1. Mayor Coker Called the Meeting to Order, led the Invocation which was followed
by the Pledge of Allegiance.
2. CONSENT AGENDA

Motion was made by Councilman Jenkins to Approve Consent Agenda. Seconded
by Councilman Kincaid.
Motion carried unanimously.
3. Citizens Input.
None.
4. Consider and Possible Action Regarding speed limits and possible stop signs on East
Willow Street.
Sanger resident Dorothy Nubine addressed Council regarding traffic on Willow
Street. She requested a 4-way Stop at the intersection of Willow and Jones Street.
Her main concern is the speed in which the traffic travels through their
neighborhood.
Margaret Ware stated that she wanted sidewalks in order for drivers to know they
have children who ride bicycles.
Wanda Nubine wanted to compliment the efforts that had been done so far but
wanted Council to know that more needed to be done.
Mayor Coker acknowledged that they do have a problem.
Discussed.
Mayor Colter informed them that Council will do what is necessary to help them
solve this situation.

5. Conduct Public Hearing to Consider a Zoning Request on property legally described
as Lot 1, Block 1, Acker Street Addition, from Agricultural to Business (B-2).
Mayor Coker declared Public Hearing Opened.
Mr. Tom Syler addressed Council regarding the existing auction house that is being
operated by his son-in-law. They would like to build a facility slightly larger. This
is approximately a 1-acre tract and there would be more parking than what the City
would require. The auctions would most likely be every other Friday night and
would generate sales tax revenue for the City.
Mayor Coker declared Public Hearing Closed.
6. Consider and Possible Action Regarding a Zoning Request on property legally
described as Lot 1, Block 1, Acker Street Addition, from Agricultural to Business (B-
2).
Motion was made by Jack Richardson to Approve a Zoning Request on property
legally described as Lot 1, Block 1, Acker Street Addition, from Agricultural to
Business (B-2). Seconded by Tommy Kincaid,
Motion Carried unanimously.
7. Consider and Possible Action Regarding an Ordinance Amending Chapter 8, Section
8.601 of the Code of Ordinances of the City of Sanger, Denton County, Texas
changing the Beautification Board from seven members to nine members,
Motion was made by Jack Richardson to Approve Ordinance 06-96 Amending
Chapter 8, Section 8.601 of the Code of Ordinances of the City of Sanger, Denton
County, Texas changing the Beautification Board from seven members to nine
members. Seconded by Councilman Ervin.

8. Consider and Possible Action Regarding Appointment of Board Members.
Mayor Coker will address this at a later date.

9. Consider and Possible Action Regarding awarding bids on a police car and declaring
it a necessity to preserve the public safety of the municipality's residents.
Motion was made by Councilman Tommy Kincaid to purchase the 1996 Lumina
from Hilz Snider at a cost to the City in the amount of $1438.00, Seconded by
Councilman Jenkins.

10. Any Other Such Matters.
a) Mayor Coker advised Council that he had been asked by Phillip Williams of
Krum if Sanger would work with the City of Krum and provide streets for
a go-cart (racing sprimt cart) race in town. The race would be held on a
Sunday and they would want us to assist in blocking the streets off only, they
would provide everything else. There would be a Nascar representative come
and determine the route. The World Kart Association would provide all
necessary insurance and accept full liability. The City of Sanger would
assume no responsibility, no liability. Mayor Coker asked City Administrator
Larry Keesler to check with our Attorney to get a copy of the World Kart
Association to make sure that the City of Sanger would not be liable. There
would be national advertising which would bring in money for some of our
merchants who might want to open up on that particular Sunday. They have
also asked if our EMT's would be on standby.
b) Councilman Jenkins inquired if we had been contacted by the Denton Fire
Department about Sanger's Fire Service Area. There is a racetrack out off
Hwy Sl between Decatur and Slidell, and this is Sanger's first response
district, and it appears to not even be in Denton County, but in Wise County.
We make an average of 1 to 2 calls per week to this racetrack (known as
Rocky Ridge).
c) Councilman Kincaid spolze with a Denton Councilman regarding the sale of
the old Texas Instruments building. This sale is supposedly going to bring
hundreds of jobs to our area and we need to be prepared. It will be a boom
to our area fmancially in all respects.
d) Councilman Richardson asked that the stop sign on Keaton Road be put on

the next agenda for discussion of possibly removing it.

