1. Mayor Called Meeting to Order, Councilman Garza led the Invocation, followed by the Pledge
of Allegiance.

b) Disbursements
Councilman McNeill had some questions concerning the disbursements, which the City Secretary
addressed.
Councilman Jenkins moved all items on the consent agenda be approved as presented.
Councilman Garza seconded.
Motion Carried unanimously
3. Citizen's Input.
None.
4. Consider and Possible Action Regarding Release of Lien Request from Margaret Hernandez,
in Regards to Lien on Property at 602 Wood St. (Owner, David T. Howard), Rehabilitation Grant
Program.
Councilman McNeill moved to accept staff s recommendation, and forgive the lien.
Councilman Higgs seconded.
Motion Carried unanimously.
5. Consider and Possible Action Regarding Street Lights Serviced by Co -Serve.
Mayor postponed this item until the next meeting.
6. Consider and Possible Action Regarding Possible Land Donation From Chambers Family for
Use in Connection With the Library.
Councilman Higgs moves to accept the donation.
Councilman Garza seconded.
Motion Carried unanimously.
7. Consider and Possible Action Regarding Resolution #10-06-99 - Setting a Date and Time for
Public Hearings for the Purpose of Considering Annexations Into the City Limits.
Mayor read the Resolution as follows:
A RESOLUTION SETTING A DATE, 'TIME AND PLACE ON PROPOSED ANNEXATION
OF CERTAIN PROPERTY BY THE CITY OF SANGER, AND AUTHORIZING AND
DIRECTING THE PUBLICATION OF NOTICE OF SUCH PUBLIC HEARINGS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANGER, TEXAS:
That such Public Hearings will beheld by the Governing Body of the City of Sanger, in the City
Hall at 7*00 P.M. on November 1, 1999, and on November 15, 1999 for the purpose of
considering annexation into the City limits of the following described property:
BEING ONE (1) MH.E NORTH I-35 RO.W., ONE (1) MH.E EAST FM 455 RO.W., ONE (1)
MILE EAST, MCREYNOLDS ROAD R.O.W., AND ONE (1) MILE WEST FM 455 R.O.W.
Councilman Jenkins indicated there would be no personal property annexed, only the roads and
the right of ways.
Discussion regarding how far North this would take the City Limits.
Councilman McNeill moved to adopt Resolution 4410-16-99.
Councilman Jenkins seconded.
Motion Carried unanimously.
8. Consider and Possible Action Regarding Proclamation 01-99 -Proclaiming October as "Voter
Awareness Month".
Mayor read the Proclamation as follows:

WHEREAS, Itt is a fundamental duty and privilege of every Texan eligible to vote to participate
in the electoral process;
WHEREAS, the Texas Secretary of State's Office is actively promoting voter participation for
the November 2,1999, Constitutional Amendment Election;
NOW, THEREFORE, I, Mayor for the City of Sanger, do hereby proclaim October, "Voter
Awareness month" and furthermore urge all registered citizens of Sanger to exercise their
constitutional right by casting a ballot in the Constitutional Amendment Election either during the
early voting period, or on Election Day, November 2,1999.
Councilman Jenkins moved to adopt Proclamation #O1-99.
Councilman Garza seconded.
Motion Carried unanimously.
9. Any Other Such Matters.
a) Mayor read a letter that was sent to Governor Bush, and was forwarded from the Governor
to the City. It was written by an individual who was passing through Sanger from Oklahoma with
his family. His car broke down in Sanger and he received assistance from several citizens in
Sanger.
b) City Administrator indicated there was a bust donated to the City, and placed a t the library.
He indicated there would be a formal donation of the bust on Saturday, November 691999 at
c) Councilman McNeill expressed concerns regarding the permits issued for the twenty-two
duplexes, and indicated the City needed to give the man his money back.

Services, dated October 26, 1999. This information was provided in response to our letter dated

The letter clearly identifies that the area identified as Phase I should not have any significant impact
on off -site run off. However, any further development will most likely require some type of storm
detention to minimize any effect to downstream landowners. A detailed drainage study will be
required when this portion of the property is developed.

The atiachcd U.S.G.S. topographic map highlights the proposed development and shows the
southvicst corner of tha property to be near an intersection of two ridge lines. Existing FIuting Road
runs near the ridge line to the west of the property and cuts off flow from entering the property from
the west and conveys it in the roadway ditch north of the property. Along the South, East and North
property lines the flow is either parallel or away from the proposed development. Flow From thcl site
will cross the South and East property lines in a sheet flow manner, Flow across the north property
line will combine sheet flow with one major concentration point in the north lira.
As dovclofsmcnt of the property occurs it is anticipated that the amount of run-off will increase.
Either letters of pern�ission from the downstream property owners or prudent stornz water
managcn�cnt measures will be needed to used for full development of the site, Diversions could be
used to reducc the drainage areas to the South and East and keep post construction peak flow rutt.s

We have received a copy of a Page 1 of 2 of a Preliminary Plat prepared by Kern Surveying, Inc. of
the above referenced development dated June 14, 1999. In addition, a letter regarding drainage,
addressed to Denton County from Greg Edwards Engineering Services, dated July 11, 1999, has
also been received. This information was provided in response to our letter'dated October 41999
regarding the Preliminary Plat for Phase 1. Our additional comments are as follows:
1. All fees shall be paid in accordance with all City rules, ordinances and policies.
2. Additional comments may be received from Public Works, Code Enforcement and the Fire
Department.
3. The property appears to be located within the City of Sanger ETJ boundary on Hiding Road
south of Lois Road.
4. The tract is currently zoned AG.
5. The Preliminary Plat should show phase lines for each phase to be developed.
6. We do not recommend the street layout as shown. It is preferable to connect the streets for
a loop as opposed to two dead ends.
7. Paving details have not been provided.
8. The drainage information provided addresses the driveway culverts along Hiding Road only.
No information has been provided on drainage for the entire 60 acre tract. It does appear`tliat
all surrounding property owners may be affected.

