Councilman Glenn Ervin ABSENT: Councilman Jerry Jenkins OTHERS PRESENT: City Administrator Jack Smith, City Secretary Rose Chavez, Administrative Assistant Samantha Renz, Electric Superintendent Jeff Morris, Water/Wastewater Superintendent Eddie Branham, Streets Supervisor John Henderson, Police Chief Benny Erwin, Lisa Hardy - Sanger Courier 1. Mayor Called Meeting to Order, City Administrator Jack Smith led the Invocation, Mayor led the Pledge of Allegiance. CONSENT AGENDA 2. a) Approve Minutes: June 21, 1999 b) Disbursements Councilman Ervin moved to approve the Consent Agenda. Seconded by Councilman McNeill. Motion Carried unanimously. 3. Citizen's Input. None. 4. Consider and Possible Action Regarding Renovation of City Property Located at 7t'' and Elm at. City Administrator addressed this item, he indicated this was the Presbyterian Church. He indicated it will cost $40,000.00 to $45,000.00 to lift the church and put a foundation under it. City Administrator indicated he had visited with Nel Armstrong, the first part of August she will be working on a historical society, she has visited with Ms. Gray and she is in favor of it. Ms. Armstrong requested they table action on this item until they know something about the historical society. 5. 6. Councilman McNeill moved to accept the City Administrator's recommendation to table this item. Seconded by Councilman Ervin. Motion Carried unanimously. Consider and Possible Action Regarding a New Interlocal Agreement with Denton County for Tax Collection. City Secretary indicated this was the same contract as last year, they did our collections last year and did an excellent job. Mary Horn and her staff are very helpful. Discussion. Councilman Ervin moved to accept County for Tax Collection. Councilman Higgs seconded. Motion Carried unanimously. the new Interlocal Agreement with Denton Consider and Possible Action Regarding Rehabilitation of Manholes. Eddie Branham addressed City Council concerning rehabilitation of thirteen manholes, he indicated he was bringing this before City Council to inform them this Item would be over budget. Eddie Branham explained the process of how it is done and presented City Council with a list of the proposed projects. Discussion. Councilman McNeill asked if there would be a problem finding funds for the over budget amount. City Administrator indicated the funds are available. Motion was made by Councilman McNeill to accept Eddie Branham's recommendation to accept the bid from Infra Rehab to the sum of $14,967.50. Seconded by Councilman Garza. Motion Carried unanimously. 7. Consider and Possible Action on Appointments to the System Assembly of the North Texas Regional Library System. City Administrator indicated a memo was attached from the Librarian, indicating Nancy Smith had resigned, and recommending Norma Matney be appointed with Nancy Smith as alternate. Councilman Ervin moved to appoint Norma Matney. Councilman Higgs seconded. Motion Carried unanimously. 8. Any Other Such Matters. a) City Administrator delivered the preliminary draft of the Home Rule Charter. b) Councilman Ervin asked if the school was going to brick the new building on Tenth St. Discussion regarding building permit, and zoning of the property. City Administrator will check into it. c) Councilman Ervin received complaints regarding high weeds at Hunter's Court and on Porter property. Staff indicated they were aware, and Code Enforcement Officer was working on it. d) Councilman Ervin indicated the Sprinkler system at the bridge has not been done, and asked status. City Administrator gave update on the system and apparently the state had lost the paperwork. He indicated he had resubmitted copies of the original paperwork. Staff indicated they are waiting on the State. e) Jeff Morris informed City Council the School may possibly donate a tract of land to put a small two or three bay fire department by the school to prepare for future growth.
