Charles Fenoglio Called Meeting to Order.
Approve Minutes - February 17, 2000
Polly Dwyer moved to approve minutes. Mark Bulger seconded. Motion Carried
unanimously.
3. Conduct Public Hearing to Consider a Replat of Sanger I-35 Industrial Park, Lot 6R-lA,
6R4B, & 6114C. Property is Located on I 35, South of Burrus Supermarket.
Public Hearing open.
Craig Brown, real estate representative for McDonald's, indicated there will be one
change on the plat. The 15' utility easement running North and South to Burrus property
may be moved to tie in with the existing easement.
Joe Falls asked Eddie Branham if that was okay with him, Mr. Branham indicated it was.
Discussion regarding the utility easement.
City Manager indicated he would address the easement in Lot 6R-1C under the next item.
Conner Lam, Attorney for the Sanger I-35 Joint Venture, indicated he was interested in
resolving the issue with the easement across lot 6R-1C, he indicated the easement was not
being used. He indicated it was shown on the preliminary, previously to be abandoned,
but there was no official abandonment.
Public Hearing Closed.
4. Consider and Possible Action Regarding a Replat of Sanger I-35 Industrial Park, Lot 6R
1A, 6R-1B, & 6R-1C. Property is Located on I-35, South of Burrus Supermarket.
Jack Richardson moved to approve the replat.
City Manager indicated staff has spoken with the City Attorney, and all the City needs is
an easement to replace the easement going through lot 6R4C. He indicated that will be
taken care of, an staff will have the necessary papers drawn up to have it abandoned.
Shelley Ruland seconded. Motion Carried unanimously.
5. Conduct Public Hearing to Consider a Specific Use Permit for Sign Construction on
Property Legally Described as Sanger W5 Industrial Park, Lot 611"1(to be re platted, if
approved as Lot 6R lA). Property is Located South of Burrus Supermarket.
Public Hearing open.
Joe Collins, representing McDonald's, indicated they were asking fora 100 foot sign, and
also would answer any questions they may have.
Discussion regarding visibility from the highway.
Polly Dwyer asked about the lowest possible height.
Mr. Collins indicated it was only flagged at 100 foot
Polly Dwyer asked about the square footage of the sign.
Mr. Collins indicated approximately 350 square feet.
Discussion regarding size and location of sign.
Shelley Ruland wanted to verify the sign ordinance was 60 feet tall.
Staff indicated that was correct.
Discussion regarding visibility over other signs.
Polly Dwyer expressed concerns regarding the height of the sign, and indicated she was
concerned about the overall atmosphere of Sanger.
Mark Bulger asked what a flag test consisted of.
Mr. Collins indicated a crane held up a piece of plywood at the height they were
considering, then they drove both directions on the highway to see if it was visible.
Public Hearing closed.
G. Consider and Possible Action Regarding a Specific Use Permit for Sign Construction on
Property Legally Described as Sanger I-35 Industrial Park, Lot 6114 (to be re platted, if
approved as Lot 6114A). Property is Located South of Burrus Supermarket.
Joe Falls moved to approve. Jack Richardson seconded. Motion carried 4 to 2, Shelley
Ruland and Polly Dwyer voted against.
7. Any Other Such Matters.
Polly Dwyer asked if the sign ordinance could be looked at and compared to other cities
to see if 60 foot is appropriate.
Charles Fenoglio indicated if every sign was 60 foot it would look unusual, and he felt they
should make the signs appropriate for the business.
Discussion regarding the sign ordinance.
