At their regular scheduled meeting of January 18, the Planning and Zoning Commission
made a recommendation to approve the Replat of Willowood Addition Lots 149 Block
A, Lots 1~12 Block B, Lots 1.8 and 18 Block C, Lot 1 Block E, located at the southeast
corner of 5th Street and Wayne Drive with the following stipulations.
1) Wayne Drive remains named Wayne Drive.
2) Wayne Drive remains a thoroughfare and the des banation of stops signs at the
other two intersections to ensure the thoroughfare.
3} Wayne Drive intersects Loop 138 (5th Street) across from Turtle Creek.
4) Wayne Drive from the point of Loop 138 (5th Street} back to an agreed upon
certain distance will be concrete rather than asphalt.

As requested, we have reviewed the data furnished on the above referenced project. The information
furnished consisted of a single sheet called Preliminary Plat. Our comments are as follows:
1. All fees should be paid per City policy.
2. The proposed plan indicates a proposed relocation and. replating of the Wayne Drive connection
to Highway Loop 138. The requested replat does not conform with general development
standards relative to street connection and offset alignment. Wayne Drive in its present right-of-
way location does provide for separation of intersection traffic from Turtle Creek at Fifth Street.
The proposed Wayne Drive connection to Loop 138 (Fifth Street) would be eliminated and a new
street called Aster Drive would result in a connection to Loop 138. The offset distance of Aster
Drive at Loop 138 with Turtle Creek is not acceptable. The plan presented by Hammett &
Nash, Inc. should show the relation of both Turtle Creek and the proposed Aster Drive, so that
a complete existing plan can be reviewed.
3. Wayne Drive is an existing street constructed on the ground and is a designated Truck Route
according to the City.
4. The proposed relocation of Wayne Drive further removes the potential street access to the Church
property to the north. Has the church been notified about this possible occurrence?
5. Any replat of lots by a City will require a public hearing and notice to the property owners within
200 feet to the affected replatting. The public hearing must be advertised in the official
publication of the City.
6. There is an existing City 12" sanitary sewer line in ari easement or alley location which would
require relocation from Loop 138 east to a point where proposed Third Street exists. If other
items are approved on the replat, the relocation of all of this 12" line on Lots 1 of Block A. and
Lots 1, 27 3 and 5 of Block H will be required.

7. The use of the proposed residential street (Aster Drive) connection with Wayne Street is not a
good condition for truck traffic. Even with the existing Wayne location, truck route designation
is not desirable.
8. The project is designated as being replatted into two (2) phases. The original plat filed for record
on the same area as this proposed replat contained forty-one (41) lots. The replat will contain
forty-two (42) lots. This is an increase of one (1) lot of greater density over that now existing.
9. The plan identifies fire hydrants at proposed locations. If the plan is approved, then fire hydrants
should be added at Wayne Drive near Aster Drive and Primrose Drive near Bluebonnet Drive
(Phase II). This plan should identify where any fire hydrants may exist near Wayne Drive and
Third Street. If none exist, a new fire hydrant on Wayne Drive near Third Street will be needed.
10. The existing 12" sanitary sewer line is in the ground along the north side of the project area.
The actual depth of the existing line must be checked by the Developer/Engineer to insure the
proposed lots as presented will be served. This is the Developer's Engineer's obligation to verify
the plan is possible as drawn.
11. No drainage plan is presented in concept or detail. The final platting will definitely require a
engineered drainage system with calculation of storm flow for required frequency. We do know
that there is drainage discharge under Loop 138 and other points into this project. How will
these items be provided with drainage facilities? The overall area drainage review must include
the offsite area draining into the project area.
12. The proposed drainage easement indicated on Lot 2, Block A is not acceptable. The buildable
area of the lot is reduced and the City does not want a drainage structure across a lot of the type
presented.

