Motion was made by Councilman Jenkins to Approve Consent Agenda. Seconded
by Councilman Richardson.
Motion Carried unanimously.
3. Citizens Input.
Al Judlciewiez addressed this item. Mr. JuAir* ewiez proposed to establish a
brush/tree limb pickup, one time per week. The brush and tree limbs to be placed
on the curb, cut into 4' sections not to exceed S" in diameter. No one section can
weigh more than 40 pounds. The cost to provide this service would be 0.50 per
household per month added to the current solid waste rate.
Issues addressed by Council was the customer, and another was the fact that limbs
were not a year round problem. Councilman Richardson indicated he thought this
type of service was provided by Texas Waste Management in the contract. Original
contract was reviewed.
Motion was made by Councilman Richardson to Contract with Texas Waste
Management for $700.00 for aone-time pick up of brush and limbs, but to delay
action on the 0.50 per household per month until discussed further during a
workshop. Seconded by Glenn Ervin.

Carried unanimously.

Mr. Judkiewiez advised he will# start this Saturday. He also advised that Texas
Waste Management recently purchased a tree farm. He stated that they would
donate 20 or more trees to the City if they needed them.
Councilman Richardson addressed this item. He indicated be has received several
complaints on this particular stop sign. Councilman Richardson indicated he did not
feel it was beneficial.
Councilman Bell indicated he felt it was beneficial during the school year because
there are neighborhood children who walk to school.

1} Councilman Kincaid indicated at the corner of Willow � Sth (south side of
Willow) there is a tree that is on City property that needs to be cut back or
trimmed down. Councilman Kincaid advised that Mrs. Travelstead would
probably not get upset if we advised her of the dangerous situation.
2) City Administrator Larry Keesler asked if it might be possible to write to the
state requesting the stop lights at Interstate 30 and 45S be changed to
begin "blinking red" at about 9:00 p.m. or 10:00 p.m.
Discussed.
3) Councilman Ervin asked if a memo was sent to the Police Officers concerning
Interstate 3S. Mayor Coker advised that this matter bad been addressed to
the officers and was taken care of.
4) Mayor Coker asked Council to refer to Page 15 of their packet regarding the
Code of Ordinance -Building Standards Commission. He would like for each
Council member to submit rive (S) names they would like to consider serving,
and then Council can decide who is best qualified to serve on this
commission.
5) Mayor Colter inquired as to the status of the budget and the possibility of
having a budget workshop. -

6) Councilman Ervin advised he had received a complaint concerning a
customer who had a water leaf and wanted the City to go and cut her service
off. Someone in the office advised there would be a $35.00 service charge to
cut her service off.

Staff did advise the City has gone and assisted residences with this type
service at no charge; however, this could have been a situation where there
might have been some miscommunication.

Construction bids were received at the City of Sanger for the above referenced project on
Wednesday, June 26, 1996 at 2@00 p.m. A total of eight (8) bids were received for this
project.
The low bid was that submitted by Four D Construction, Inc. , Dallas, Texas, in the amount of
$234,792.50.
A complete bid tabulation of all bids received submitted by the various contractors is attached
for your reference and inspection.
The construction budget for the above mentioned project is $192,700. Several additional
appurtenances and construction items were included in the project bid which were not in the

We would recommend the award of this project be made to Four D Construction, Inc. in the

$42,320.50. Construction may commence immediately upon completion of the contract
specifications, bonds, and insurance certificates. A Pre -Construction Conference will be
conducted at the City with all public utilities, City Staff and personnel, the Contractor, and our
engineers.

Alternate bids were received for the above referenced project for
larger water pipe sizes on Project B- Loop 138 Water Line. The
project is currently set up for 6" water pipe. A larger pipe (811
or 1211) would increase the flow to the central City water system
from a proposed future ground storage site which would be built
to receive supply from the Upper Trinity River Authority along
Old Hwy. 77.
The prices bid for Kitpipe is $12.40 per linear foot. The
alternate prices are $13.00 per linear foot for 8" pipe and
$17.30 per linear foot for 12" pipe.
For the distance of approximately 2,600 linear feet the City
would pay the cost difference of about $2,000 for 8" pipe and
414,000 for 12" pipe (including valve costs).

process "of the Comm unity, Development Fund. applications. All of the presentations were very,
good. Due to'your.efforts, the Regional Review Committee was able to stay onschedule'and
finish the review of 53 applications in one day! - `
Needless to say, the Committee had a difficult job evaluating and ranking 53 applications.
Attached are the results of the:Committee's scoring, process. The applications are ranked in
descending order with the maximum potential regional score being 350, points. These points
will be added to the State score for maximum potential total score11
of 700, points:: The
State's scoring will be completed by the end of August. We will notify you of.the final
results as soon as they are made available.