Dear Kelley,
Mrs. Brodie has indicated that for Phase I of her development that the County is requiring her to size
the driveway culverts along Huling Road, I have viewed the site and the U.S.G.S. contour maps and
believe that the only run-off which will drain through the driveway culverts will fall on the roadway.
It appears that across the entire frontage of the property the ground slopes away from the road. The
maximum concentration of flow has a contributing drainage basin of less than I acre with a resulting
peak 50-year flow of 4 cubic feet per second ( A = 1.0 acres, C = 0.5,1= 8.0 inches per hour). The
attached culvert computation indicates that an 18" culvert should convey this flow.
I have attached a copy of the U.S.G.S. map showing the scaled location of the property to support
the limited drainage area used. Please call if you have any questions.

We have reviewed the preliminary Plat submitted for the proposed subdivision located off Holing Road in the
Kit Carson pressure plane near node # 110. This Subdivision consists of 18 Lots over ranging in size from 2.5
to 4.3 acres. Existing distribution facilities include a 3" water main located in an easement on the east site of
Holing Rd. (opposite the subdivision).
Analyses of the existing facilities indicate there is adequate supply, storage, and pressure to serve the proposed
Subdivision. Pressure simulations of a model of the Bolivar WSC distribution system indicate a residual
pressure of approximately 50 psi.
In order to provide service for the Subdivision, approximately 3,380 feet of 6" PVC water main will have to be
constructed (see attached preliminary Plat). An Engineer's Cost Estimate for this main extension follows
below.

The waterline easements as shW"Al on the preliminary Plat submitted with the application are not acceptable to
Bolivar WSC. Bolivar WSC requires exclusive waterline easements that are 10' width if adjacent to an
existing P.U.E. or 15' width otherwise. The attached mark-up of the preliminary Plat has the locations and
width of the proposed waterline easements required by Bolivar WSC shown thereon. Please forward a copy of
these easement corrections to your surveyor.
If the Developer decides to proceed with Bolivar WSC providing service for the subdivision, he should notify
Bolivar WSC of his intents. Bolivar WSC will then place the subdivision on the agenda for the next regular
meeting of the Board of Directors usually held the second Thursday of each month.. The Board will then
discuss this subdivision and decide whether or not to provide the requested level of service..
In accordance with Bolivar WSC's Tariff, the Developer should be responsible for all cost associated with the
necessary construction, Engineering, Inspection, service connections, Bolivar WSC's Ai&in-Construction Fee,
and Membership Fee.
The applicant should be informed of the requirements for subdivision applications. These requirements are
located in Section C of the Bolivar W.S.C. tariff available at the Office of Bolivar WSC. Also, copies of

The responses and revised construction plans appear to conform with City of Sanger requirements.
Please note that some correspondence is still to be provided before construction can commence
(items 12 & 15). Also, if a retaining wall is required, a detail will be provided for approval prior to

addressed comments 4 through 9. We have made the following changes to address the engineering

6. The R.O.W. dedication for Duck Creek Rd. and Keaton Rd. should be 30' from centerline
for a future 60' R.O.W. It appears that the future R.O.W. line is not parallel to the existing
centerline of Duck Creek Rd. Identify the R.O.W. width on the plat.
7. Rear and side set back lines are not shown. This can be shown with a "typical" lot detail.
8. The drainage easement between Lots 14 & 15 on the Preliminary Plat should be shown on
the Final Plat. It is shown on the drainage plans.
9. The drainage and utility easements along the rear of the lots should be shown on the Final
Plat.

10. Minimum cover on waterlines shall be 42" instead of 36" (Note 17, Sheet 01 of 10).
11. The lot and block numbers on the drainage plan do not match the Final Plat. It also appears
that Lots 17, 28 & 29 are missing. The lots should be numbered consecutively unless there
are future lots to be built. Any future lots should be shown on the Preliminary Plat.
12. Permission must be received from the downstream land owner for the additional storm water
discharge through the channel identified between Block B, Lots 14 & 15
13. A structural detail of the channel should be provided.

15. Copies of any correspondence or agreements from adjacent landowners should be provided
to the City prior to final acceptance.

18. The utility plan identifies a proposed 8" sanitary sewer line and the profile sheets show a 10"

21. It appears that Mesa Dr. is centered on the 40' R.O.W. instead of the future 50' R.O.W.
22. The different lines within the profile view of the prop. concrete channel (Sheet 5 of 10) needs
to be identified. The key does not appear to be correct.
23. The curb returns @Keaton and Duck Creek should be a 20' radius.
24. Pipe and manhole elevations should be identified on the sanitary sewer profile.
25. It appears that the sanitary sewer line and 21" RCP culvert at the intersection of Mesa Dr.
and Duck Creek Rd. may conflict. Provisions should be made to insure that stormwater does
not enter the sanitary sewer line. Also, it appears that the depth of cover of the sanitary
sewer line is insufficient after the ditch improvements are completed.

26. In order to correlate the sanitary sewer profiles to the plan view, provide stations on the plan
view of the sanitary sewer line or reference the paving stations in the profile view. It is
assumed that the water line notes, water services and sanitary sewer service are staioned from
the paving stations but the sewer profile is not.