AN ORDINANCE ANNEXING THE HEREINAFTER DESCRIBED
TERRITORY TO THE CITY OF SANGER, TEXAS, AND EXTENDING THE
BOUNDARY LB41TS OF SAID CITY SO AS TO INCLUDE SAID
HEREINAFTER DESCRIBED PROPERTY WITHIN THE CITY LIMITS, AND
GRANTING TO SAID TERRITORY AND TO ALL FUTURE INHABITANTS
OF SAID PROPERTY ALL OF THE RIGHTS AND PRIVILEGES OF OTHER
CITIZENS AND BINDING SAID FUTURE INHABITANTS BY ALL OF THE

WHEREAS, said temtory proposed to be annexed is within. the City's extraterritorial jurisdiction
and is contiguous to the City;
WHEREAS, the City is currently providing both water and sewer services to said territory;
WHEREAS, the City has prepazed a service plan for said territory which is attached as Exhibit
"A" to this ordinance;
WHEREAS, the City has published notice of hearings on said annexation and held hearings as
required by state law; and
WHEREAS, after hearing arguments for and against the same the governing body has voted to
annex said territory into the City under authority of Section 43.033 of the Local Government
Code.
NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF TI-� CITY OF
SANGER, TEXAS:
Section 1: That the territory hereinafter described is hereby annexed into the City, and that the
boundary lmits of the City aze hereby extended to include said territory within the City limits and
the same shall hereafter be included within the territorial limits of said City, and said land and
the future inhabitants thereof shall hereafter be entitled to all rights and privileges of other
citizens of the city and shall be bound by the acts and ordinances of said city.

ANNEXATION SERVICE PLAN
Being all that certain tract or pazcel of land situated in the Henry Tierwester Survey, Abstract
1241, Tract 65B consisting of 9.1606 acres, subject tract being located on Keaton Road, and;

This service plan has been prepazed in accordance with V.T.C.A., Local Government Code,
Sections 43.033 and 43.056. Municipal facilities and services to the annexed area described
above will be provided or made available on behalf of the city at the following levels and in
accordance with the following schedule:
POLICE PROTECTION
Patrolling, responses to calls, and other police services will be provided within ten (10) days after
the effective date of the annexation at the same level as provided throughout the city.
FIRE PROTECTION AND FIltE PREVENTION
Fire protection and fire prevention services will be provided within ten (10} days after the
effective date of the annexation at the same level as provided throughout the city.
EMERGENCY MEDICAL SERVICES
Emergency medical services will be provided within ten (10) days after the effective date of the
annexation at the same level as provided throughout the city.
SOLID WASTE COLLECTION AND DISPOSAL
Solid waste collection and disposal services will be provided within sixty (60) days after the
effective date of the annexation on the same basis and at tl�e same level as provided throughout
the city.

Maintenance of water and wastewater facilities will be continued to be maintained immediately
after the effective date of the annexation on the same basis and at the same level as provided
throughout the city.
Maintenance of roads and streets and drainage will be provided within sixty (60} days after the
effective date of the annexation on the same basis and at the same level as provided throughout
the city.
STREET LIGHTING
Street lighting will be made available within sixty (60) days after the effective date of the
annexation on the same basis and at the same level as provided throughout the city.
If any city park and recreation facilities are located within the annexed area, they will be
maintained within. sixty (6) days after the effective date of the annexation on the same basis and
at the same level as similar facilities are maintained throughout the city.
Other services that may be provided by the city such as planning, code enforcement, animal
control, library, park and recreation, court, and general administration will be made available
within sixty (6) days after the effective date of the annexation on the same basis and at the same
level as provided throughout the city.

Construction of needed water, sewer, street, and drainage facilities will begin within two (2) years
after submission of written request by landowners and payment of any development fees and
construction costs required by the city in accordance with subdivision regulations and water and
sewer extension policies. Construction will be completed within four and one-half (44/2) years
after request unless the construction process is interrupted by circumstances beyond the control
of the city. No impact fees will be charged to any developer or landowner within the annexed
area except in conformity with V.T.C.A., Local Government Code, ch. 395. Construction of
other capital improvements shall be considered by the city m the future as the needs dictate on
the same basis as such capital improvements are considered throughout the city.

UNIFORM LEVEL OF SERVICES MAY NOT BE REOUMMU
Nothing in this plan shall require the city to provide a uniform level of full municipal services
to each area of the city, including the annexed area, if different characteristics of topography,
land use, and population density are considered a sufficient basis for providing different levels
of service.
This service plan shall be valid for a term of ten (10) years unless the majority of landowners
or registered voters of the area vote by petition submitted to the city for disannexation, then this
service plan shall no longer be binding upon the city.
The plan shall not be amended unless public hearings are held in accordance with V.T.C.A.,
Local Government Code, Section 43.052,