e) Councilman Ervin inquired as to the proper height of speed limit signs.
f) Councilman Jenkins discussed the poor condition of signs in our town in
general.
11. City Administrators Report.
a) The brush truck is dawn due to the transmission which will cost $1,000.00 to
repair. Maintenance work is being performed on the brush chipper so both
are out of commission.
b) Still working with Texas Waste Management on alternative methods to solve
our brush problem.
c) The City spent $4,000.00 last month to have the containers at the landfill
emptied. Discussed the fact that we do not collect more than we spend.
12. Adjournment.
Before adjourning the meeting, Mayor Coker stated that he had spoken with Craig
Waggoner regarding the maintenance of City vehicles. Craig provided Mayor Coker
with copies of his maintenance log sheets. There seems to be a problem with the
different departments being able to get their vehicles to Craig when he is ready to
work on them. Craig advised he changes the oil in the police department vehicles
monthly. Some changes need to be made, however, Mayor Coker feels that Craig
is doing a good job, and he doesn't see any problem with this department right now.
Councilman Kincaid stated that he seriously believes Craig needs some help.
Councilman Jenkins stated that word had gotten back to him that "Council was out
to get Craig's job". Councilman Jenkins would like it on record that this is not the
case. Councilman Jenkins feels like part of the problem is a lack of communication
between Craig and the different departments.
Mayor Coker advised the additional help could be discussed during budget time.
Mayor Coker declared the meeting adjourned.

In response to yrnu r�:que:st to having Texas WastC Management provide separate pickup forbrush/ tree
limb pickup for the residents, I have; prepared the fallowW proposal.
TWM will pick np all of the brush and tree limbs that arc currently locittecl in many piles throughout the
city on a one time separate pickup for a flat rate of S700.00.
also proposes to establish a'km�sh/tree limb pickup, cme time per week, on the second pickup day of
trash pickup (Thursday). The brush and trae limbs must be pia ced at the curb, be cui: into 4 foot sections

City of Sanger Code of Ordinances, Article 3,1200, Unsafe Building Regulations,
Sections 3.1201- 3.1208.
1. Building Standards Commission
5 members
- shall be a resident of the City
- Appointed by the City Council
- As near as practical, they shall be qualified in one or more fields of:
(1) Fire prevention
(2) Building construction
(3) Sanitation
(4) Health
(5) Public safety
Commission may appoint Ex-Offico, nonvoting members to such commission
to advise it as it deems necessary.
- Duty of Ex -Off ico Members (if any):
(1) To inspect all buildings or structures reported to be or believed
substandard and present a report of such inspection.
Commission (except in cases of emergency), notify the proper party of the
intention of the Commission to hold its hearing and follow procedure provided
in this Article.
2. When a building is unsafe under the terms of this Article:
-The Commission may cite owner to appear and shall cause why such building
should not be declared to be unsafe.
- Such citation may be served by delivery of a copy to the owner as shown on
the County Appraisal District Tax Rolls- by U.S. Mail by certified or registered
letter.
If such premises be unoccupied- the ownership unknown- by attaching a copy
of such citation in a place of prominence of building and advertising by
publication thereof in a newspaper of general circulation in the county.
3. Prior to hearing:
a photograph shall be taken
- an inspection be conducted
appraisal made of building
(which is to be presented as evidence into the record)
4. Hearing of citation, the Building Standards Commission:
-Determine whether or not the building is unsafe
-The commission shall issue a request to the City Council who may instruct the
City Attorney to institute a suit within 30 days after determination and failure by
the appellant to comply with decision, in the appropriate court of the State -to
show the building is a hazard- and to enforce the action taken by the Building
Standards Commission.
-Upon final judgment by the court- failure of owner to take steps to remedy
within 30 days after rendering such final judgment.
- City is authorized to proceed with necessary repair, vacating,
demolishing, cleaning up building.
- the cost- a lien charged against the land, in favor of the City.
5. Owner may appeal the decision of Commission by giving:
- Notice within 10 days from date of hearing with the City Secretary for a fee set
in Article 10,000.
- such appeal to the City Council- the City Council shall set a date for a hearing.
- such appeal shall be by Trial de Novo.

Re: January 1997 Rate Increase Information
Dear Mr. Keesler:
A Waste Management Company
Texas Waste Management is required to notify the City of Sanger (Section 2.0 of the current contract), of any
rate changes. I have been notified that the DFW Recycle and Disposal Facility (landfill) will increase the
disposal rates by approximately 10% on October 1, 1996. The 10% disposal increase equates to an
approximate $0.25 increase to the rate.
I normally present the total increase to you and council in November, so that council can review it at a meeting
before the end of the year. The CPI portion of the increase will be approximately 75% of the CPI to the
operational side of the rate. I will explain the math to you in November when I receive the October CPI
increase.
