She first began volunteering.
at the library in 1981, nine years
after it was relocated to the old
Presbyterian Church on the cor-
ner of Elm and Seventh streets.
Elieson was the library's first
paid librarian, and she was present
Sept. 9, 1995, when a new library
was dedicated at the Sanger Heri-
tage Sellabration. Since that time
the library, located on the corner
of 5th and Bolivar streets, has con•
tinued to grow, and today serves
the needs of children and adults
with a large collection of books,
magazines and videos.
"We've made such progress
both in the quality of the things we
have in the library and the beauti-
ful building itself," Elieson said.

The progress of the library
paq be measured by the continu-
ing success of its programs, such
as the summer reading program
and the Friends of the Library.
According to Matney, Mrs.
W.B. Chambers headed the first
Friends of the Library after the
original library opened its doors.
Today the organization is presided
over by Nancy Smith, and mem-
berships are open to anyone inter-
ested in the advancement of the
library.
Eunice Gray was presented
with the first honorary member-
ship in the Friends of the Library
for her efforts in establishing and
maintaining the original library.
Thia year Judy Selph was pre-
sented with an honorary member-
ship into the organization to com-
memorate her service to the li-
brary.
Another area in which the li-
brary has progressed has been its
approach to new technology.
Elieson said the library
has applied for a Telecom-
munications Infrastruc-
ture Fund (TIF) grant
which would be adminis-
tered through the state.
The receipt of which
would allow the library to
purchase more computers
in the library for word pro-
cessing, locating books in
the library and Internet
access.
"Through the
Internet the library has ac-
cess to databases that
have to be paid for. They
T-- are not available generally
on the Internet, but the
state library pays our fee so we can
offer it free to the public,"Elieson
said.
"For a small town our library
gives good service because we
know our patrons personally," she
said. "I know I'm biased, but I think
it one of the best small libraries
in Denton Co.
"The 30th anniversary is a
time to look back and say thanks
to people who started the library
like Judy Selph, Alma Lain Cham-
bers and Eunice Gray. And, it's also
time to look forward and ask,
`Where are we going next?'
